AN ACT concerning 1 
 
Baltimore City – Maryland Transit Administration – Transit Services for Public 2 
School Students and Youth Workers  3 
 
FOR the purpose of requiring the Maryland Transit Administration to provide certain 4 
services to certain students of the Baltimore City Public School System and youth 5 
workers in the Baltimore City YouthWorks program; prohibiting the Maryland 6 
Transit Administration from seeking certain fees or reimbursement; and generally 7 
relating to the Maryland Transit Administration and free ridership for Baltimore 8 
City Public School System students and youth workers. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1 
That the Laws of Maryland read as follows: 2 
 
Article – Transportation 3 
 
7–710. 4 
 
 (A) THE ADMINISTRATION SHALL PROVIDE RIDERSHIP ON TRANSIT 5 
VEHICLES TO ANY ELIG IBLE STUDENT: 6 
 
 (1) STUDENT OF A PUBLIC SCHOOL O F BALTIMORE CITY; AND 7 
 
 (2) YOUTH WORKER IN THE BALTIMORE CITY YOUTHWORKS 8 
PROGRAM. 9 
 
 (B) THE SERVICES PROVIDED UNDER SUBSECTION (A) OF THIS SECTION 10 
SHALL BE PROVIDED ON LY FOR: 11 
 
 (1) A STUDENT OF A PUBLIC SCHOOL IN BALTIMORE CITY: 12 
 
 (I) BETWEEN THE HOURS OF 5 A.M. AND 8 P.M.; AND 13 
 
 (2) (II) FOR SCHOOL –RELATED OR EDUCATION	AL 14 
EXTRACURRICULAR ACTIVITIES ON AND OF F CAMPUS; OR  15 
 
 (2) A YOUTH WORKER IN THE BALTIMORE CITY YOUTHWORKS 16 
PROGRAM: 17 
 
 (I) DURING THE YOUTHWORKS SUMMER JOB PERI OD; AND 18 
 
 (II) FOR PURPOSES OF ENGAG ING IN YOUTHWORKS–RELATED 19 
ACTIVITIES. 20 
 
 (C) THE ADMINISTRATION MAY NO T COLLECT FEES OR REIM BURSEMENT 21 
FOR SERVICES PROVIDE D UNDER THIS SECTION . 22 
 
 (D) THE ADMINISTRATION , IN CONJUNCTION WITH BALTIMORE CITY 23 
PUBLIC SCHOOLS AND THE MAYOR’S OFFICE OF EMPLOYMENT DEVELOPMENT , 24 
SHALL ADOPT REGULATI ONS THAT ESTABLISH T HE ELIGIBILITY CRI TERIA FOR 25 
STUDENTS AND YOUTH WORKERS RECEIVING A STUDENT SMART CARD TRANSIT 26 
PASS FOR THE USE OF SERVI CES PROVIDED UNDER T HIS SECTION. 27 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 28 
1, 2022. It shall remain effective for a period of 5 years and, at the end of June 30, 2027, 29   	SENATE BILL 862 	3 
 
 
this Act, with no further action required by the General Assembly, shall be abrogated and 1 
of no further force and effect. 2
