FOR the purpose of requiring the Board of Regents for the University System of Maryland 4
to adopt and implement a plan to establish a regional higher education center in 5
Charles County on or before certain dates; and generally relating to regional higher 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13

(A) (1) ON OR BEFORE JULY 1, 2023, THE BOARD OF REGENTS SHALL 17
ADOPT A PLAN TO ESTABLISH A REGIONAL HIGHER ED UCATION CENTER LOCAT ED 18
IN CHARLES COUNTY. 19
(2) THE PURPOSE OF THE RE GIONAL HIGHER EDUCAT ION CENTER IS 20
TO PROVIDE STUDENTS IN CHARLES COUNTY WITH ACCESS TO ESTABLISHED, 21
CUTTING–EDGE, AND HIGH–DEMAND ACADEMIC PROG RAMS OF DEGREE –GRANTING 22

(B) (1) ON OR BEFORE JULY 1, 2028, THE BOARD OF REGENTS SHALL 1
IMPLEMENT THE PLAN A DOPTED UNDER SUBSECT ION (A) OF THIS SECTION. 2
(2) FUNDING FOR THE REGIO NAL HIGHER EDUCATION CENTER IN 3
CHARLES COUNTY SHALL BE AS PROVIDED IN THE STATE BUDGET . 4
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 5
1, 2022. 6
