AN ACT concerning 1 
 
Department of Planning – Maryland Humanities Council – Appropriation for 2 
the Strengthening Humanities Investment in Nonprofits for Equity 3 
(SHINE) Grantmaking Initiative 4 
 
FOR the purpose of requiring the Governor each year for certain fiscal years to include in 5 
the annual budget bill an appropriation to the Department of Planning to be used as 6 
a grant to the Maryland Humanities Council for a certain grantmaking initiative; 7 
and generally relating to an appropriation for a grantmaking initiative. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15 
 
Article – State Finance and Procurement 16 
 
5–206. 17 
 
 FOR EACH FISCAL YEAR OF FISCAL YEARS 2024 AND 2025, THE GOVERNOR 18 
SHALL INCLUDE IN THE ANNUAL BUDGET BILL A N APPROPRIATION OF $500,000 TO 19  2 	SENATE BILL 928  
 
 
THE DEPARTMENT TO PROVIDE A GRANT TO THE MARYLAND HUMANITIES COUNCIL 1 
TO BE USED FOR THE STRENGTHE NING HUMANITIES INVESTMENT IN NONPROFITS 2 
FOR EQUITY (SHINE) GRANTMAKING INITIATI VE. 3 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 4
