AN ACT concerning 1 
 
Maryland Educator Shortage Act of 2023 2 
 
FOR the purpose of altering the qualifications for early childhood education teacher 3 
certification completed through an alternative preparation program; requiring the 4 
State Department of Education, in consultation with the Maryland Higher 5 
Education Commission, to establish specific goals for the recruitment and retention 6 
of teachers in teacher preparation programs in the State; requiring the Department 7 
to establish and maintain a Maryland Educator Recruitment, Retention, and 8 
Diversity Dashboard; stating the intent of the General Assembly for Maryland to 9 
join the Interstate Teacher Mobility Compact as a member state; specifying that the 10 
General Assembly and the State Board of Education shall ensure that certain steps 11 
are taken for Maryland to become a member state in the Compact; transferring the 12 
administration of the Teaching Fellows for Maryland program from the Maryland 13 
Higher Education Commission to the Department; including under the category of 14 
“high staff qualifications” for publicly funded eligible prekindergarten providers 15 
certain early childhood education teachers employed for a certain period of time; 16 
altering the requirements for, and expanding the purpose of, the Nancy Grasmick 17 
Teacher Award to include mental health professionals employed by public schools in 18 
the State; renaming the Nancy Grasmick Teacher Award to be the Nancy Grasmick 19  2 	HOUSE BILL 1219  
 
 
Public School Professional Award; altering the qualifications for applicants and 1 
recipients of the Teaching Fellows for Maryland program; establishing the Grow Our 2 
Own Educators Scholarship Program to provide scholarships to individuals who 3 
pledge to fulfill a certain service obligation as a  4 
full–time teacher in the State; requiring the Department Teacher Development and 5 
Retention Program to provide support to students interested in pursuing careers in 6 
the teaching profession; requiring the Commission to administer the Program and to 7 
take certain actions to develop and implement the Program; requiring the 8 
Commission to take certain actions to evaluate the Program; establishing the Grow 9 
Our Own Educators Scholarship Teacher Development and Retention Fund as a 10 
special, nonlapsing fund; requiring interest earnings of the Fund to be credited to 11 
the Fund; establishing the Educator Internship Stipend Program to provide stipends 12 
to student teachers in internships working directly with students; requiring the 13 
Department to administer the Program and take certain actions to evaluate the 14 
Program; and generally relating to the recruitment and retention of teachers in the 15

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 9 
That the Laws of Maryland read as follows: 10 
 
Article – Education 11

 (a) (1) In this section the following words have the meanings indicated. 13 
 
 (2) “Alternative teacher preparation program” means a program 14 
[established]: 15 
 
 (I) 1. ESTABLISHED by a county board, AN INSTITUTION OF 16 
HIGHER EDUCATION , OR A NONPROFIT ORGAN IZATION and approved by the State 17 
Superintendent [that:]; OR 18 
 
 2. ESTABLISHED BY THE DEPARTMENT ; 19 
 
 [(i)] (II) [Leads] THAT LEADS to a participant receiving a 20 
Resident Teacher Certificate issued by the Department; and 21 
 
 [(ii)] (III) [Includes] THAT INCLUDES teaching assignments with 22 
supervision and mentoring by a qualified teacher. 23 
 
 (3) “ELIGIBLE PREKINDERGAR TEN PROVIDER ” HAS THE MEANING 24 
STATED IN § 7–1A–01 OF THIS ARTICLE. 25 
 
 [(3)] (4) “Partner school” means a local school system, nonpublic school, 26 
[or] nonpublic special education school, OR ELIGIBLE PREKINDE RGARTEN PROVIDER 27 
that has a written partnership agreement with an institution of higher education or 28 
alternative teacher preparation program to provide a teacher training practicum for 29 
participants enrolled in a teacher preparation program at the institution of higher 30 
education or alternative teacher preparation program. 31

 (b) (1) Each participant in an undergraduate and a graduate teacher 1 
preparation program shall complete a teacher training practicum as a requirement for 2 
graduation. 3 
 
 (2) [An] EXCEPT AS PROVIDED IN PARAGRAPH (3) OF THIS 4 
SUBSECTION, AN alternative teacher preparation program shall require each participant 5 
to successfully complete a teacher training practicum. 6 
 
 (3) (I) AN ALTERNATIVE TEACHER PREPARATION PROGRAM FOR 7 
AN EARLY CHILDHOOD E DUCATION CERTIFICATI ON SHALL REQUIRE EAC H 8 
PARTICIPANT TO SUCCE SSFULLY: 9 
 
 1. COMPLETE A TEACHER TR AINING PRACTICUM ; OR  10 
 
 2. SATISFY CRITERIA ESTA BLISHED BY THE 11 
DEPARTMENT UNDER SUBP ARAGRAPH (II) OF THIS PARAGRAPH THAT EVALUATE 12 
THE KNOWLEDGE AND SK ILLS FROM PRIOR LEAR NING RELATING TO EAR LY 13 
CHILDHOOD EDUCATION .  14 
 
 (II) THE DEPARTMENT , IN COLLABORATION WIT	H 15 
INSTITUTIONS OF HIGH ER EDUCATION , SHALL ESTABLISH STAN DARDS FOR AND 16 
CRITERIA TO EVALUATE THE KNOWLEDGE AND SKILLS F ROM PRIOR LEARNING 17 
RELATING TO EARLY CH ILDHOOD EDUCATION , INCLUDING FROM A REG ISTERED 18 
APPRENTICESHIP . 19

 (a) A teacher preparation program shall: 21 
 
 (1) Include the following components of instruction: 22 
 
 (i) Basic research skills and methods and training on the routine 23 
evaluation and use of research and data to improve student performance; 24 
 
 (ii) Differentiation of instruction and demonstration of cultural 25 
competence for students of diverse racial, ethnic, linguistic, and economic backgrounds with 26 
different learning abilities; 27 
 
 (iii) Implementation of restorative approaches for student behaviors; 28 
 
 (iv) Identifying and assessing, in the context of the classroom, typical 29 
student learning deficits and techniques to remedy learning deficits; 30 
 
 (v) Recognizing and effectively using high quality instructional 31 
materials, including digital resources and computer technology; 32

 (vi) Core academic subjects that teachers will be teaching; 1 
 
 (vii) Methods and techniques for identifying and addressing the social 2 
and emotional needs of students, including trauma–informed approaches to pedagogy; and 3 
 
 (viii) Skills and techniques for effective classroom management; 4 
 
 (2) Require program participants to demonstrate competency in each of the 5 
components required under paragraph (1) of this subsection; 6 
 
 (3) Provide training in the knowledge and skills required to understand 7 
and teach the Maryland curriculum frameworks; and 8 
 
 (4) On or after July 1, 2025, require passing a nationally recognized, 9 
portfolio–based assessment of teaching ability as a requirement for graduation. 10 
 
 (b) Each teacher preparation program shall incorporate classroom observations 11 
in which the program participant is observed in different school settings at the beginning 12 
of the teacher preparation program to assist a program participant in determining if the 13 
program participant has the aptitude and temperament for teaching. 14 
 
 (c) A teacher preparation program shall develop a method for regularly 15 
communicating and collaborating with local school systems, including, if necessary, 16 
through financial memoranda of understanding, to strengthen teacher preparation, 17 
induction, and professional development programs. 18 
 
 (d) (1) An institution of higher education that offers graduate level courses in 19 
school administration shall develop: 20 
 
 (i) A method for evaluating the potential of program participants to 21 
be effective school leaders; and 22 
 
 (ii) A curriculum to enable school leaders to organize and manage 23 
schools to achieve the effectiveness of top–performing schools or school systems, including: 24 
 
 1. Management of highly skilled professionals in a 25 
professional work environment; and 26 
 
 2. Effective peer observations and effective evaluations of 27 
other personnel. 28 
 
 (2) These courses shall include clinical experience and assessments to 29 
determine whether participants demonstrate competency in these areas. 30 
 
 (e) An institution of higher education: 31

 (1) May, if the institution of higher education shows cause, expand the total 1 
number of credit hours required to graduate from an undergraduate teacher preparation 2 
program by up to 12 credits; and 3 
 
 (2) May not require a number of credit hours in excess of 132 total credit 4 
hours to graduate from an undergraduate teacher preparation program. 5 
 
 (f) To further support and strengthen the profession of teaching in the State, the 6 
Department shall: 7 
 
 (1) Provide technical assistance and other supports to teacher preparation 8 
programs at institutions of higher education in the State; 9 
 
 (2) Develop a systemic method of providing feedback to teacher preparation 10 
programs to ensure that institutions of higher education have the most current information 11 
about the content, composition, and expectations for teachers of prekindergarten through 12 
12th grade classes; [and] 13 
 
 (3) Assist teacher preparation programs in seeking and retaining highly 14 
qualified individuals, including individuals from groups historically underrepresented in 15 
the teaching profession; 16 
 
 (4) ESTABLISH IN CONSULTATION WITH THE MARYLAND HIGHER 17 
EDUCATION COMMISSION, ESTABLISH SPECIFIC GOALS FOR T HE RECRUITMENT 18 
AND RETENTION OF TEA CHERS IN TEACHER PRE PARATION PROGRAMS 19 
THROUGHOUT THE STATE; AND 20 
 
 (5) REQUIRE TEACHER PREPA RATION PROGRAMS THAT FAIL TO 21 
MEET THE GOALS ESTABLISHED BY THE DEPARTMENT UNDER ITEM (4) OF THIS 22 
SUBSECTION TO SUBMIT AN ACTION PLAN TO TH E DEPARTMENT WORK WITH 23 
TEACHER PREPARATION PROGRAMS THAT FAIL T O MEET THE GOALS EST ABLISHED 24 
UNDER ITEM (4) OF THIS SUBSECTION T O DEVELOP AN ACTION PLAN THAT 25 
DEMONSTRATES HOW THE TEAC HER PREPARATION PROG RAM WILL MEET THE 26 
GOALS. 27 
 
 (g) The State Board and the Professional Standards and Teacher Education 28 
Board shall, in consultation with the Accountability and Implementation Board established 29 
under § 5–402 of this article, adopt regulations to carry out the provisions of this section. 30

PREPARATION PROGRAMS THROUGHOUT THE STATE WHO ARE PARTICI PATING IN 8 
TEACHER INTERNSHIPS . 9 
 
 (3) (I) THE DASHBOARD MAY NOT INC LUDE ANY DEMOGRAPHIC 10 
INFORMATION THAT COU LD BE USED TO IDENTIFY SPE CIFIC INDIVIDUALS . 11 
 
 (II) ANY DEMOGRAPHIC THAT IS LESS THAN 5% OF THE 12 
RELEVANT POPULATION MAY BE REPORTED SIMP LY AS “< 5%”.  13 
 
 (B) (1) ON OR BEFORE DECEMBER 1, 2024, AND EACH DECEMBER 1 14 
THEREAFTER , EACH COUNTY BOARD SH ALL REPORT TO TH E DEPARTMENT 15 
DEMOGRAPHIC AND JOB STATUS INFORMATION O N EDUCATORS EMPLOYED BY, AND 16

 (A) IN THIS SECTION , “COMPACT” MEANS THE INTERSTATE TEACHER 4 
MOBILITY COMPACT.  5 
 
 (B) (1) IT IS THE INTENT OF THE GENERAL ASSEMBLY TO JOIN THE 6 
INTERSTATE TEACHER MOBILITY COMPACT AS A MEMBER S TATE.  7 
 
 (2) THE GENERAL ASSEMBLY AND THE STATE BOARD SHALL ENSURE 8 
THAT ALL NECESSARY S TEPS ARE TAKEN FOR MARYLAND TO BECOME A MEMBER 9 
STATE IN THE COMPACT.  10 
 
 (C) THE PURPOSE OF THE INTERSTATE TEACHER MOBILITY COMPACT IS 11 
TO FACILITATE THE LI CENSURE OF TEACHERS ACROSS THE MEMBER ST ATES, WITH 12 
THE GOAL OF IMPROVIN G ACCESS TO THE TEAC HING PROFESSION AND SERVING THE 13 
NEEDS OF STUDENTS AC ROSS THE MEMBER STAT ES TO RECEIVE A QUA LITY 14 
EDUCATION FROM QUALI FIED TEACHERS .  15 
 
 (D) (1) TO BE ELIGIBLE TO APP LY TO THE DEPARTMENT FOR A 16 
STANDARD PROFESSIONAL CERTIFICATE, AN INDIVIDUAL IN A COMPACT MEMBER 17 
STATE SHALL:  18 
 
 (I) HOLD A BACHELOR ’S DEGREE; AND  19 
 
 (II) HAVE COMPLETED ALL RE QUIREMENTS OF A PROGRAM F OR 20 
TEACHER LICENSURE AP PROVED BY THE LICENS ING AUTHORITY OF THE COMPACT  21 
MEMBER STATE .  22 
 
 (2) THE DEPARTMENT SHALL DEVE LOP AN APPLICATION P ROCESS 23 
FOR A STANDARD PROFESSIONAL CERTIFICATE UNDER THI S SECTION, WHICH 24 
SHALL INCLUDE A REQU IREMENT FOR APPLICANTS TO UNDERGO A CRIMINA L 25 
BACKGROUND CHECK .  26 
 
 (3) ON RECEIPT OF AN APPL	ICATION FOR A STANDARD 27 
PROFESSIONAL CERTIFICATE UNDER THI S SECTION, THE DEPARTMENT SHALL :  28 
 
 (I) ISSUE THE LICENSE TO THE APPLICANT ; OR 29 
 
 (II) SHOW CAUSE FOR THE DENIAL TO ISSUE A LI CENSE TO THE 30 
APPLICANT. 31

 (4) THE DEPARTMENT SHALL ESTA BLISH A NOTICE AND A PPEAL 1

 (E) (1) THE STATE BOARD AND THE PROFESSIONAL STANDARD S AND 4 
TEACHER EDUCATION BOARD MAY ESTABLISH R EGULATIONS AUTHORIZI NG THE 5 
AUTOMATIC ISSUANCE O F A PROFESSIONAL CERTIFICATE TO TEACHE RS WHO ARE 6 
LICENSED IN A COMPACT MEMBER STATE .  7 
 
 (2) A PROFESSIONAL CERTIFICATE SHALL BE CONSIDERED AS 8 
MINIMAL EQUIVALENCY AS THE ELIGIBLE LICEN SE UNDER THE COMPACT. 9 
 
 (F) WHEN A LICENSE ISSUED IN ACCORDANCE WITH T HIS SECTION IS UP 10 
FOR RENEWAL , THE DEPARTMENT MAY REQUIR E THE TEACHER TO COM PLETE 11 
STATE–SPECIFIC REQUIREMENT S AS A CONDITION FOR RENEWAL OF THE LICEN SE. 12

 (a) All eligible prekindergarten providers shall include structural elements that 14 
are evidence–based and nationally recognized as important for ensuring program quality, 15 
including: 16 
 
 (1) Beginning in the 2025–2026 school year: 17 
 
 (i) High staff qualifications, including teachers who, at a 18 
minimum[, hold]: 19 
 
 1. [State] HOLD STATE certification for teaching in early 20 
childhood education; [or] 21 
 
 2. [A] HOLD A bachelor’s degree in any field and are 22 
pursuing residency through the Maryland Approved Alternative Preparation Program, 23 
which includes early childhood coursework, clinical practice, and evidence of pedagogical 24 
content knowledge; OR 25 
 
 3. ARE PURSUING STATE CERTIFICATION T HROUGH AN 26 
ALTERNATIVE PREPARAT ION PROGRAM APPROVED BY THE DEPARTMENT UNDER § 27 
6–120 OF THIS ARTICLE  28 
 
 A. HAVE BEEN EMPLOYED IN THE FIELD OF EARLY 29 
CHILDHOOD EDUCATION FOR AT LEAST 10 YEARS ON OR BEFORE JULY 1, 2025; 30 
 
 B. MEET THE EDUCATIONAL CRITERIA IN EFFECT O N 31 
JULY 1, 2023, FOR A CHILD CARE CEN TER TEACHER OR A CHI LD CARE PROVIDER IN 32 
A FAMILY CHILD CARE HOME OR A LARGE FAMI LY CHILD CARE HOME ; AND 33  10 	HOUSE BILL 1219  
 
 
 
 C. HAVE BEEN ASSESSED BY THE DEPARTMENT ON OR 1 
BEFORE JULY 1, 2025, THROUGH AN IN –CLASSROOM OBSERVATIO N AS HAVING 2 
SUFFICIENT KNOWLEDGE AND SKILLS FROM PRIO R LEARNING AND JOB 3 
EXPERIENCE TO PROVIDE EXCELLENT EARLY CHIL DHOOD EDUCATION ; and 4 
 
 (ii) Teaching assistants who have at least: 5 
 
 1. A Child Development Associate (CDA) certificate; or 6 
 
 2. An associate’s degree; 7 
 
 (2) Professional development for all staff; 8 
 
 (3) A student–to–classroom personnel ratio of no more than 10 to 1 in each 9 
class; 10 
 
 (4) Class sizes of no more than 20 students per classroom; 11 
 
 (5) A full–day prekindergarten program; 12 
 
 (6) Inclusion of students with disabilities to ensure access to and full 13 
participation in all program opportunities; 14 
 
 (7) For at least 1 year before a student’s enrollment in kindergarten, 15 
learning environments that: 16 
 
 (i) Are aligned with State Early Learning and Development 17 
Standards; 18 
 
 (ii) Use evidence–based curricula; and 19 
 
 (iii) Use instruction methods that are: 20 
 
 1. Developmentally appropriate; and 21 
 
 2. Culturally and linguistically responsive; 22 
 
 (8) Individualized accommodations and supports for all students; 23 
 
 (9) Instructional staff salaries and benefits that are comparable to the 24 
salaries and benefits of instructional staff employed by the county board of the county in 25 
which the early learning program is located; 26 
 
 (10) Program evaluation to ensure continuous program improvement; 27 
 
 (11) On–site or accessible comprehensive services for students; 28   	HOUSE BILL 1219 	11 
 
 
 
 (12) Community partnerships that promote access to comprehensive 1 
services for families of students; and 2 
 
 (13) Evidence–based health and safety standards. 3 
 
18–1501. 4 
 
 (a) In this subtitle the following words have the meanings indicated. 5 
 
 (b) (1) “Eligible field of employment” means employment in the State by an 6 
organization, institution, association, society, or corporation that is exempt from taxation 7 
under § 501(c)(3) or (4) of the Internal Revenue Code of 1986. 8 
 
 (2) “Eligible field of employment” includes employment by the State or any 9 
local government in the State, but does not include being employed as a judicial clerk in 10 
any court. 11 
 
 (c) “Higher education loan” means any loan for undergraduate or graduate study 12 
that is obtained for tuition, educational expenses, or living expenses from: 13 
 
 (1) A college or university, government, or commercial source; or 14 
 
 (2) An organization, institution, association, society, or corporation that is 15 
exempt from taxation under § 501(c)(3) or (4) of the Internal Revenue Code of 1986. 16 
 
 (D) “MENTAL HEALTH PROFESS IONAL” MEANS AN INDIVIDUAL WHO IS: 17 
 
 (1) A PUBLIC SCHOOL EMPLOY EE CERTIFICATED UNDE R TITLE 6, 18 
SUBTITLE 4 OF THIS ARTICLE; AND 19 
 
 (2) EMPLOYED IN A LOCAL SCHOOL SYSTEM IN THE STATE TO 20 
PROVIDE MENTAL HEALT H SERVICES, INCLUDING AS A SCHOO L PSYCHOLOGIST , 21 
RESOURCE PSYCHOLOGIS T, PSYCHOLOGIST COORDIN ATOR, SOCIAL WORKER , 22 
SOCIAL WORKER SUPERV ISOR, SCHOOL COUNSELOR , OR MENTAL HEALTH 23 
COORDINATOR . 24 
 
 [(d)] (E) “Program” means the Janet L. Hoffman Loan Assistance Repayment 25 
Program. 26

 (a) There is a program of loan assistance repayment known as the Janet L. 28 
Hoffman Loan Assistance Repayment Program in the State. 29

 (b) The Office of Student Financial Assistance shall assist in the repayment of 1 
the amount of any higher education loan owed by an individual who: 2 
 
 (1) [(i)] Receives a graduate, professional, or undergraduate degree from: 3 
 
 [1.] (I) A college or university in the State of Maryland; or 4 
 
 [2.] (II) A school of law[; or 5 
 
 (ii) Receives a Resident Teacher Certificate (RTC) from the 6 
Department after completing an alternative teaching preparation program approved by the 7 
State Superintendent]; 8 
 
 (2) Obtains eligible employment; 9 
 
 (3) Receives an income that is less than the maximum eligible total income 10 
levels established by the Office, including any additional sources of income; and 11 
 
 (4) Satisfies any other criteria established by the Office. 12 
 
 (c) (1) Subject to the provisions of subsection (b) of this section AND 13 
PARAGRAPH (2) OF THIS SUBSECTION , the Office shall assist in the repayment of the 14 
amount of any higher education loan owed by a public school teacher OR MENTAL HEALTH 15 
PROFESSIONAL in the State who[: 16 
 
 (1) Has taught] HAS BEEN EMPLOYED in Maryland for at least [2 years:] 17 
1 YEAR. 18 
 
 [(i)] (2) [In] A PUBLIC SCHOOL TEACHE R MUST HAVE BEEN 19 
EMPLOYED IN MARYLAND FOR AT LEAST 1 YEAR TEACHING IN science, technology, 20 
engineering, fine arts, or math subjects[;]: 21 
 
 [(ii)] (I) In a school in which at least the following percentages of 22 
the students are enrolled in the free and reduced price lunch program in the State: 23 
 
 1. 75% through June 30, 2025; and 24 
 
 2. 55% beginning July 1, 2025; or 25 
 
 [(iii)] (II) In a school that: 26 
 
 1. Had Title I status during the 2018–2019 school year; 27 
 
 2. Lost Title I status after the 2018–2019 school year; and 28

 3. Participates in the United States Department of 1 
Agriculture Community Eligibility Provision[; and 2 
 
 (2) Has received the highest performance evaluation rating for the most 3 
recent year available in the county in which the teacher taught]. 4 
 
 (d) (1) A grant awarded under subsection (c) of this section shall be known as 5 
the Nancy Grasmick [Teacher] PUBLIC SCHOOL PROFESSIONAL Award. 6 
 
 (2) A recipient of a Nancy Grasmick [Teacher] PUBLIC SCHOOL 7 
PROFESSIONAL Award shall be known as a Nancy Grasmick [Teacher] PUBLIC SCHOOL 8 
PROFESSIONAL Scholar. 9 
 
 (e) An applicant for assistance in the repayment of a commercial loan shall 10 
demonstrate to the Office that the commercial loan was used for tuition, educational 11 
expenses, or living expenses for graduate or undergraduate study. 12 
 
 (f) Assistance in the repayment of a loan from an entity set forth in §  13 
18–1501(c)(2) of this subtitle shall require the approval of the Office. 14 
 
 (g) Subject to the provisions of subsection (b) of this section, the Office shall assist 15 
in the repayment of the amount of any higher education loan owed by a licensed clinical 16 
alcohol and drug counselor, a licensed clinical marriage and family therapy counselor, or a 17 
licensed clinical professional counselor whose practice is located in a high–need geographic 18 
area of the State as determined by the Maryland Department of Health. 19 
 
18–1503. 20 
 
 (a) The Office of Student Financial Assistance shall adopt regulations to 21 
establish: 22 
 
 (1) The maximum starting income for eligibility in the Janet L. Hoffman 23 
Loan Assistance Repayment Program; 24 
 
 (2) The maximum total income for eligibility in the Janet L. Hoffman Loan 25 
Assistance Repayment Program, including any additional sources of income; 26 
 
 (3) That priority for participation in the Program shall be given to an 27 
individual who: 28 
 
 (i) Graduated from an institution of higher education in the last 3 29 
years; 30 
 
 (ii) Is a resident of the State; 31 
 
 (iii) Is employed on a full–time basis; and 32  14 	HOUSE BILL 1219  
 
 
 
 (iv) 1. Provides, as the principal part of the individual’s 1 
employment, legal services to low–income residents in the State who cannot afford legal 2 
services, nursing services in nursing shortage areas in the State as defined in § 18–802 of 3 
this title, or other services in an eligible field of employment in which there is a shortage of 4 
qualified practitioners to low–income or underserved residents or areas of the State; or 5 
 
 2. For teacher AND MENTAL HEALTH P ROFESSIONAL 6 
applicants only, qualifies for a Nancy Grasmick [Teacher] PUBLIC SCHOOL 7 
PROFESSIONAL Award; 8 
 
 (4) A limit on the total amount of assistance provided by the Office of 9 
Student Financial Assistance in repaying the loan of an eligible individual, based on the 10 
individual’s total income and outstanding higher education loan balance; 11 
 
 (5) A procedure and schedule for the monthly or annual payment of the 12 
amount of loan assistance provided by the Office of Student Financial Assistance to the 13 
eligible individual, as appropriate to assist an eligible individual in meeting loan 14 
forgiveness program requirements; 15 
 
 (6) A requirement that an eligible individual apply to federal loan 16 
forgiveness programs for which the individual may qualify; 17 
 
 (7) A requirement that an eligible individual notify the Office of Student 18 
Financial Assistance if the individual receives other loan repayment assistance; and 19 
 
 (8) An annual review of the eligibility of each individual participating in 20 
the Program. 21 
 
 (b) [The Office of Student Financial Assistance may not approve more than 50% 22 
of the total number of awards for teacher applicants to Nancy Grasmick Teacher Scholars. 23 
 
 (c)] The Office of Student Financial Assistance shall adopt any other regulations 24 
necessary to implement this subtitle. 25

 The Office shall publicize the availability of the Program, including by publicizing 27 
the Program: 28 
 
 (1) At historically black colleges and universities; and 29 
 
 (2) In a manner that focuses on students who are historica lly 30 
underrepresented in the teaching [field] AND MENTAL HEALTH PR OFESSIONAL FIELDS .  31

 (a) In this subtitle the following words have the meanings indicated. 1 
 
 (b) “Eligible institution” means a: 2 
 
 (1) Public senior higher education institution in the State that possesses a 3 
certificate of approval from the Commission and has a department, school, or college of 4 
education; or 5 
 
 (2) Private nonprofit institution of higher education in the State that 6 
possesses a certificate of approval from the Commission, has a department, school, or 7 
college of education, and agrees to provide a matching grant to an undergraduate or 8 
graduate student, as appropriate, who receives a Teaching Fellows for Maryland 9 
scholarship in the lesser of: 10 
 
 (i) 100% of the annual cost of tuition and mandatory fees at the 11 
University of Maryland, College Park Campus; or 12 
 
 (ii) 50% of the cost of tuition and mandatory fees at the private 13 
nonprofit institution of higher education. 14 
 
 [(c) “Office” means the Office of Student Financial Assistance as defined in §  15 
18–101(c) of this title.] 16 
 
 [(d)] (C) (1) “Service obligation” means to teach full time in the State as a 17 
teacher in a Maryland public school or a public prekindergarten program [that has at least 18 
50% of its students eligible for free or reduced price meals (FRPM)]: 19 
 
 (I) THAT IS IN A HIGH –NEEDS SCHOOL , AS DEFINED 20 
IDENTIFIED BY THE DEPARTMENT ; OR 21 
 
 (II) IN A GRADE LEVEL OR C ONTENT AREA IN WHICH THERE IS A 22 
SHORTAGE OF QUALIFIE D EDUCATORS, AS DETERMINED IDENTIFIED BY THE 23 
DEPARTMENT . 24 
 
 (2) “Service obligation” does not mean employment as teaching assistants, 25 
volunteer service, paid fellowships, or internships. 26 
 
18–2202. 27 
 
 (A) There is a program of Teaching Fellows for Maryland scholarships that are 28 
awarded under this subtitle for students who pledge to work as public school or public 29 
prekindergarten teachers in the State upon completion of their studies at [schools that have 30 
at least 50% of the students in the school eligible for free or reduced price meals (FRPM)]: 31

 (1) A HIGH–NEEDS SCHOOL , AS DEFINED IDENTIFIED BY THE 1 
DEPARTMENT ; OR 2

SHORTAGE OF QUALIFIE D EDUCATORS , AS DETERMINED IDENTIFIED BY THE 4 
DEPARTMENT . 5 
 
 (B) (1) EACH YEAR THE DEPARTMENT SHALL SUBM IT TO THE OFFICE A 6 
LIST OF HIGH–NEEDS SCHOOLS IN WHI CH THERE ARE A SIGNI FICANT PROPORTION 7 
OF: 8 
 
 (I) TEACHER VACANCIES ; AND 9 
 
 (II) TEACHERS TEACHING IN A GRADE LEVE L OR CONTENT 10 
AREA OTHER THAN THE GRADE LEVEL OR CONTE NT AREA IN WHICH THE Y ARE 11 
CERTIFICATED . 12 
 
 (2) EACH YEAR THE DEPARTMENT SHALL SUBM IT TO THE OFFICE A 13 
LIST OF GRADE LEVELS AND CONTENT AREAS IN WHICH THERE ARE A SI GNIFICANT 14 
PROPORTION OF : 15 
 
 (I) TEACHER VACANCIES; AND 16 
 
 (II) TEACHERS TEACHING IN A GRADE LEVEL OR CON TENT 17 
AREA OTHER THAN THE GRADE LEVEL OR CONTE NT AREA IN WHICH THE Y ARE 18 
CERTIFICATED .  19 
 
18–2203. 20 
 
 (a) [The Office shall annually] EACH YEAR, THE DEPARTMENT SHALL select 21 
eligible students and offer a scholarship to each student selected to be used at an eligible 22 
institution of their choice. 23 
 
 (b) (1) Subject to paragraph (2) of this subsection, a recipient of the Teaching 24 
Fellows for Maryland scholarship shall: 25 
 
 (i) [Be a Maryland resident or have graduated from a Maryland 26 
high school; 27 
 
 (ii)] Except as provided in subsection (c) of this section, be accepted 28 
for admission or currently enrolled at an eligible institution as a full–time or part–time 29 
undergraduate or graduate student pursuing a course of study or program in an academic 30 
discipline leading to a Maryland professional teacher’s certificate; 31 
 
 [(iii) 1. Have achieved at least: 32   	HOUSE BILL 1219 	17 
 
 
 
 A. For a student currently enrolled in high school, an overall 1 
grade point average of 3.3 on a 4.0 scale or its equivalent, or an overall grade point average 2 
in the top 15% of the student’s grade, after completion of the first semester of the senior 3 
year; 4 
 
 B. For a student currently enrolled as a full –time 5 
undergraduate student, a cumulative grade point average of 3.3 on a 4.0 scale and 6 
satisfactory progress toward a degree in an academic discipline leading to a Maryland 7 
professional teacher’s certificate; 8 
 
 C. A score of 500 on the reading and math portions of the 9 
SAT, with a combined score of at least 1100 on the reading and math portions of the SAT; 10 
 
 D. A composite ACT score of 25; or 11 
 
 E. A score of 50% on the GRE; and 12 
 
 2. Have demonstrated an exceptional dedication to or 13 
aptitude for teaching;] 14 
 
 (II) 1. BE IN THE TOP 25% OF THE STUDENT ’S GRADUATING  15 
HIGH SCHOOL CLASS , CONTINUE TO MAKE SAT ISFACTORY PROGRESS T OWARD A 16 
DEGREE, AND MAINTAIN THE STA NDARDS OF THE INSTIT UTION; 17 
 
 2. HAVE A 3.0 UNWEIGHTED CUMULATIV E  18 
HIGH SCHOOL GRADE PO INT AVERAGE ON A 4.0 SCALE, CONTINUE TO MAKE 19 
SATISFACTORY PROGRES S TOWARD A DEGREE , AND MAINTAIN THE STA NDARDS OF 20 
THE INSTITUTION ; OR 21 
 
 3. CONTINUE TO MAKE SATI SFACTORY PROGRESS 22 
TOWARD A DEGREE , AND MAINTAIN THE STANDAR DS OF THE INSTITUTION, AND 23 
SUBMIT A LETTER OF SUPPORT FROM THE DEAN OR CHAIR OF THE COLLEGE OF 24 
EDUCATION OR RESPECTIVE DEPART MENT IN WHICH THE TE ACHING CREDENTIAL 25 
PROGRAM IS HOUSED AT THE APPLIC ANT’S INSTITUTION; 26 
 
 [(iv)] (III) Sign a letter of intent to perform the service obligation 27 
upon completion of the recipient’s required studies; 28 
 
 [(v)] (IV) Accept any other conditions attached to the award; and 29 
 
 [(vi)] (V) Satisfy any additional criteria the [Commission] 30 
DEPARTMENT may establish. 31 
 
 (2) Notwithstanding paragraph (1) of this subsection, an individual who, 32 
at the time the individual is scheduled to matriculate at an eligible institution, will have 33  18 	HOUSE BILL 1219  
 
 
been employed as a teaching assistant at a public school or public prekindergarten program 1 
in the State for at least 2 years: 2 
 
 (i) May apply for a Teaching Fellows for Maryland scholarship 3 
under this subtitle; and 4 
 
 (ii) Is eligible to hold a Teaching Fellows for Maryland scholarship 5 
as a full–time or part–time undergraduate or graduate student. 6 
 
 (3) A recipient of the Teaching Fellows for Maryland scholarship may be 7 
an individual who is enrolled or plans to enroll at an eligible institution as a full–time or 8 
part–time undergraduate or graduate student who: 9 
 
 (i) Changes majors to pursue a course of study or program in an 10 
academic discipline leading to a Maryland professional teacher’s certificate; or 11 
 
 (ii) Seeks to change careers to pursue a course of study or program 12 
in an academic discipline leading to a Maryland professional teacher’s certificate. 13 
 
 (4) IN SELECTING AWARDEES FOR A TEACHING FELLOWS FOR 14 
MARYLAND SCHOLARSHIP , THE OFFICE SHALL GIVE PRE FERENCE TO APPLICANT S, 15 
INCLUDING THOSE APPL YING UNDER PARAGRAPH (2) OF THIS SUBSECTION , WHO 16 
HAVE BEEN EMPLOYED I N A PUBLIC SCHOOL OR A PUBLICLY FUNDED 17 
PREKINDERGARTEN PROG RAM WITHIN THE LAST 5 YEARS.  18 
 
 (c) A recipient of the Teaching Fellows for Maryland scholarship may not hold a 19 
Maryland professional teacher’s certificate. 20 
 
 (d) (1) Applicants who are secondary school students shall provide a high 21 
school transcript after completion of the first semester of their senior year. 22 
 
 (2) Applicants who are currently enrolled in an eligible institution shall 23 
provide the most recent college transcript, or if not applicable, the applicant may submit a 24 
final high school transcript. 25 
 
 (3) Applicants who are not currently enrolled in an eligible institution, but 26 
who are high school graduates, shall provide a final high school transcript. 27 
 
 (4) Applicants who are high school graduates and are not currently 28 
enrolled in an eligible institution, but have completed some courses at an eligible 29 
institution, shall provide the most recent college transcript. 30 
 
 (5) Applicants who are not currently enrolled in an eligible institution, but 31 
who are college graduates, shall provide a final college transcript. 32

 (a) Except as provided in subsection (b) of this section, the recipient of a Teaching 1 
Fellows for Maryland scholarship shall repay the [Commission] DEPARTMENT the funds 2 
received [as set forth in § 18–112 of this title] if the recipient does not: 3 
 
 (1) Satisfy the degree requirements of the eligible course of study or 4 
program or fulfill other requirements as provided in this subtitle; 5 
 
 (2) Subject to subsection (b) of this section, perform PERFORM the service 6 
obligation to teach in a public school or a public prekindergarten program [that has at least 7 
50% of its students eligible for free or reduced price meals (FRPM)] IN A HIGH–NEEDS 8 
SCHOOL, AS DEFINED IDENTIFIED BY THE DEPARTMENT , OR IN A GRADE LEVEL OR 9 
CONTENT AREA IN WHIC H THERE IS A SHORTAG E OF QUALIFIED EDUCA TORS, AS 10 
IDENTIFIED BY THE DEPARTMENT , for a period of: 11 
 
 (i) For a recipient who received a scholarship as an undergraduate 12 
student, 1 year for each year that the recipient has a scholarship awarded under this 13 
subtitle; and 14 
 
 (ii) For a recipient who received a scholarship as a graduate student, 15 
at least 2 years; and 16 
 
 (3) Become professionally certified to teach in the State of Maryland within 17 
the time period specified by the [Commission in consultation with the Maryland] 18 
Department [of Education]. 19 
 
 (b) (1) If a recipient is unable to perform the service obligation required under 20 
this subtitle because there are no available positions in a [public school or public 21 
prekindergarten program that has at least 50% of its students eligible for free or reduced 22 
price meals (FRPM)] QUALIFYING SCHOOL , GRADE LEVEL , OR SUBJECT CONTENT 23 
AREA, the recipient may work in any public school or public prekindergarten program in 24 
the State. 25 
 
 (2) IF A RECIPIENT PERFORMS THE SERVICE OBLIGATI ON BY 26 
TEACHING AT A SCHOOL , GRADE LEVEL , OR CONTENT AREA PREV IOUSLY 27 
IDENTIFIED AS HIGH N EEDS THAT IS NO LONG ER IDENTIFIED AS HIG H NEEDS, THE 28 
RECIPIENT MAY CONTIN UE TO TEACH IN THAT SCHOOL, GRADE LEVEL, OR CONTENT 29 
AREA WITHOUT BEING RE QUIRED TO REPAY THE FUNDS RECEIVED UNDER THIS 30 
SUBTITLE.  31 
 
 (c) The [Office] DEPARTMENT shall forgive a recipient of a Teaching Fellows for 32 
Maryland scholarship for 2 years of an award if: 33 
 
 (1) (i) The recipient has taken the teacher certification examination, 34 
approved by the State Board of Education, in 2 consecutive years; and 35

 (ii) The recipient fails to pass the teacher certification examination 1 
within the time period specified by the [Commission] DEPARTMENT in accordance with 2 
subsection (a)(3) of this section; or 3 
 
 (2) The recipient provides to the [Office] DEPARTMENT satisfactory 4 
evidence of extenuating circumstances that prevent the recipient from becoming 5 
professionally certified to teach in the State. 6 
 
18–2205. 7 
 
 (a) The annual scholarship award shall be: 8 
 
 (1) At a public senior higher education institution in the State that has a 9 
department, school, or college of education, 100% of the equivalent annual tuition, 10 
mandatory fees, and room and board of a resident undergraduate student or graduate 11 
student, as appropriate, at the public senior higher education institution; or 12 
 
 (2) Subject to subsection (b) of this section, at a private nonprofit 13 
institution of higher education in the State that has a department, school, or college of 14 
education, an amount equal to: 15 
 
 (i) The lesser of: 16 
 
 1. 100% of the equivalent annual tuition and mandatory fees 17 
of a resident undergraduate student or graduate student, as appropriate, at the University 18 
of Maryland, College Park Campus; or 19 
 
 2. 50% of the equivalent annual tuition and mandatory fees 20 
of a resident undergraduate or graduate student, as appropriate, at the eligible private 21 
nonprofit institution of higher education; and 22 
 
 (ii) 100% of the room and board of a resident undergraduate student 23 
or graduate student, as appropriate, at the eligible private nonprofit institution of higher 24 
education in the State. 25 
 
 (b) A private nonprofit institution of higher education shall provide a matching 26 
scholarship award in an amount equal to the award calculated in subsection (a)(2)(i) of this 27 
section. 28 
 
18–2206. 29 
 
 (a) Except as provided in subsection (b) of this section, each recipient of a 30 
Teaching Fellows for Maryland scholarship may renew the award three times if the 31 
recipient: 32 
 
 (1) [Continues to be a resident of the State or graduated from a high school 33 
in the State; 34   	HOUSE BILL 1219 	21 
 
 
 
 (2)] Continues to be a full–time or part–time undergraduate or graduate 1 
student at an eligible institution as determined by the Office; AND 2 
 
 [(3) Has achieved a cumulative grade point average of at least 3.3 on a 4.0 3 
scale and maintains this minimum cumulative grade point average throughout the 4 
remainder of this award, or failing to do so, provides evidence of extenuating circumstances; 5 
 
 (4) In the judgment of the institution, is making satisfactory progress 6 
toward a degree; and 7 
 
 (5) Maintains the standards of the institution] 8 
 
 (2) (I) HAS ACHIEVED A 3.0 CUMULATIVE GRADE POI NT AVERAGE 9 
ON A 4.0 SCALE, CONTINUES TO MAKE SA TISFACTORY PROGRESS TOWARD A 10 
DEGREE, AND MAINTAINS THE STANDA RDS OF THE INSTITUTI ON; OR 11 
 
 (II) CONTINUES TO MAKE SAT ISFACTORY PROGRESS T OWARD A 12 
DEGREE, AND MAINTAINS THE STANDA RDS OF THE INSTITUTION, AND SUBMITS A 13 
LETTER OF SUPPORT FROM THE DEAN OR CHAIR OF THE COLLEGE OF EDUCATION 14 
OR RESPECTIVE DEPARTMENT IN WHIC H THE TEACHING CREDE NTIAL PROGRAM IS 15 
HOUSED AT THE APPLIC ANT’S INSTITUTION. 16 
 
 (b) Each recipient of the Teaching Fellows for Maryland scholarship may renew 17 
the annual award four times if the recipient is enrolled in a course of study that, as 18 
determined by the institution, requires 5 years to complete. 19

 The Governor annually shall include IN THE ANNUAL BUDGET BILL AN 21 
APPROPRIATION OF at least the following amounts [in the State budget] for the 22 
[Commission] DEPARTMENT to award scholarships under this subtitle: 23 
 
 (1) For fiscal year 2022, $4,000,000; 24 
 
 (2) For fiscal year 2023, $8,000,000; 25 
 
 (3) For fiscal year 2024, $12,000,000; and 26 
 
 (4) For fiscal year 2025 and each fiscal year thereafter, [$18,000,000] 27 
$10,000,000. 28

 (A) (1) The [Office of Student Financial Assistance shall: 30

PUBLICIZE the availability of Teaching Fellows for Maryland scholarships[; and]. 2 
 
 (2) THE DEPARTMENT OFFICE SHALL FOCUS ON PUBLICIZING THE 3 
AVAILABILITY OF THE TEACHING FELLOWS FOR MARYLAND SCHOLARSHIPS : 4 
 
 (I) AT HISTORICALLY BLACK COLLEGES AND UN IVERSITIES IN 5 
THE STATE; AND 6 
 
 (II) TO TEACHING ASSISTANT S AND OTHER EDUCATIO NAL 7 
SUPPORT STAFF CURREN TLY WORKING IN PUBL IC SCHOOLS AND PUBLI CLY FUNDED 8

 (II) HAVE A 3.0 UNWEIGHTED CUMULATIV E HIGH SCHOOL 10 
GRADE POINT AVERAGE ON A 4.0 SCALE, CONTINUE TO MAKE SATISFACTORY 11 
PROGRESS TOWARD A DE GREE, AND MAINTAIN THE STA NDARDS OF THE 12 
INSTITUTION; OR 13 
 
 (III) CONTINUE TO MAKE SATI SFACTORY PROGRESS TO WARD A 14 
DEGREE, MAINTAIN THE STANDAR DS OF THE INSTITUTIO N, AND SUBMIT A LETTER 15 
OF SUPPORT FROM THE DEAN OR CHAIR OF T HE COLLEGE OF EDUCAT ION OR 16 
RESPECTIVE DEPARTMEN T IN WHICH THE TEACH ING CREDENTIAL PROGR AM IS 17

 (D) A PARTICIPANT IN THE PROGRAM MAY RECEIVE A STIPEND OF UP TO 19

 (E) (1) FUNDING FOR THE PROGRAM SHALL BE AS P ROVIDED IN THE 21 
STATE BUDGET . 22 
 
 (2) THE DEPARTMENT MAY PRORAT E THE AMOUNT OF THE STIPEND 23 
BASED ON THE AVAILAB LE FUNDS AND NUMBER OF APPLICANTS . 24 
 
 (F) (1) THE DEPARTMENT SHALL HIRE AN INDEPENDENT CONSU LTANT 25 
TO EVALUATE T HE EFFECTIVENESS OF THE PROGRAM IN ATTRACTING NEW 26 
TEACHERS TO THE PROF ESSION. 27 
 
 (2) THE EVALUATION SHALL EMPLOY: 28 
 
 (I) RANDOM ASSIGNMENT , IF FEASIBLE AND ETHI CAL; OR 29 
 
 (II) OTHER RESEARCH METHOD S THAT ALLOW FOR THE 30 
STRONGEST POSSIBLE C AUSAL INFERENCES , IF RANDOM ASSIGNMENT IS NOT 31 
FEASIBLE AND ETHICAL IN THIS INSTANCE. 32

 (a) (2) (i) Notwithstanding any other provision of law, and unless 6 
inconsistent with a federal law, grant agreement, or other federal requirement or with the 7 
terms of a gift or settlement agreement, net interest on all State money allocated by the 8 
State Treasurer under this section to special funds or accounts, and otherwise entitled to 9 
receive interest earnings, as accounted for by the Comptroller, shall accrue to the General 10 
Fund of the State. 11 
 
 (ii) The provisions of subparagraph (i) of this paragraph do not apply 12 
to the following funds: 13 
 
 170. the Cannabis Public Health Fund; [and] 14 
 
 171. the Community Reinvestment and Repair Fund; AND  15 
 
 172. THE GROW OUR OWN EDUCATORS SCHOLARSHIP 16 
TEACHER RETENTION AND DEVELOPMENT FUND. 17 
 
 SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 18 
July 1, 2023. Section 2 of this Act shall remain effective for a period of 6 years and, at the 19 
end of June 30, 2029, Section 2 of this Act, with no further action required by the General 20 
Assembly, shall be abrogated and of no further force and effect. 21
