SATISFY CRITERIA ESTA BLISHED BY THE 27 DEPARTMENT UNDER SUBP ARAGRAPH (II) OF THIS PARAGRAPH TH AT EVALUATE 28 THE KNOWLEDGE AND SKILLS FROM PRIOR LEARNING RELATING TO EARLY 29 CHILDHOOD EDUCATION . 30 (II) THE DEPARTMENT , IN COLLABORATION WIT H 31 INSTITUTIONS OF HIGH ER EDUCATION , SHALL ESTABLISH STAN DARDS FOR AND 32 CRITERIA TO EVALUATE THE KNOWLEDGE AND SK ILLS FROM PRIOR LEA RNING 33 6 HOUSE BILL 1219 RELATING TO EARLY CH ILDHOOD EDUCATION , INCLUDING FROM A REG ISTERED 1 APPRENTICESHIP . 2 6–121. 3 (a) A teacher preparation program shall: 4 (1) Include the following components of instruction: 5 (i) Basic research skills and methods and training on the routine 6 evaluation and use of research and data to improve student performance; 7 (ii) Differentiation of instruction and demonstration of cultural 8 competence for students of diverse racial, ethnic, linguistic, and economic backgrounds with 9 different learning abilities; 10 (iii) Implementation of restorative approaches for student behaviors; 11 (iv) Identifying and assessing, in the context of the classroom, typical 12 student learning deficits and techniques to remedy learning deficits; 13 (v) Recognizing and effectively using high quality instructional 14 materials, including digital resources and computer technology; 15 (vi) Core academic subjects that teachers will be teaching; 16 (vii) Methods and techniques for identifying and addressing the social 17 and emotional needs of students, including trauma–informed approaches to pedagogy; and 18 (viii) Skills and techniques for effective classroom management; 19 (2) Require program participants to demonstrate competency in each of the 20 components required under paragraph (1) of this subsection; 21 (3) Provide training in the knowledge and skills required to understand 22 and teach the Maryland curriculum frameworks; and 23 (4) On or after July 1, 2025, require passing a nationally recognized, 24 portfolio–based assessment of teaching ability as a requirement for graduation. 25 (b) Each teacher preparation program shall incorporate classroom observations 26 in which the program participant is observed in different school settings at the beginning 27 of the teacher preparation program to assist a program participant in determining if the 28 program participant has the aptitude and temperament for teaching. 29 (c) A teacher preparation program shall develop a method for regularly 30 communicating and collaborating with local school systems, including, if necessary, 31 HOUSE BILL 1219 7 through financial memoranda of understanding, to strengthen teacher preparation, 1 induction, and professional development programs. 2 (d) (1) An institution of higher education that offers graduate level courses in 3 school administration shall develop: 4 (i) A method for evaluating the potential of program participants to 5 be effective school leaders; and 6 (ii) A curriculum to enable school leaders to organize and manage 7 schools to achieve the effectiveness of top–performing schools or school systems, including: 8 1. Management of highly skilled professionals in a 9 professional work environment; and 10 2. Effective peer observations and effective evaluations of 11 other personnel. 12 (2) These courses shall include clinical experience and assessments to 13 determine whether participants demonstrate competency in these areas. 14 (e) An institution of higher education: 15 (1) May, if the institution of higher education shows cause, expand the total 16 number of credit hours required to graduate from an undergraduate teacher preparation 17 program by up to 12 credits; and 18 (2) May not require a number of credit hours in excess of 132 total credit 19 hours to graduate from an undergraduate teacher preparation program. 20 (f) To further support and strengthen the profession of teaching in the State, the 21 Department shall: 22 (1) Provide technical assistance and other supports to teacher preparation 23 programs at institutions of higher education in the State; 24 (2) Develop a systemic method of providing feedback to teacher preparation 25 programs to ensure that institutions of higher education have the most current information 26 about the content, composition, and expectations for teachers of prekindergarten through 27 12th grade classes; [and] 28 (3) Assist teacher preparation programs in seeking and retaining highly 29 qualified individuals, including individuals from groups historically underrepresented in 30 the teaching profession; 31 8 HOUSE BILL 1219 (4) ESTABLISH IN CONSULTATION WITH THE MARYLAND HIGHER 1 EDUCATION COMMISSION, ESTABLISH SPECIFIC GOALS FOR T HE RECRUITMENT 2 AND RETENTION OF TEA CHERS IN TEACHER PRE PARATION PROGRAMS 3 THROUGHOUT THE STATE; AND 4 (5) REQUIRE TEACHER PREPA RATION PROGRAMS THAT FAIL TO 5 MEET THE GOALS ESTAB LISHED BY THE DEPARTMENT UNDER ITEM (4) OF THIS 6 SUBSECTION TO SUBMIT AN ACTION PLAN TO TH E DEPARTMENT WORK WITH 7 TEACHER PREPARATION PROGRAMS THAT FAIL T O MEET THE GOALS EST ABLISHED 8 UNDER ITEM (4) OF THIS SUBSECTION T O DEVELOP AN ACTION PLAN THAT 9 DEMONSTRATES HOW THE TEACHER PREPARATION PROGRAM WILL MEET THE 10 GOALS. 11 (g) The State Board and the Professional Standards and Teacher Education 12 Board shall, in consultation with the Accountability and Implementation Board established 13 under § 5–402 of this article, adopt regulations to carry out the provisions of this section. 14 6–128. 15 (A) (1) ON OR BEFORE JANUARY 1, 2025, THE DEPARTMENT SHALL 16 ESTABLISH AND MAINTA IN A MARYLAND EDUCATOR RECRUITMENT , RETENTION, 17 AND DIVERSITY DASHBOARD. 18 (2) THE SUBJECT TO PARAGRAPH (3) OF THIS SUBSECTION , THE 19 DASHBOARD SHAL L INCLUDE DEMOGRAPHI C INFORMATION AND KE Y DATA POINTS 20 REGARDING EDUCATORS IN CLASSRO OMS AND PROSPECTIVE EDUCATORS WITHIN 21 TEACHER PREPARATION PROGRAMS THROUGHOUT THE STATE: 22 (I) CERTIFICATED AND NONC ERTIFICATED PERSONNE L IN 23 PUBLIC SCHOOLS ; AND 13 (VIII) ATTRITION RATES OF ED UCATORS DURING THE R EPORTING 14 PERIOD. 15 6–129. 16 (A) IN THIS SECTION , “COMPACT” MEANS THE INTERSTATE TEACHER 17 MOBILITY COMPACT. 18 (B) (1) IT IS THE INTENT OF T HE GENERAL ASSEMBLY TO JOIN THE 19 INTERSTATE TEACHER MOBILITY COMPACT AS A MEMBER S TATE. 20 (2) THE GENERAL ASSEMBLY AND THE STATE BOARD SHALL ENSURE 21 THAT ALL NECESSARY S TEPS ARE TAKEN FOR MARYLAND TO BECOME A MEMBER 22 STATE IN THE COMPACT. 23 (C) THE PURPOSE OF THE INTERSTATE TEACHER MOBILITY COMPACT IS 24 TO FACILITATE THE LI CENSURE OF TEACHERS ACROSS THE MEMBER ST ATES, WITH 25 THE GOAL OF IMPROVIN G ACCESS TO THE TEAC HING PROFESSION AND SERVING THE 26 NEEDS OF STUDENTS AC ROSS THE MEMBER STAT ES TO RECEIVE A QUAL ITY 27 EDUCATION FROM QUALI FIED TEACHERS. 28 10 HOUSE BILL 1219 (D) (1) TO BE ELIGIBLE TO APP LY TO THE DEPARTMENT FOR A 1 STANDARD PROFESSIONAL CERTIFICATE, AN INDIVIDUAL IN A COMPACT MEMBER 2 STATE SHALL: 3 (I) HOLD A BACHELOR ’S DEGREE; AND 4 (II) HAVE COMPLETED ALL RE QUIREMENTS OF A PROG RAM FOR 5 TEACHER LIC ENSURE APPROVED BY T HE LICENSING AUTHORI TY OF THE COMPACT 6 MEMBER STATE . 7 (2) THE DEPARTMENT SHALL DEVE LOP AN APPLICATION P ROCESS 8 FOR A STANDARD PROFESSIONAL CERTIFICATE UNDER THI S SECTION, WHICH 9 SHALL INCLUDE A REQU IREMENT FOR APPLICAN TS TO UNDERGO A C RIMINAL 10 BACKGROUND CHECK . 11 (3) ON RECEIPT OF AN APPL ICATION FOR A STANDARD 12 PROFESSIONAL CERTIFICATE UNDER THI S SECTION, THE DEPARTMENT SHALL : 13 (I) ISSUE THE LICENSE TO THE APPLICANT ; OR 14 (II) SHOW CAUSE FOR THE DE NIAL TO ISSUE A LICE NSE TO THE 15 APPLICANT. 16 (4) THE DEPARTMENT SHALL ESTA BLISH A NOTICE AND A PPEAL 17 PROCESS FOR APPLICAN TS TO APPEAL DECISIO NS MADE BY THE DEPARTMENT IN 18 ACCORDANCE WITH THIS SECTION. 19 (E) (1) THE STATE BOARD AND THE PROFESSIONAL STANDARDS AND 20 TEACHER EDUCATION BOARD MAY ESTABLISH REGULATION S AUTHORIZING THE 21 AUTOMATIC ISSUANCE O F A PROFESSIONAL CERTIFICATE TO TEACHE RS WHO ARE 22 LICENSED IN A COMPACT MEMBER STATE . 23 (2) A PROFESSIONAL CERTIFICATE SHALL BE CONSIDERED AS 24 MINIMAL EQUIVALENCY AS THE ELIGIBLE LICE NSE UNDER THE COMPACT. 25 (F) WHEN A LICENSE ISSUED IN ACCORDANCE WITH T HIS SECTION IS UP 26 FOR RENEWAL , THE DEPARTMENT MAY REQUIR E THE TEACHER TO COM PLETE 27 STATE–SPECIFIC REQUIREMENT S AS A CONDITION FOR RENEWAL OF THE LICEN SE. 28 7–1A–04. 29 (a) All eligible prekindergarten providers shall include structural elements that 30 are evidence–based and nationally recognized as important for ensuring program quality, 31 including: 32 HOUSE BILL 1219 11 (1) Beginning in the 2025–2026 2027–2028 school year: 1 (i) High staff qualifications, including teachers who, at a 2 minimum[, hold]: 3 1. [State] HOLD STATE certification for teaching in early 4 childhood education; [or] 5 2. [A] HOLD A bachelor’s degree in any field and are 6 pursuing residency through the Maryland Approved Alternative Preparation Program, 7 which includes early childhood coursework, clinical practice, and evidence of pedagogical 8 content knowledge; OR 9 3. ARE PURSUING STATE CERTIFICATION T HROUGH AN 10 ALTERNATIVE PREPARAT ION PROGRAM APPROVED BY THE DEPARTMENT UNDER § 11 6–120 OF THIS ARTICLE 12 A. An associate’s degree; 24 (2) Professional development for all staff; 25 (3) A student–to–classroom personnel ratio of no more than 10 to 1 in each 26 class; 27 (4) Class sizes of no more than 20 students per classroom; 28 (5) A full–day prekindergarten program; 29 12 HOUSE BILL 1219 (6) Inclusion of students with disabilities to ensure access to and full 1 participation in all program opportunities; 2 (7) For at least 1 year before a student’s enrollment in kindergarten, 3 learning environments that: 4 (i) Are aligned with State Early Learning and Development 5 Standards; 6 (ii) Use evidence–based curricula; and 7 (iii) Use instruction methods that are: 8 1. Developmentally appropriate; and 9 2. Culturally and linguistically responsive; 10 (8) Individualized accommodations and supports for all students; 11 (9) Instructional staff salaries and benefits that are comparable to the 12 salaries and benefits of instructional staff employed by the county board of the county in 13 which the early learning program is located; 14 (10) Program evaluation to ensure continuous program improvement; 15 (11) On–site or accessible comprehensive services for students; 16 (12) Community partnerships that promote access to comprehensive 17 services for families of students; and 18 (13) Evidence–based health and safety standards. 19 18–1501. 20 (a) In this subtitle the following words have the meanings indicated. 21 (b) (1) “Eligible field of employment” means employment in the State by an 22 organization, institution, association, society, or corporation that is exempt from taxation 23 under § 501(c)(3) or (4) of the Internal Revenue Code of 1986. 24 (2) “Eligible field of employment” includes employment by the State or any 25 local government in the State, but does not include being employed as a judicial clerk in 26 any court. 27 (c) “Higher education loan” means any loan for undergraduate or graduate study 28 that is obtained for tuition, educational expenses, or living expenses from: 29 HOUSE BILL 1219 13 (1) A college or university, government, or commercial source; or 1 (2) An organization, institution, association, society, or corporation that is 2 exempt from taxation under § 501(c)(3) or (4) of the Internal Revenue Code of 1986. 3 (D) (1) “MENTAL HEALTH PROFESS IONAL” MEANS AN INDIVIDUAL WHO 4 IS: 5 (1) A PUBLIC SCHOOL EMPLOY EE CERTIFICATED UNDE R TITLE 6, 6 SUBTITLE 4 OF THIS ARTICLE; AND 7 (2) EMPLOYED IN A LOCAL SCHOOL SYSTEM IN THE STATE TO 8 PROVIDE MENTAL HEALT H SERVICES, INCLUDING AS A SCHOO L PSYCHOLOGIST , 9 RESOURCE PSYCHOLOGIS T, PSYCHOLOGIST COORDIN ATOR, SOCIAL WORKER , 10 SOCIAL WORKER SUPERV ISOR, SCHOOL COUNSELOR , OR MENTAL HEALTH 11 COORDINATOR PROVIDES MENTA L HEALTH SERVICES IN PUBLIC SCHOOLS AND I S 12 EMPLOYED BY : 13 (I) A COUNTY SCHOOL SYSTEM ; OR 14 (II) A LOCAL HEALTH DEPARTM ENT TO PROVIDE SCHOO L 15 HEALTH SERVICES THRO UGH AN AGREEMENT WIT H A COUNTY BOARD . 16 (2) “MENTAL HEALTH PROFESS IONAL” INCLUDES A SCHOOL 17 PSYCHOLOGIST , RESOURCE PSYCHOLOGIS T, PSYCHOLOGIST COORDIN ATOR, SOCIAL 18 WORKER, SOCIAL WORKER SUPERV ISOR, SCHOOL COUNSELOR , OR MENTAL HEALTH 19 COORDINATOR . 20 [(d)] (E) “Program” means the Janet L. Hoffman Loan Assistance Repayment 21 Program. 22 18–1502. 23 (a) There is a program of loan assistance repayment known as the Janet L. 24 Hoffman Loan Assistance Repayment Program in the State. 25 (b) The Office of Student Financial Assistance shall assist in the repayment of 26 the amount of any higher education loan owed by an individual who: 27 (1) [(i)] Receives a graduate, professional, or undergraduate degree from: 28 [1.] (I) A college or university in the State of Maryland; or 29 [2.] (II) A school of law[; or 30 14 HOUSE BILL 1219 3. FOR A MENTAL HEALTH P ROFESSIONAL , ANY 1 ACCREDITED COLLEGE O R UNIVERSITY; OR 2 (ii) Receives a Resident Teacher Certificate (RTC) from the 3 Department after completing an alternative teaching preparation program approved by the 4 State Superintendent]; 5 (2) Obtains eligible employment; 6 (3) Receives an income that is less than the maximum eligible total income 7 levels established by the Office, including any additional sources of income; and 8 (4) Satisfies any other criteria established by the Office. 9 (c) (1) Subject to the provisions of subsection (b) of this section AND 10 PARAGRAPH (2) OF THIS SUBSECTION , the Office shall assist in the repayment of the 11 amount of any higher education loan owed by a public school teacher OR MENTAL HEALTH 12 PROFESSIONAL in the State who[: 13 (1) Has taught] HAS BEEN EMPLOYED in Maryland for at least [2 years:] 14 1 YEAR. 15 [(i)] (2) [In] A PUBLIC SCHOOL TEACHE R MUST HAVE BEEN 16 EMPLOYED IN MARYLAND FOR AT LEAST 1 YEAR TEACHING IN science, technology, 17 engineering, fine arts, or math subjects[;]: 18 [(ii)] (I) In a school in which at least the following percentages of 19 the students are enrolled in the free and reduced price lunch program in the State: 20 1. 75% through June 30, 2025; and 21 2. 55% beginning July 1, 2025; or 22 [(iii)] (II) In a school that: 23 1. Had Title I status during the 2018–2019 school year; 24 2. Lost Title I status after the 2018–2019 school year; and 25 3. Participates in the United States Department of 26 Agriculture Community Eligibility Provision[; and 27 (2) Has received the highest performance evaluation rating for the most 28 recent year available in the county in which the teacher taught]. 29 HOUSE BILL 1219 15 (c) Subject to the provisions of subsection (b) of this section, the Office shall assist 1 in the repayment of the amount of any higher education loan owed by a [public]: 2 (1) PUBLIC school teacher in the State who: 3 [(1)] (I) Has taught in Maryland for at least 2 years: 4 [(i)] 1. In science, technology, engineering, fine arts, or math 5 subjects; 6 [(ii)] 2. In a school in which at least the following percentages of 7 the students are enrolled in the free and reduced price lunch program in the State: 8 [1.] A. 75% through June 30, 2025; and 9 [2.] B. 55% beginning July 1, 2025; or 10 [(iii)] 3. In a school that: 11 [1.] A. Had Title I status during the 2018–2019 school year; 12 [2.] B. Lost Title I status after the 2018–2019 school year; 13 and 14 [3.] C. Participates in the United States Department of 15 Agriculture Community Eligibility Provision; and 16 [(2)] (II) Has received [the highest] A performance evaluation rating for 17 the most recent year available in the county in which the teacher taught; OR 18 (2) MENTAL HEALTH PROFESS IONAL WHO HAS PROVIDED MENTAL 19 HEALTH SERVICES IN A PUBLIC SCHOOL FOR AT LEAST 2 YEARS AS AN EMPLOYEE OF: 20 (I) A COUNTY SCHOOL SYSTEM ; OR 21 (II) A LOCAL HEALTH DEPARTM ENT THROUGH AN AGREE MENT 22 WITH A COUNTY BOARD . 23 (d) (1) A grant awarded under subsection (c) of this section shall be known as 24 the Nancy Grasmick [Teacher] PUBLIC SCHOOL PROFESSIONAL Award. 25 (2) A recipient of a Nancy Grasmick [Teacher] PUBLIC SCHOOL 26 PROFESSIONAL Award shall be known as a Nancy Grasmick [Teacher] PUBLIC SCHOOL 27 PROFESSIONAL Scholar. 28 16 HOUSE BILL 1219 (e) An applicant for assistance in the repayment of a commercial loan shall 1 demonstrate to the Office that the commercial loan was used for tuition, educational 2 expenses, or living expenses for graduate or undergraduate study. 3 (f) Assistance in the repayment of a loan from an entity set forth in § 4 18–1501(c)(2) of this subtitle shall require the approval of the Office. 5 (g) Subject to the provisions of subsection (b) of this section, the Office shall assist 6 in the repayment of the amount of any higher education loan owed by a licensed clinical 7 alcohol and drug counselor, a licensed clinical marriage and family therapy counselor, or a 8 licensed clinical professional counselor whose practice is located in a high–need geographic 9 area of the State as determined by the Maryland Department of Health. 10 18–1503. 11 (a) The Office of Student Financial Assistance shall adopt regulations to 12 establish: 13 (1) The maximum starting income for eligibility in the Janet L. Hoffman 14 Loan Assistance Repayment Program; 15 (2) The maximum total income for eligibility in the Janet L. Hoffman Loan 16 Assistance Repayment Program, including any additional sources of income; 17 (3) That priority for participation in the Program shall be given to an 18 individual who: 19 (i) Graduated from an institution of higher education in the last 3 20 years; 21 (ii) Is a resident of the State; 22 (iii) Is employed on a full–time basis; and 23 (iv) 1. Provides, as the principal part of the individual’s 24 employment, legal services to low–income residents in the State who cannot afford legal 25 services, nursing services in nursing shortage areas in the State as defined in § 18–802 of 26 this title, or other services in an eligible field of employment in which there is a shortage of 27 qualified practitioners to low–income or underserved residents or areas of the State; or 28 2. For teacher AND MENTAL HEALTH PR OFESSIONAL 29 applicants only, qualifies for a Nancy Grasmick [Teacher] PUBLIC SCHOOL 30 PROFESSIONAL Award; 31 HOUSE BILL 1219 17 (4) A limit on the total amount of assistance provided by the Office of 1 Student Financial Assistance in repaying the loan of an eligible individual, based on the 2 individual’s total income and outstanding higher education loan balance; 3 (5) A procedure and schedule for the monthly or annual payment of the 4 amount of loan assistance provided by the Office of Student Financial Assistance to the 5 eligible individual, as appropriate to assist an eligible individual in meeting loan 6 forgiveness program requirements; 7 (6) A requirement that an eligible individual apply to federal loan 8 forgiveness programs for which the individual may qualify; 9 (7) A requirement that an eligible individual notify the Office of Student 10 Financial Assistance if the individual receives other loan repayment assistance; and 11 (8) An annual review of the eligibility of each individual participating in 12 the Program. 13 (b) [The Office of Student Financial Assistance may not approve more than 50% 14 of the total number of awards for teacher applicants to Nancy Grasmick Teacher Scholars. 15 (c)] The Office of Student Financial Assistance shall adopt any other regulations 16 necessary to implement this subtitle. 17 18–1506. 18 The Office shall publicize the availability of the Program, including by publicizing 19 the Program: 20 (1) At historically black colleges and universities; and 21 (2) In a manner that focuses on students who are historically 22 underrepresented in the teaching [field] AND MENTAL HEALTH PR OFESSIONAL FIELDS ; 23 AND 24 (3) TO ELIGIBLE MENTAL HE ALTH PROFESSIONALS I N AN EFFORT TO 25 RECRUIT AND RETAIN M ENTAL HEALTH PROFESS IONALS TO PUBLIC SCHOOLS IN TH E 26 STATE. 27 18–2201. 28 (a) In this subtitle the following words have the meanings indicated. 29 (b) “Eligible institution” means a: 30 18 HOUSE BILL 1219 (1) Public senior higher education institution in the State that possesses a 1 certificate of approval from the Commission and has a department, school, or college of 2 education; or 3 (2) Private nonprofit institution of higher education in the State that 4 possesses a certificate of approval from the Commission, has a department, school, or 5 college of education, and agrees to provide a matching grant to an undergraduate or 6 graduate student, as appropriate, who receives a Teaching Fellows for Maryland 7 scholarship in the lesser of: 8 (i) 100% of the annual cost of tuition and mandatory fees at the 9 University of Maryland, College Park Campus; or 10 (ii) 50% of the cost of tuition and mandatory fees at the private 11 nonprofit institution of higher education. 12 [(c) “Office” means the Office of Student Financial Assistance as defined in § 13 18–101(c) of this title.] 14 [(d)] (C) (1) “Service obligation” means to teach full time in the State as a 15 teacher in a Maryland public school or a public prekindergarten program [that has at least 16 50% of its students eligible for free or reduced price meals (FRPM)]: 17 (I) THAT IS IN A HIGH –NEEDS SCHOOL , AS DEFINED 18 IDENTIFIED BY THE DEPARTMENT ; OR 19 (II) IN A GRADE LEVEL OR C ONTENT AREA IN WHICH THERE IS A 20 SHORTAGE OF QUALIFIE D EDUCATORS , AS DETERMINED IDENTIFIED BY THE 21 DEPARTMENT . 22 (2) “Service obligation” does not mean employment as teaching assistants, 23 volunteer service, paid fellowships, or internships. 24 18–2202. 25 (A) There is a program of Teaching Fellows for Maryland scholarships that are 26 awarded under this subtitle for students who pledge to work as public school or public 27 prekindergarten teachers in the State upon completion of their studies at [schools that have 28 at least 50% of the students in the school eligible for free or reduced price meals (FRPM)]: 29 (1) A HIGH–NEEDS SCHOOL , AS DEFINED IDENTIFIED BY THE 30 DEPARTMENT ; OR 31 HOUSE BILL 1219 19 (2) IN A GRADE LEVEL OR C ONTENT AREA IN WHICH THERE IS A 1 SHORTAGE OF QUALIFIE D EDUCATORS , AS DETERMINED IDENTIFIED BY THE 2 DEPARTMENT . 3 (B) (1) EACH YEAR THE DEPARTMENT SHALL SUBM IT TO THE OFFICE A 4 LIST OF HIGH–NEEDS: 5 (1) HIGH–NEEDS SCHOOLS IN WHICH THE RE ARE A SIGNIFICANT 6 PROPORTION OF : 7 (I) TEACHER VACANCIES ; AND 8 (II) TEACHERS TEACHING IN A GRADE LEVEL OR CONTENT 9 AREA OTHER THAN THE GRADE LEVEL OR CONTE NT AREA IN WHICH THE Y ARE 10 CERTIFICATED .; AND 11 (2) EACH YEAR THE DEPARTMENT SHALL SUBM IT TO THE OFFICE A 12 LIST OF GRADE GRADE LEVELS AND CONTENT A REAS IN WHICH THERE ARE A 13 SIGNIFICANT PROPORTI ON OF: 14 (I) TEACHER VACANCIES ; AND 15 (II) TEACHERS TEACHING IN A GRADE LEVEL OR CON TENT 16 AREA OTHER THAN THE GRADE LEVEL OR CONTE NT AREA IN WHICH THE Y ARE 17 CERTIFICATED . 18 18–2203. 19 (a) [The Office shall annually] EACH YEAR, THE DEPARTMENT SHALL select 20 eligible students and offer a scholarship to each student selected to be used at an eligible 21 institution of their choice. 22 (b) (1) Subject to paragraph (2) of this subsection, a recipient of the Teaching 23 Fellows for Maryland scholarship shall: 24 (i) [Be a Maryland resident or have graduated from a Maryland 25 high school; 26 (ii)] Except as provided in subsection (c) of this section, be accepted 27 for admission or currently enrolled at an eligible institution as a full–time or part–time 28 undergraduate or graduate student pursuing a course of study or program in an academic 29 discipline leading to a Maryland professional teacher’s certificate; 30 [(iii) 1. Have achieved at least: 31 20 HOUSE BILL 1219 A. For a student currently enrolled in high school, an overall 1 grade point average of 3.3 on a 4.0 scale or its equivalent, or an overall grade point average 2 in the top 15% of the student’s grade, after completion of the first semester of the senior 3 year; 4 B. For a student currently enrolled as a f ull–time 5 undergraduate student, a cumulative grade point average of 3.3 on a 4.0 scale and 6 satisfactory progress toward a degree in an academic discipline leading to a Maryland 7 professional teacher’s certificate; 8 C. A score of 500 on the reading and math portions of the 9 SAT, with a combined score of at least 1100 on the reading and math portions of the SAT; 10 D. A composite ACT score of 25; or 11 E. A score of 50% on the GRE; and 12 2. Have demonstrated an exceptional dedication to or 13 aptitude for teaching;] 14 (II) 1. BE IN THE TOP 25% OF THE STUDENT ’S GRADUATING 15 HIGH SCHOOL CLASS , CONTINUE TO MAKE SAT ISFACTORY PROGRESS T OWARD A 16 DEGREE, AND MAINTAIN THE STA NDARDS OF THE INSTIT UTION; 17 2. HAVE A 3.0 UNWEIGHTED CUMULATIV E 18 HIGH SCHOOL GRADE P OINT AVERAGE ON A 4.0 SCALE, CONTINUE TO MAKE 19 SATISFACTORY PROGRES S TOWARD A DEGREE , AND MAINTAIN THE STA NDARDS OF 20 THE INSTITUTION ; OR 21 3. CONTINUE TO MAKE SATI SFACTORY PROGRESS 22 TOWARD A DEGREE , AND MAINTAIN THE STANDAR DS OF THE INSTITUTION, AND 23 SUBMIT A LETTER OF SUPPORT FROM THE DEAN OR CHA IR OF THE COLLEGE OF 24 EDUCATION OR RESPECTIVE DEPART MENT IN WHICH THE TE ACHING CREDENTIAL 25 PROGRAM IS HOUSED AT THE APPLIC ANT’S INSTITUTION; 26 [(iv)] (III) Sign a letter of intent to perform the service obligation 27 upon completion of the recipient’s required studies; 28 [(v)] (IV) Accept any other conditions attached to the award; and 29 [(vi)] (V) Satisfy any additional criteria the [Commission] 30 DEPARTMENT may establish. 31 (2) Notwithstanding paragraph (1) of this subsection, an individual who, 32 at the time the individual is scheduled to matriculate at an eligible institution, will have 33 HOUSE BILL 1219 21 been employed as a teaching assistant at a public school or public prekindergarten program 1 in the State for at least 2 years: 2 (i) May apply for a Teaching Fellows for Maryland scholarship 3 under this subtitle; and 4 (ii) Is eligible to hold a Teaching Fellows for Maryland scholarship 5 as a full–time or part–time undergraduate or graduate student. 6 (3) A recipient of the Teaching Fellows for Maryland scholarship may be 7 an individual who is enrolled or plans to enroll at an eligible institution as a full–time or 8 part–time undergraduate or graduate student who: 9 (i) Changes majors to pursue a course of study or program in an 10 academic discipline leading to a Maryland professional teacher’s certificate; or 11 (ii) Seeks to change careers to pursue a course of study or program 12 in an academic discipline leading to a Maryland professional teacher’s certificate. 13 (4) IN SELECTING AWARDEES FOR A TEACHING FELLOWS FOR 14 MARYLAND SCHOLARSHIP , THE OFFICE SHALL GIVE PRE FERENCE TO APPLICANT S, 15 INCLUDING THOSE APPL YING UNDER PARAGRAPH (2) OF THIS SUBSECTION , WHO 16 HAVE BEEN EMPLOYED I N A PUBLIC SCHOOL OR A PUBLICLY FUNDED 17 PREKINDERGARTEN PROG RAM WITHIN THE LAST 5 YEARS. 18 (c) A recipient of the Teaching Fellows for Maryland scholarship may not hold a 19 Maryland professional teacher’s certificate. 20 (d) (1) Applicants who are secondary school students shall provide a high 21 school transcript after completion of the first semester of their senior year. 22 (2) Applicants who are currently enrolled in an eligible institution shall 23 provide the most recent college transcript, or if not applicable, the applicant may submit a 24 final high school transcript. 25 (3) Applicants who are not currently enrolled in an eligible institution, but 26 who are high school graduates, shall provide a final high school transcript. 27 (4) Applicants who are high school graduates and are not currently 28 enrolled in an eligible institution, but have completed some courses at an eligible 29 institution, shall provide the most recent college transcript. 30 (5) Applicants who are not currently enrolled in an eligible institution, but 31 who are college graduates, shall provide a final college transcript. 32 18–2204. 33 22 HOUSE BILL 1219 (a) Except as provided in subsection (b) of this section, the recipient of a Teaching 1 Fellows for Maryland scholarship shall repay the [Commission] DEPARTMENT the funds 2 received [as set forth in § 18–112 of this title] if the recipient does not: 3 (1) Satisfy the degree requirements of the eligible course of study or 4 program or fulfill other requirements as provided in this subtitle; 5 (2) Subject to subsection (b) of this section, perform PERFORM the service 6 obligation to teach in a public school or a public prekindergarten program [that has at least 7 50% of its students eligible for free or reduced price meals (FRPM)] IN A HIGH–NEEDS 8 SCHOOL, AS DEFINED IDENTIFIED BY THE DEPARTMENT , OR IN A GRADE LEVEL OR 9 CONTENT AREA IN WHIC H THERE IS A SHORTAG E OF QUALIFIED EDUCA TORS, AS 10 IDENTIFIED BY THE DEPARTMENT , for a period of: 11 (i) For a recipient who received a scholarship as an undergraduate 12 student, 1 year for each year that the recipient has a scholarship awarded under this 13 subtitle; and 14 (ii) For a recipient who received a scholarship as a graduate student, 15 at least 2 years; and 16 (3) Become professionally certified to teach in the State of Maryland within 17 the time period specified by the [Commission in consultation with the Maryland] 18 Department [of Education]. 19 (b) (1) If a recipient is unable to perform the service obligation required under 20 this subtitle because there are no available positions in a [public school or public 21 prekindergarten program that has at least 50% of its students eligible for free or reduced 22 price meals (FRPM)] QUALIFYING SCHOOL , GRADE LEVEL , OR SUBJECT CONTENT 23 AREA, the recipient may work in any public school or public prekindergarten program in 24 the State. 25 (2) IF A RECIPIENT PERFOR MS THE SERVICE OBLIG ATION BY 26 TEACHING AT A SCHOOL , GRADE LEVEL , OR CONTENT AREA PREV IOUSLY 27 IDENTIFIED AS HIGH NEEDS HIGH–NEEDS THAT IS NO LONGER ID ENTIFIED AS HIGH 28 NEEDS HIGH–NEEDS, THE RECIPIENT MAY CO NTINUE TO TEACH IN T HAT SCHOOL, 29 GRADE LEVEL, OR CONTENT AREA WITH OUT BEING REQUIRED T O REPAY THE FUNDS 30 RECEIVED UNDER THIS SUBTITLE. 31 (c) The [Office] DEPARTMENT shall forgive a recipient of a Teaching Fellows for 32 Maryland scholarship for 2 years of an award if: 33 (1) (i) The recipient has taken the teacher certification examination, 34 approved by the State Board of Education, in 2 consecutive years; and 35 HOUSE BILL 1219 23 (ii) The recipient fails to pass the teacher certification examination 1 within the time period specified by the [Commission] DEPARTMENT in accordance with 2 subsection (a)(3) of this section; or 3 (2) The recipient provides to the [Office] DEPARTMENT satisfactory 4 evidence of extenuating circumstances that prevent the recipient from becoming 5 professionally certified to teach in the State. 6 18–2205. 7 (a) The annual scholarship award shall be: 8 (1) At a public senior higher education institution in the State that has a 9 department, school, or college of education, 100% of the equivalent annual tuition, 10 mandatory fees, and room and board of a resident undergraduate student or graduate 11 student, as appropriate, at the public senior higher education institution; or 12 (2) Subject to subsection (b) of this section, at a private nonprofit 13 institution of higher education in the State that has a department, school, or college of 14 education, an amount equal to: 15 (i) The lesser of: 16 1. 100% of the equivalent annual tuition and mandatory fees 17 of a resident undergraduate student or graduate student, as appropriate, at the University 18 of Maryland, College Park Campus; or 19 2. 50% of the equivalent annual tuition and mandatory fees 20 of a resident undergraduate or graduate student, as appropriate, at the eligible private 21 nonprofit institution of higher education; and 22 (ii) 100% of the room and board of a resident undergraduate student 23 or graduate student, as appropriate, at the eligible private nonprofit institution of higher 24 education in the State. 25 (b) A private nonprofit institution of higher education shall provide a matching 26 scholarship award in an amount equal to the award calculated in subsection (a)(2)(i) of this 27 section. 28 18–2206. 29 (a) Except as provided in subsection (b) of this section, each recipient of a 30 Teaching Fellows for Maryland scholarship may renew the award three times if the 31 recipient: 32 24 HOUSE BILL 1219 (1) [Continues to be a resident of the State or graduated from a high school 1 in the State; and]. 3 (2) THE DEPARTMENT OFFICE SHALL FOCUS ON PUBLI CIZING THE 4 AVAILABILITY OF THE TEACHING FELLOWS FOR MARYLAND SCHOLARSHIPS : 5 (I) AT HISTORICALLY BLACK COLLEGES AND UN IVERSITIES IN 6 THE STATE; AND 7 (II) TO TEACHING ASSISTANT S AND OTHER EDUCATIO NAL 8 SUPPORT STAFF C URRENTLY WORKING IN PUBLIC SCHOOLS AND P UBLICLY FUNDED 9 PREKINDERGARTEN PROG RAMS; AND 10 (III) IN A MANNER THAT PROM OTES THE PROGRAM TO 11 STUDENTS WHO ARE MEM BERS OF GROUPS THAT ARE UNDERREPRESENTED IN THE 12 TEACHING PROFESSION . 13 [(2)] (B) To the extent practicable, THE DEPARTMENT OFFICE SHALL 14 award scholarships under this subtitle in a manner that reflects ethnic, gender, racial, and 15 geographic diversity. 16 SECTION 2. AND 8 (3) BE ENROLLED IN THE FI RST OR SECOND YEAR A T AN INSTITUTION 9 OF INITIAL ELIGIBILI TY IN AN ASSOCIATE ’S OR A BACHELOR ’S DEGREE PROGRAM ; 10 AND 11 (2) PLEDGE BEFORE RECEIVING AN E DUCATOR INTERNSHIP 12 STIPEND UNDER § 18–2703 OF THIS SUBTITLE , PLEDGE TO FULFILL A SERVICE 13 OBLIGATION AS A TEAC HER EMPLOYED FULL –TIME BY A COUNTY BOARD OR AN 14 ELIGIBLE PREKINDERGA RTEN PROVIDER IN THE STATE FOR A MINIMUM O F 4 IN A 15 HIGH–NEEDS SCHOOL , GRADE LEVEL , OR CONTENT AREA IN W HICH THERE IS A 16 SHORTAGE OF TEACHERS , AS IDENTIFIED BY THE DEPARTMENT , FOR A MINIMUM OF 17 2 YEARS. 18 (D) (1) THE DEPARTMENT OFFICE SHALL ADMINISTER THE PROGRAM 19 AND ESTABLISH A PROC ESS FOR ELIGIBLE IND IVIDUALS TO APPLY TO THE 20 PROGRAM. 21 (2) THE DEPARTMENT ’S PROCESS SHALL INCL UDE ESTABLISHING A 22 HIGHLY QUALIFIED AND DIVERSE APPLICATION REVIEW COMMITTEE TO REVIEW 23 APPLICATIONS FROM EL IGIBLE INDIVIDUALS W HO ARE ACCEPTED IN A N 24 ALTERNATIVE TEACHER PREPARATION PROG RAM UNDER § 6–120 OF THIS ARTICLE. 25 (E) (1) THE DEPARTMENT OFFICE SHALL DEVELOP A PROC ESS FOR 26 AWARDING SCHOLARSHIPS STIPENDS TO INDIVIDUALS WHO M EET THE ELIGIBILITY 27 CRITERIA ESTABLISHED BY THE DEPARTMENT FOR THE PROGRAM. 28 (2) THE DEPARTMENT SHALL DETERMINE THE AMOUNT OF THE 29 SCHOLARSHIPS AWARDED TO RECIPIENTS UNDER THE PROGRAM OFFICE SHALL 30 GIVE PREFERENCE TO A PPLICANTS WHO HAVE B EEN EMPLOYED IN A PU BLIC 31 SCHOOL OR A PUBLICLY FUNDED PREKINDERGART EN PROGRAM WITHIN TH E LAST 32 5 YEARS. 33 18–2703. 34 28 HOUSE BILL 1219 (A) EACH RECIPIENT OF A S CHOLARSHIP UNDER THE PROGRAM SHALL USE 1 THE SCHOLARSHIP AWAR D FOR TUITION AND MA NDATORY FEES AT AN E LIGIBLE 2 INSTITUTION. 3 (B) EACH RECIPIENT OF A S CHOLARSHIP UNDER THE PROGRAM SHALL 4 SIGN AN AGREEMENT AT THE TIME OF THE INIT IAL AWARD TO: 5 (1) FULFILL A 4–YEAR SERVICE OBLIGAT ION AS A TEACHER 6 EMPLOYED FULL –TIME BY A COUNTY BOA RD OR AN ELIGIBLE PR EKINDERGARTEN 7 PROVIDER IN THE STATE WITHIN 6 YEARS OF GRADUATION FROM A TEACHER 8 PREPARATION PROGRAM AT AN ELIGIBLE INSTI TUTION; 16 (II) IS CURRENTLY ENGAGED IN AN INTERNSHIP OR A 17 PRACTICUM PROVIDING DIRECT EXPERIENCE WO RKING WITH STUDENTS IN A 18 PUBLIC SCHOOL OR PUB LICLY FUNDED PREKIND ERGARTEN PROG RAM AS PART OF 19 THE RECIPIENT’S COURSE OF STUDY ; 20 (III) CONTINUES TO MAKE SAT ISFACTORY PROGRESS T OWARD A 21 DEGREE AND MAINTAIN THE STANDARDS OF THE INSTITUTION; AND 22 (IV) PLEDGES TO FULFILL A SERVICE OBLIGATION F OR 2 YEARS 23 AS A TEACHER EMPLOYE D FULL–TIME IN A HIGH–NEEDS SCHOOL , GRADE LEVEL, OR 24 CONTENT AREA IN WHIC H THERE IS A SHORTAG E OF TEACHERS , AS IDENTIFIED BY 25 THE DEPARTMENT UNDER PARA GRAPH (4) OF THIS SUBSECTION . 26 (2) A PROGRAM RECIPIENT WHO MEETS THE REQUIREMEN TS OF 27 PARAGRAPH (1) OF THIS SUBSECTION SHALL REC EIVE AN INTERNSHIP S TIPEND OF 28 UP TO $20,000 FOR A 10–MONTH EDUCATOR INTER NSHIP. 29 (3) IF THE RECIPIENT OF A N INTERNSHIP STIPEND DOES NOT 30 FULFILL THE SERVICE OBLIGATION, THE RECIPIENT SHALL REPAY THE 31 COMMISSION THE FUNDS RECEIVED UNDER THIS SUBSECTION AS S ET FORTH IN § 32 18–112 OF THIS TITLE. 33 HOUSE BILL 1219 31 (4) IN ORDER TO ENSURE TH AT PROGRAM RECIPIENTS FU LFILL THE 1 SERVICE OBLIGATION , THE DEPARTMENT SHALL SUBM IT TO THE OFFICE A LIST OF: 2 (I) HIGH–NEEDS SCHOOLS IN WHI CH THERE ARE A 3 SIGNIFICANT PROPORTION OF : 4 1. TEACHERS TEACHING IN A GRADE LEVEL OR 12 CONTENT AREA OTHER T HAN THE GRADE LEVEL OR CONTENT AREA IN W HICH THEY 13 ARE CERTIFICATED . 14 18–2704. 15 FUNDING FOR THE PROGRAM SHALL BE AS P ROVIDED IN THE STATE BUDGET. 16 18–2705. 17 (A) ON OR BEFORE JULY 1, 2028, THE COMMISSION SHALL HIRE AN 18 INDEPENDENT CONSULTA NT TO EVALUATE THE E FFECTIVENESS OF THE PROGRAM 19 IN ATTRACTING NEW TE ACHERS TO THE PROFES SION. 20 (B) ON OR BEFORE JANUARY 1, 2029, THE COMMISSION SHALL REPO RT 21 THE RESULTS OF THE E VALUATION TO THE GOVERNOR, AND, IN ACCORDANCE WITH 22 § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY. 23 18–2706. 24 (A) THERE IS A GROW OUR OWN EDUCATORS SCHOLARSHIP TEACHER 25 DEVELOPMENT AND RETENTION FUND. 26 (B) THE PURPOSE OF THE FUND IS TO PROVIDE SCHOLARSHIPS SUPPORT 27 TO ELIGIBLE INDIVIDU ALS WHO ARE INTERESTED IN PU RSUING A CAREER IN T HE 28 TEACHING PROFESSION AND WHO ULTIMATELY PLEDGE TO FULFILL A SERVICE 29 OBLIGATION AS A TEAC HER EMPLOYED FULL –TIME BY A COUNTY BOARD OR AN 30 32 HOUSE BILL 1219 ELIGIBLE PREKINDERGARTEN PROV IDER IN A HIGH–NEEDS SCHOOL , GRADE LEVEL, 1 OR CONTENT AREA IN W HICH THERE IS A SHOR TAGE OF TEACHERS . 2 (C) THE DEPARTMENT COMMISSION SHALL ADMINISTER THE FUND. 3 (D) (1) THE FUND IS A SPECIAL , NONLAPSING FUND THAT IS NOT 4 SUBJECT TO § 7–302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE. 5 (2) THE STATE TREASURER SHALL HOLD THE FUND SEPARATELY , 6 AND THE COMPTROLLER SHALL ACC OUNT FOR THE FUND. 7 (E) THE FUND CONSISTS OF : 8 (1) MONEY APPROPRIATED IN THE STATE BUDGET TO THE FUND; 9 (2) INTEREST EARNINGS OF THE FUND; AND 10 (3) ANY OTHER MONEY FROM ANY OTHER SOURCE ACC EPTED FOR 11 THE BENEFIT OF THE FUND. 12 (F) THE FUND MAY BE USED ONLY TO ADMINISTER THE PROGRAM AND 13 PROVIDE SCHOLARSHIP AWARDS SUPPORT TO RECIPIENTS UNDER THE PROGRAM. 14 (G) (1) THE STATE TREASURER SHALL INVES T THE MONEY OF THE FUND 15 IN THE SAME MANNER A S OTHER STATE MONEY MAY BE IN VESTED. 16 (2) ANY INTEREST EARNINGS OF THE FUND SHALL BE CREDITED TO 17 THE FUND. 18 (H) EXPENDITURES FROM THE FUND MAY BE MADE ONLY IN ACCORDANCE 19 WITH THE STATE BUDGET . 20 SUBTITLE 28. EDUCATOR INTERNSHIP STIPEND PROGRAM. 21 18–2801. 22 (A) IN THIS SECTION , “PROGRAM” MEANS THE EDUCATOR INTERNSHIP 23 STIPEND PROGRAM ESTABLISHED U NDER THIS SECTION . 24 (B) (1) THERE IS AN EDUCATOR INTERNSHIP STIPEND PROGRAM. 25 (2) THE PURPOSE OF THE PROGRAM IS TO PROVIDE STIPENDS TO 26 STUDENT TEACHERS WHO ARE PARTICIPATING IN AN INTERNSHIP OR PRA CTICUM 27 HOUSE BILL 1219 33 THAT PROVIDES EXPERI ENCE WOR KING DIRECTLY WITH S TUDENTS AS A PART OF 1 THE REQUIREMENTS NEC ESSARY TO EARN CERTI FICATION. 2 (3) THE DEPARTMENT SHALL ADMI NISTER THE PROGRAM. 3 (C) TO BE ELIGIBLE FOR TH E PROGRAM, AN APPLICANT SHALL : 4 (1) BE CURRENTLY ENROLLED AT AN ELIGIBLE INSTI TUTION AS A 5 FULL–TIME OR PART–TIME UNDERGRADUATE O R GRADUATE STUDENT P URSUING A 6 COURSE OF STUDY OR P ROGRAM IN AN ACADEMI C DISCIPLINE LEADING TO A 7 MARYLAND PROFESSIONAL TEACHER’S CERTIFICATE; 8 (2) COMPLETE AN INTERNSHI P OR A PRACTICUM PRO VIDING DIRECT 9 EXPERIENC E WORKING WITH STUDE NTS AS PART OF THE A PPLICANT’S COURSE OF 10 STUDY OR PROGRAM LEA DING TO A MARYLAND PROFESSIONAL TEACHER’S 11 CERTIFICATE; AND 12 (3) (I) BE IN THE TOP 25% OF THE APPLICANT ’S GRADUATING 13 HIGH SCHOOL CLASS , CONTINUE TO MAKE SAT ISFACTORY PROGRESS TOWARD A 14 DEGREE, AND MAINTAIN THE STA NDARDS OF THE INSTIT UTION; 15 (II) HAVE A 3.0 UNWEIGHTED CUMULATIV E HIGH SCHOOL 16 GRADE POINT AVERAGE ON A 4.0 SCALE, CONTINUE TO MAKE SAT ISFACTORY 17 PROGRESS TOWARD A DE GREE, AND MAINTAIN THE STA NDARDS OF THE 18 INSTITUTION; OR 19 (III) CONTINUE TO MAKE SATI SFACTORY PROGRESS TO WARD A 20 DEGREE, MAINTAIN THE STANDAR DS OF THE INSTITUTIO N, AND SUBMIT A LETTER 21 OF SUPPORT FROM THE DEAN OR CHAIR OF THE COLLEGE OF EDUCATION OR 22 RESPECTIVE DEPARTMEN T IN WHICH THE TEACH ING CREDENTIAL PR OGRAM IS 23 HOUSED AT THE APPLIC ANT’S INSTITUTION. 24 (D) A PARTICIPANT IN THE PROGRAM MAY RECEIVE A STIPEND OF UP TO 25 $20,000 FOR A 10–MONTH EDUCATOR INTER NSHIP. 26 (E) (1) FUNDING FOR THE PROGRAM SHALL BE AS P ROVIDED IN THE 27 STATE BUDGET . 28 (2) THE DEPARTMENT MAY PRORATE THE AMOU NT OF THE STIPEND 29 BASED ON THE AVAILAB LE FUNDS AND NUMBER OF APPLICANTS . 30 (F) (1) THE DEPARTMENT SHALL HIRE AN INDEPENDENT CONSU LTANT 31 TO EVALUATE THE EFFE CTIVENESS OF THE PROGRAM IN ATTRACTING NEW 32 TEACHERS TO THE PROF ESSION. 33 34 HOUSE BILL 1219 (2) THE EVALUATION SHALL EMP LOY: 1 (I) RANDOM ASSIGNMENT , IF FEASIBLE AND ETHI CAL; OR 2 (II) OTHER RESEARCH METHOD S THAT ALLOW FOR THE 3 STRONGEST POSSIBLE C AUSAL INFERENCES , IF RANDOM ASSIGNMENT IS NOT 4 FEASIBLE AND ETHICAL IN THIS INSTANCE. 5 (3) ON OR BEFORE JULY 1, 2027, THE DEPARTMENT SHALL REPO RT 6 THE RESULTS OF THE E VALUATION TO THE GOVERNOR, AND, IN ACCORDANCE WITH 7 § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY. 8 Article – State Finance and Procurement 9 6–226. 10 (a) (2) (i) Notwithstanding any other provision of law, and unless 11 inconsistent with a federal law, grant agreement, or other federal requirement or with the 12 terms of a gift or settlement agreement, net interest on all State money allocated by the 13 State Treasurer under this section to special funds or accounts, and otherwise entitled to 14 receive interest earnings, as accounted for by the Comptroller, shall accrue to the General 15 Fund of the State. 16 (ii) The provisions of subparagraph (i) of this paragraph do not apply 17 to the following funds: 18 170. the Cannabis Public Health Fund; [and] 19 171. the Community Reinvestment and Repair Fund; AND 20 172. THE GROW OUR OWN EDUCATORS SCHOLARSHIP 21 TEACHER RETENTION AND DEVELOPMENT FUND. 22 SECTION 3. AND BE IT FURTHER ENACTED, That the Office of Student 23 Financial Assistance within the Maryland Higher Education Commission shall consider the 24 recipient of a Teaching Fellows for Maryland scholarship under Title 18, Subtitle 22 of the 25 Education Article who is performing the service obligation under the requirements of § 26 18–2204 of the Education Article in effect before the effective date of this Act as compliant 27 with the terms of the scholarship award and may not require the recipient to repay the funds 28 received under the scholarship. 29 SECTION 2. 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take effect 30 July 1, 2023.
