AN ACT concerning 1 
 
Heating, Ventilation, Air–Conditioning, and Refrigeration Services 2 
 – Journeyman License – Qualifications 3 
 
FOR the purpose of altering the qualifications for a journeyman license to provide heating, 4 
ventilation, air–conditioning, and refrigeration services; and generally relating to 5 
journeyman licenses for heating, ventilation, air–conditioning, and refrigeration 6 
services. 7 
 
BY repealing and reenacting, without amendments, 8 
 Article – Business Regulation 9 
Section 9A–301 and 9A–302(a) 10 
 Annotated Code of Maryland 11 
 (2015 Replacement Volume and 2022 Supplement) 12 
 
BY repealing and reenacting, with amendments, 13 
 Article – Business Regulation 14

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19

9A–301. 1 
 
 Except as otherwise provided in this title, an individual shall be licensed by the 2 
Board before the individual provides or assists in providing heating, ventilation,  3 
air–conditioning, or refrigeration services in the State. 4 
 
9A–302. 5 
 
 (a) To qualify for an apprentice, journeyman, journeyman restricted, master, 6 
master restricted, or limited license, an applicant shall meet the requirements of this 7 
section. 8 
 
 (e) An applicant for a journeyman license shall: 9 
 
 (1) have held, for a period of at least [3] 4 years, an apprentice license, and 10 
during that period shall have completed at least [1,875] 6,000 hours of training in 11 
providing heating, ventilation, air–conditioning, and refrigeration services under the 12 
direction and control of a licensed contractor; and 13 
 
 (2)  pass an examination administered by the Board. 14 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 15 
October 1, 2023. 16
