AN ACT concerning 1
Natural Resources – Apprentice Hunting License – Alterations 2
FOR the purpose of authorizing the Department of Natural Resources to issue an 3
apprentice hunting license to a person under a certain age who has previously been 4
issued an apprentice hunting license under certain circumstances; and generally 5
relating to the apprentice hunting license. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17
That the Laws of Maryland read as follows: 18

(d) A person who wishes to obtain a hunting license shall complete and submit an 1
application to the Department or to any person designated by the Department to issue a 2
hunting license. 3
(e) An applicant for a license issued under this section shall provide all the 4
information required by the Department, including the last four digits of the applicant’s 5
Social Security number, if the applicant has a Social Security number. 6
(f) Before a hunting license may be issued the applicant for the license shall 7
acknowledge, as a component of the application, that a hunting license does not of itself 8
permit an individual to hunt on private property. 9
(g) (1) (I) There shall be the following types of hunting licenses in the 10
State[:]. 11
[(i)] (II) 1. [A] THERE IS A resident hunting license that 12
enables the purchaser to hunt all legal game birds and mammals during any appropriate 13
season in Maryland without the purchase of additional stamps, unless the purchaser is 14
hunting migratory game birds or deer during bow and arrow season or black powder season. 15
2. To hunt migratory game birds the purchaser must also 16
buy a Maryland migratory game bird stamp and to hunt wild waterfowl the purchaser must 17
buy both a Maryland migratory game bird stamp and a federal migratory bird hunting and 18
conservation stamp. 19
3. To hunt deer during bow and arrow season and black 20
powder season the purchaser must also purchase a bow and arrow or black powder stamp. 21
[(ii)] (III) 1. [A] THERE IS A nonresident hunting license that 22
enables the purchaser to hunt all legal game birds and mammals during any appropriate 23
season without the purchase of additional stamps unless the purchaser is hunting 24
migratory game birds or deer during bow and arrow season or black powder season. 25
2. This license enables the purchaser to hunt migratory 26
game birds only with the purchase of a Maryland migratory game bird stamp and to hunt 27
wild waterfowl only with the purchase of both a Maryland migratory game bird stamp and 28
a federal migratory bird hunting and conservation stamp. 29
3. This license enables the purchaser to hunt deer during 30
bow and arrow season and black powder season only with the purchase of a nonresident 31
bow and arrow or black powder stamp. 32
[(iii)] (IV) 1. [A] THERE IS A nonresident 3–day hunting license 33
that enables the purchaser to hunt all legal game birds and mammals except deer and 34
turkey for the 3 consecutive legal hunting days in a single season that are specified on the 35

2. The purchaser must also purchase a Maryland migratory 1
game bird stamp to hunt migratory game birds and a federal migratory bird hunting and 2
conservation stamp to hunt wild waterfowl with this license. 3
3. Under no circumstance does this license authorize the 4
purchaser to hunt deer and turkey. 5
[(iv)] (V) 1. A. [An] THERE IS AN apprentice hunting 6
license that enables the purchaser to hunt all legal game birds and mammals in a single 7
season without the purchase of additional stamps unless the purchaser is hunting 8
migratory game birds or deer during bow and arrow season or black powder season. 9
B. This license enables the purchaser to hunt migratory 10
game birds only with the purchase of a Maryland migratory game bird stamp and to hunt 11
wild waterfowl only with the purchase of both a Maryland migratory game bird stamp and 12
a federal migratory bird hunting and conservation stamp. 13
C. This license enables the purchaser to hunt deer during 14
bow and arrow season and black powder season only with the purchase of a bow and arrow 15
or black powder stamp. 16
2. A. A person may obtain an apprentice hunting license 17
on satisfactory completion of a short online or electronic course of instruction in competency 18
in firearms and hunter safety approved by the Department. 19
B. A person may hunt under an apprentice hunting license 20
only if accompanied and directly supervised by another person who is at least 18 years of 21
age and possesses a valid resident nonapprentice hunting license issued under this subtitle. 22
C. A person who accompanies and directly supervises an 23
apprentice hunting licensee shall maintain close visual and verbal contact with, provide 24
adequate direction to, and be in a position to immediately assume control of the firearm of 25
the apprentice hunting licensee. 26
3. Except for a person participating in a junior hunt 27
approved by the Department, an apprentice hunting licensee who has obtained a certificate 28
of competency in firearms and hunter safety under § 10–301.1 of this subtitle may hunt 29
without supervision. 30
4. [An] EXCEPT AS PROVIDED IN SUBSUBPARAGRAPH 5 31
OF THIS SUBPARAGRAPH , AN apprentice hunting license: 32
A. May be issued to a person only once in the person’s 33
lifetime; 34

B. May not be renewed; and 1
C. May not be issued to a person who has previously been 2
issued any hunting license under this subtitle. 3

THIS SUBPARAGRAPH , THE DEPARTMENT MAY ISSUE AN APPRENTICE HUNTIN G 5
LICENSE TO A PERSON UNDER THE AGE OF 17 YEARS WHO HAS PREVIOUSLY BEEN 6
ISSUED AN APPRENTICE HUNTING LICENSE . 7
B. THE DEPARTMENT SHALL REQU IRE AN APPLICANT 8
FOR A SECOND OR SUBS EQUENT APPRENTICE HU NTING LICENSE UNDER THIS 9
SUBSUBPARAGRAPH TO R EPEAT THE COURSE OF INSTRUCTION IN COMPE TENCY IN 10
FIREARMS AND HUNTER SAFETY SP ECIFIED UNDER SUBSUB PARAGRAPH 2A OF THIS 11
SUBPARAGRAPH . 12
(2) Residents may purchase a senior hunting license beginning in the 13
calendar year in which they attain the age of 65. 14
(3) A nonresident of any age must purchase either a nonresident hunting 15
license or a nonresident 3–day hunting license to hunt in the State. 16
(4) Subject to paragraph (6) of this subsection, the fees for hunting licenses 17
are according to the following schedule: 18
(i) Resident, junior, under the age of 16 years ...................... $ 10.50 19
(ii) Resident, regular, at least 16 years old and under the age of 65 20

(6) The Department shall establish a program to provide discounted 11
hunting licenses and any associated State–issued stamps or permits to Maryland residents 12
who are recipients of the Purple Heart Award. 13
(i) A hunting license shall be valid for the period August 1 through July 31, of 14
each year. 15
(j) A hunting license may not be transferred to any other person. 16
(k) Upon issuing any hunting license, the Department shall furnish the licensee 17
with a list of the names and addresses of every general hospital in the State which offers 18
emergency medical treatment. 19
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 20
1, 2023. 21
