Frederick County – Alcoholic Beverages – Sunday Sales 2 
 
FOR the purpose of altering the hours during which a licensee may sell alcoholic beverages 3 
on Sundays in Frederick County; and generally relating to alcoholic beverages in 4 
Frederick County. 5 
 
BY repealing and reenacting, without amendments, 6

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18

 This title applies only in Frederick County. 1 
 
20–1004. 2 
 
 (a) There is a Class B–CC (conference center) beer, wine, and liquor license. 3 
 
 (d) The license holder may sell beer, wine, and liquor[: 4 
 
 (1)] on Monday through [Saturday] SUNDAY, from 6 a.m. to 2 a.m. the 5 
following day[; and 6 
 
 (2) on Sunday, from 11 a.m. to 2 a.m. the following day]. 7 
 
20–1007. 8 
 
 (a) There is a Class B–DT (dinner theater) beer, wine, and liquor license. 9 
 
 (d) A license holder may sell beer, wine, and liquor beginning 2 hours before a live 10 
performance until the end of the performance[: 11 
 
 (1)] on Monday through [Saturday; and 12 
 
 (2) on or after 1 p.m. on] Sunday. 13

 (a) There is a Class EC (entertainment center) license. 15

 (a) This section applies only to a municipal golf course that is operated by a 5 
municipal golf course manager or a golf course manager under a management agreement 6 
with the City of Frederick. 7 
 
 (g) The [hours of sale are: 8 
 
 (1) on Monday through Saturday, from 6 a.m. to 10 p.m.; and 9 
 
 (2) on Sunday, from 10 a.m. to 10 p.m] LICENSE HOLDER MAY S ELL 10

 (a) (1) A holder of a Class A beer license may sell beer[: 14 
 
 (i)] on Monday through Saturday, from 6 a.m. to 2 a.m. the following 15 
day[; and 16 
 
 (ii) on Sunday, from 10 a.m. to 2 a.m. the following day]. 17 
 
 (2) (i) The Board may grant a special Sunday opening permit to the 18 
license holder. 19 
 
 (ii) The permit authorizes the holder to sell beer for off–premises 20 
consumption on Sunday from [10 a.m.] 6 A.M. to 2 a.m. the following day. 21 
 
 (iii) The annual permit fee is $100 in addition to the annual fee for 22 
the license. 23 
 
 (iv) The permit is not considered a separate class of license and, if it 24 
is granted, the privilege shall be incorporated into the license. 25 
 
 (b) [(1)] A holder of a Class B beer license may sell beer[: 26 
 
 (i)] on Monday through [Saturday] SUNDAY, for on– and  27 
off–premises consumption, from 6 a.m. to 2 a.m. the following day[; and 28

 1. subject to paragraph (2) of this subsection, for 1 
on–premises consumption: 2 
 
 A. from 10 a.m. to 2 a.m. the following day; or 3 
 
 B. for a specific event that the Board has approved, the hours 4 
for the event that are set by the Board; and 5 
 
 2. for off–premises consumption, from 1 p.m. to 2 a.m. the 6 
following day. 7 
 
 (2) The license holder may not sell beer at a bar or counter on Sunday]. 8 
 
 (c) A holder of a Class C beer (on–sale) license may sell beer: 9 
 
 (1) on Monday through [Saturday] SUNDAY, from 6 a.m. to 2 a.m. the 10 
following day; and 11 
 
 (2) [on Sunday: 12 
 
 (i) from 10 a.m. to 2 a.m. the following day; or 13 
 
 (ii)] for a specific event that the Board has approved, the hours for 14 
the event that are set by the Board. 15 
 
20–2004. 16 
 
 (a) (1) A holder of a Class A beer and wine license may sell beer and wine[: 17 
 
 (i)] on Monday through Saturday, from 6 a.m. to 2 a.m. the following 18

 (a) (1) A holder of a Class A beer, wine, and liquor license may sell beer, wine, 22 
and liquor on Monday through Saturday, from 6 a.m. to 2 a.m. the following day. 23

consumption, from 6 a.m. to 2 a.m. the following day; and 8 
 
 [(ii)] (2) on Sunday: 9 
 
 [1.] (I) [subject to paragraph (2) of this subsection,] for  10 
on–premises consumption: 11 
 
 [A.] 1. from [10 a.m.] 6 A.M. to 2 a.m. the following day; or 12 
 
 [B.] 2. for a specific event that the Board has approved, the 13 
hours for the event that are set by the Board; and 14 
 
 [2.] (II) for off–premises consumption, from 1 p.m. to 2 a.m. 15 
the following day. 16 
 
 [(2) The license holder may not sell beer, wine, or liquor at a bar or counter 17

 (c) A holder of a Class B beer, wine, and liquor license in the Ballenger (23rd) 19 
election district may sell beer, wine, and liquor[: 20 
 
 (1)] on Monday through [Saturday] SUNDAY, from 6 a.m. to 2 a.m. the 21 
following day[; and 22 
 
 (2) on Sunday, from 10 a.m. to 2 a.m. the following day]. 23 
 
 (d) A holder of a Class C beer, wine, and liquor license may sell beer, wine, and 24 
liquor for on– and off–premises consumption[: 25 
 
 (1)] on Monday through [Saturday] SUNDAY, from 6 a.m. to 2 a.m. the 26 
following day[; and 27 
 
 (2) on Sunday: 28 
 
 (i) from 10 a.m. to 2 a.m. the following day; or 29

 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shal l take effect July 3 
1, 2023. 4
