BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 5 That the Laws of Maryland read as follows: 6 Article – Transportation 7 13–618. 8 (a) The Administration shall issue a special Chesapeake Bay Commemorative 9 Registration Plate. 10 (c) (2) (iv) Any surplus money remaining after the Administration has 11 recovered the costs of issuing a commemorative plate under this section and money 12 collected for additional renewal fees may not be retained by or transferred to any agency of 13 the State for any purpose. 14 (v) Notwithstanding subparagraph (iv) of this paragraph, the 15 surplus money and money collected for additional renewal fees shall be disbursed by the 16 Administration to the Chesapeake Bay Trust. 17 (VI) BEGINNING IN FISCAL Y EAR 2025, AND FOR EACH FISCAL 18 YEAR THEREAFTER , THE GOVERNOR SHALL INCLUD E IN THE ANNUAL BUDG ET BILL 19 AN AMOUNT FOR THE CHESAPEAKE BAY TRUST EQUAL TO THE AVERAGE AMOUNT 20 DISBURSED UNDER SUBPARAGRAPH (V) OF THIS PARAGRAPH IN THE THIRD 21 IMMEDIATELY PRECEDING FROM FISCAL YEAR 2017 THROUGH FISCAL YEAR 2022, 22 ADJUSTED FOR INFLATI ON BY THE CONSUMER PRICE INDEX CPI–U FOR ALL 23 URBAN CONSUMERS FOR THE BALTIMORE METROPOLITAN STATISTICAL AREA, 24 LESS THE AMOUNT DISB URSED UNDER SUBPARAGRAPH (V) OF THIS PARAGRAPH IN 25 THE SECOND IMMEDIATELY PRECEDIN G FISCAL YEAR IF THE DIFFERENCE IS A 26 POSITIVE NUMBER . 27 13–619.2. 28 (a) In consultation with the Maryland Agricultural Education Foundation, Inc. 29 the Administration shall develop and make available for qualifying vehicles a specially 30 designed registration plate honoring Maryland agriculture. 31 (d) (1) The Administration shall consult with the Maryland Agricultural 32 Education Foundation, Inc. on: 33 [(1)] (I) The design of a registration plate to be issued under this section 34 to honor Maryland agriculture; 35 SENATE BILL 866 3 [(2)] (II) The setting of the fee to be charged under subsection (c)(1)(ii) of 1 this section at a level intended to encourage the purchase of the registration plate issued 2 under this section while providing a continuous revenue source to benefit the Foundation; 3 and 4 [(3)] (III) A schedule under which the Administration will transfer to the 5 Foundation revenue collected on the Foundation’s behalf. 6 (2) BEGINNING IN FISCAL Y EAR 2025, AND FOR EACH FISCAL YEAR 7 THEREAFTER , THE GOVERNOR SHALL INCLUD E IN THE ANNUAL BUDG ET BILL AN 8 AMOUNT FOR THE MARYLAND AGRICULTURAL EDUCATION FOUNDATION, INC. 9 EQUAL TO THE AVERAGE AMOUNT DISBURSED UND ER PARAGRAPH (1)(III) OF THIS 10 SUBSECTION IN THE THIRD IMMEDIA TELY PRECEDING FROM FISCAL YEAR 2017 11 THROUGH FISCAL YEAR 2022, ADJUSTED FOR INFLATI ON BY THE CONSUMER PRICE 12 INDEX CPI–U FOR ALL URBAN CONSUMERS FOR THE BALTIMORE METROPOLITAN 13 STATISTICAL AREA, LESS THE AMOUNT DISB URSED UNDER PARAGRAPH (1)(III) OF 14 THIS SUBSECTION IN T HE SECOND IMMEDIATELY PRECEDIN G FISCAL YEAR IF THE 15 DIFFERENCE IS A POSI TIVE NUMBER. 16 SECTION 2.
