AN ACT concerning 1 
 
Natural Resources – Apprentice Hunting License – Alterations 2 
 
FOR the purpose of authorizing the Department of Natural Resources to issue an apprentice 3 
hunting license to a person under a certain age who has previously been issued an 4 
apprentice hunting license under certain circumstances; and generally relating to the 5 
apprentice hunting license.    6

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18

10–301. 20 
 
 (d) A person who wishes to obtain a hunting license shall complete and submit an 21 
application to the Department or to any person designated by the Department to issue a 22 
hunting license. 23

 (e) An applicant for a license issued under this section shall provide all the 1 
information required by the Department, including the last four digits of the applicant’s 2 
Social Security number, if the applicant has a Social Security number. 3 
 
 (f) Before a hunting license may be issued the applicant for the license shall 4 
acknowledge, as a component of the application, that a hunting license does not of itself 5 
permit an individual to hunt on private property. 6 
 
 (g) (1) (I) There shall be the following types of hunting licenses in the 7 
State[:]. 8 
 
 [(i)] (II) 1. [A] THERE IS A resident hunting license that 9 
enables the purchaser to hunt all legal game birds and mammals during any appropriate 10 
season in Maryland without the purchase of additional stamps, unless the purchaser is 11 
hunting migratory game birds or deer during bow and arrow season or black powder season. 12 
 
 2. To hunt migratory game birds the purchaser must also buy 13 
a Maryland migratory game bird stamp and to hunt wild waterfowl the purchaser must buy 14 
both a Maryland migratory game bird stamp and a federal migratory bird hunting and 15 
conservation stamp.  16 
 
 3. To hunt deer during bow and arrow season and black 17 
powder season the purchaser must also purchase a bow and arrow or black powder stamp. 18 
 
 [(ii)] (III) 1. [A] THERE IS A nonresident hunting license that 19 
enables the purchaser to hunt all legal game birds and mammals during any appropriate 20 
season without the purchase of additional stamps unless the purchaser is hunting migratory 21 
game birds or deer during bow and arrow season or black powder season. 22 
 
 2. This license enables the purchaser to hunt migratory game 23 
birds only with the purchase of a Maryland migratory game bird stamp and to hunt wild 24 
waterfowl only with the purchase of both a Maryland migratory game bird stamp and a 25 
federal migratory bird hunting and conservation stamp. 26 
 
 3. This license enables the purchaser to hunt deer during bow 27 
and arrow season and black powder season only with the purchase of a nonresident bow and 28 
arrow or black powder stamp.  29 
 
 [(iii)] (IV) 1. [A] THERE IS A nonresident 3–day hunting license 30 
that enables the purchaser to hunt all legal game birds and mammals except deer and 31 
turkey for the 3 consecutive legal hunting days in a single season that are specified on the 32 
license by the issuing agent.  33 
 
 2. The purchaser must also purchase a Maryland migratory 34 
game bird stamp to hunt migratory game birds and a federal migratory bird hunting and 35 
conservation stamp to hunt wild waterfowl with this license. 36   	SENATE BILL 91 	3 
 
 
 
 3. Under no circumstance does this license authorize the 1 
purchaser to hunt deer and turkey. 2 
 
 [(iv)] (V) 1. A. [An] THERE IS AN apprentice hunting 3 
license that enables the purchaser to hunt all legal game birds and mammals in a single 4 
season without the purchase of additional stamps unless the purchaser is hunting migratory 5 
game birds or deer during bow and arrow season or black powder season. 6 
 
 B. This license enables the purchaser to hunt migratory game 7 
birds only with the purchase of a Maryland migratory game bird stamp and to hunt wild 8 
waterfowl only with the purchase of both a Maryland migratory game bird stamp and a 9 
federal migratory bird hunting and conservation stamp. 10 
 
 C. This license enables the purchaser to hunt deer during bow 11 
and arrow season and black powder season only with the purchase of a bow and arrow or 12 
black powder stamp. 13 
 
 2. A. A person may obtain an apprentice hunting license 14 
on satisfactory completion of a short online or electronic course of instruction in competency 15 
in firearms and hunter safety approved by the Department. 16 
 
 B. A person may hunt under an apprentice hunting license 17 
only if accompanied and directly supervised by another person who is at least 18 years of 18 
age and possesses a valid resident nonapprentice hunting license issued under this subtitle. 19 
 
 C. A person who accompanies and directly supervises an 20 
apprentice hunting licensee shall maintain close visual and verbal contact with, provide 21 
adequate direction to, and be in a position to immediately assume control of the firearm of 22 
the apprentice hunting licensee.  23 
 
 3. Except for a person participating in a junior hunt approved 24 
by the Department, an apprentice hunting licensee who has obtained a certificate of 25 
competency in firearms and hunter safety under § 10–301.1 of this subtitle may hunt 26 
without supervision. 27 
 
 4. [An] EXCEPT AS PROVIDED IN SUBSUBPARAGRAPH 5 28 
OF THIS SUBPARAGRAPH , AN apprentice hunting license: 29 
 
 A. May be issued to a person only once in the person’s lifetime; 30 
 
 B. May not be renewed; and 31 
 
 C. May not be issued to a person who has previously been 32 
issued any hunting license under this subtitle. 33

 5. A. NOTWITHSTANDING SUBSU BPARAGRAPH 4 OF 1 
THIS SUBPARAGRAPH , THE DEPARTMENT MAY ISSUE AN APPRENTICE HUNTIN G 2 
LICENSE TO A PERSON UNDER THE AGE OF 17 YEARS WHO HAS PREVIO USLY BEEN 3 
ISSUED AN APPRENTI CE HUNTING LICENSE. 4 
 
 B. THE DEPARTMENT SHALL REQU IRE AN APPLICANT 5 
FOR A SECOND OR SUBSEQUENT APPRENTICE HUNTING L ICENSE UNDER THIS 6 
SUBSUBPARAGRAPH TO REPEAT THE COURSE OF INSTRUCTION IN CO MPETENCY IN 7 
FIREARMS AND HUNTER SAFETY SPECIFIED UND ER SUBSUBPAR AGRAPH 2A OF THIS 8 
SUBPARAGRAPH . 9 
 
 (2) Residents may purchase a senior hunting license beginning in the 10 
calendar year in which they attain the age of 65. 11 
 
 (3) A nonresident of any age must purchase either a nonresident hunting 12 
license or a nonresident 3–day hunting license to hunt in the State. 13 
 
 (4) Subject to paragraph (6) of this subsection, the fees for hunting licenses 14 
are according to the following schedule: 15 
 
 (i) Resident, junior, under the age of 16 years ...................... $ 10.50 16 
 
 (ii) Resident, regular, at least 16 years old and under the age of 65 17

 (6) The Department shall establish a program to provide discounted 7 
hunting licenses and any associated State–issued stamps or permits to Maryland residents 8 
who are recipients of the Purple Heart Award. 9 
 
 (i) A hunting license shall be valid for the period August 1 through July 31, of 10 
each year. 11 
 
 (j) A hunting license may not be transferred to any other person. 12 
 
 (k) Upon issuing any hunting license, the Department shall furnish the licensee 13 
with a list of the names and addresses of every general hospital in the State which offers 14 
emergency medical treatment. 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 16 
1, 2023. 17
