PROVIDING OR DISPATC HING CUSTOMER 8 ASSISTANCE; 9 (15) ESTABLISH MINIMUM HO URS OF OPERATION FOR EV CHARGING 10 STATIONS; 11 (16) REQUIRE PROACTIVE MO NITORING OF EV SUPPLY EQUIPMENT 12 AND EV CHARGING STATIONS ; 13 (17) ESTABLISH STANDARDS AND PROCEDURES FOR ACCURATE FIELD 14 STANDARDS IN ACCORDANCE WITH T HE MOST RECENT EDITION OF THE NATIONAL 15 INSTITUTE OF STANDARDS AND TECHNOLOGY HANDBOOK 44; 16 (18) IF DETERMINED APPROP RIATE BY THE COMPTROLLER , 17 ESTABLISH STANDARDS FOR THE USE OF: 18 (I) COMBINED CHARGING SY STEMS, UNDER WHICH A 19 STANDARD EV CHARGING CONNECTOR ALLOWS A DIRECT CURR ENT FAST CHARGER 20 TO CONNECT TO , COMMUNICATE WITH , AND CHARGE AN ELECTR IC VEHICLE; OR 21 (II) NORTH AMERICAN CHARGING SYS TEMS, UNDER WHICH A 22 TESLA STANDARD EV CHARGING CONNECTOR ALLOWS A DIRECT CURR ENT FAST 23 CHARGER TO CONNECT T O, COMMUNICATE WITH , AND CHARGE AN ELECTR IC 24 VEHICLE; AND 25 (19) ESTABLISH CIVIL PENA LTIES FOR NONCOMPLIA NCE WITH THE 26 REGULATIONS . 27 (C) REGULATIONS ADOPTED I N ACCORDANCE WITH TH IS SECTION SHALL: 28 6 HOUSE BILL 1028 (1) COMPLY WITH THE FEDERAL HIGHWAY ADMINISTRATION ’S 1 NATIONAL ELECTRIC VEHICLE INFRASTRUCTURE FORMULA PROGRAM; AND 2 (2) PROVIDE A DELAYED AP PLICABILITY DATE FOR EV SUPPLY 3 EQUIPMENT INSTALLED BEFORE THE DATE THE REGULATIONS ARE INIT IALLY 4 ADOPTED. 5 Article – Public Utilities 6 7–901. 7 (a) In this subtitle the following words have the meanings indicated. 8 (b) “EV charging network” means the total number of EV charging stations an 9 electric company installs or maintains for public use. 10 (e) “Level 2 charging” means the ability to charge a battery or other energy 11 storage device in an electric vehicle in a manner that: 12 (1) is capable of using an alternating current electrical service with a 13 minimum of 208 volts; and 14 (2) meets applicable industry safety standards. 15 SECTION 2. AND BE IT FURTHER ENACTED, That on or before January 15, 2025, 16 the Comptroller, in consultation with the Public Service Commission, shall submit a report 17 to the General Assembly, in accordance with § 2–1257 of the State Government Article, on: 18 (1) the progress made in developing the regulations required under Section 19 1 of this Act; and 20 (2) the resources required for the enforcement of the regulations required 21 under Section 1 of this Act. 22 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 23 1, 2024. 24
