Public Safety Answering Point Personnel 9–1–1 Trust Fund – Purposes – 2 
Training in Telecommunications Cardiopulmonary Resuscitation 3 
 
FOR the purpose of requiring the Maryland 9–1–1 Board to establish training standards 4 
for public safety answering point personnel concerning telecommunications 5 
cardiopulmonary resuscitation; altering the purposes of the 9–1–1 Trust Fund to 6 
include funding the costs of certain telecommunications cardiopulmonary 7 
resuscitation training; and generally relating to training in telecommunications 8 
cardiopulmonary resuscitation for public safety answering point personnel. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6 
That the Laws of Maryland read as follows: 7 
 
Article – Public Safety 8 
 
1–306. 9 
 
 (a) The Board shall coordinate the enhancement of county 9–1–1 systems. 10 
 
 (b) The Board’s responsibilities include: 11 
 
 (15) establishing training standards for public safety answering point 12 
personnel based on national best practices, including training concerning: 13 
 
 (i) Next Generation 9–1–1 topics; 14 
 
 (ii) individual psychological well–being and resilience; [and] 15 
 
 (iii) subject to subsection (e)(2) of this section, implicit bias training; 16 
AND 17 
 
 (IV) HIGH QUALITY TELECOM	MUNICATIONS 18 
CARDIOPULMONARY RESU SCITATION INSTRUCTIO N THAT: 19 
 
 1. UTILIZES THE MOST CU	RRENT NATIONALLY 20 
RECOGNIZED EMERGENCY CARDIOVASCULAR CARE GUIDELINES; 21 
 
 2. INCLUDES RECOGNITION PROTOCOLS FOR 22 
OUT–OF–HOSPITAL CARDIAC ARR EST; 23 
 
 3. INCLUDES CONTINUING 	INSTRUCTION ON 24 
COMPRESSION –ONLY CARDIOPULMONARY RESUSCITATION ; AND 25 
 
 4. ENABLES TRAINEES TO PROVIDE RECOMMENDATI ONS 26 
FOR TRAINING IMPROVE MENT; 27

 (a) There is a 9–1–1 Trust Fund. 29   	HOUSE BILL 1092 	3 
 
 
 
 (b) (2) Subject to paragraph (3) of this subsection, in addition to the purposes 1 
described under paragraph (1) of this subsection, the purposes of the 9–1–1 Trust Fund 2 
include funding: 3 
 
 (viii) costs to maintain the cybersecurity of 9–1–1 systems, enhanced 4 
9–1–1 systems, and Next Generation 9–1–1 services; [and] 5 
 
 (ix) costs of 9–1–1 specialist recruitment activities as described in § 6 
1–306(b)(17) of this subtitle; AND 7 
 
 (X) COSTS OF TELECOMMUNI CATIONS CARDIOPULMON ARY 8 
RESUSCITATION TRAINING AS DESCRIBED IN § 1–306(B)(15)(IV) OF THIS SUBTITLE . 9 
 
 (3) Funding allocated in accordance with paragraph (2) of this subsection 10 
may not be utilized for: 11 
 
 (i) the payment of the salary of public safety answering point 12 
personnel or county personnel; or 13 
 
 (ii) any purpose associated with the 9–8–8 suicide prevention 14 
hotline. 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 16 
October 1, 2024.  17
