Environment – Cox Creek Citizens Oversight Committee – Membership 2 
Alterations 3 
 
FOR the purpose of altering the membership of the Cox Creek Citizens Oversight 4 
Committee; requiring the Committee to provide certain input and recommendations 5 
to the Maryland Port Administration regarding certain management of dredged 6 
material; and generally relating to the Cox Creek Citizens Oversight Committee. 7 
 
BY repealing and reenacting, with amendments, 8 
 Article – Environment 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14 
 
Article – Environment 15 
 
5–1102.1. 16 
 
 (a) (1) The Governor shall appoint a Cox Creek Citizens Oversight Committee. 17 
  2 	SENATE BILL 20  
 
 
 (2) The terms of the members of the Oversight Committee shall be 1 
determined by the Governor. 2 
 
 (b) The Oversight Committee shall be composed of the following members: 3 
 
 (1) 2 members of the North County Land Trust 1 MEMBER OF THE LAND 4 
TRUST THAT HOLDS THE CONSERVATION EASEMEN T OF THE COX CREEK FOREST 5 
CONSERVATION EASEMENT AREA; 6 
 
 (2) 1 delegate to the Greater Pasadena Council who represents a 7 
waterfront community; 8 
 
 (3) 1 member of the Pasadena Sport Fishermen’s Group; 9 
 
 (4) 1 member of the Anne Arundel County Watermen’s Association 10 
INDIVIDUAL WHO REPRESENTS RECREATIO NAL BIRDING IN ANNE ARUNDEL 11 
COUNTY; 12 
 
 (5) [1 member of the Maryland Saltwater Sport Fishermen’s Association; 13 
 
 (6)] 1 individual who represents the pleasure boating industry in Anne 14 
Arundel County; 15 
 
 [(7)] (6) 1 member of the Pasadena Business Association; 16 
 
 [(8)] (7) 1 member of the Restore Rock Creek organization; 17 
 
 [(9)] (8) 1 member of the [South Baltimore Business Alliance] 18 
BALTIMORE INDUSTRIAL GROUP; 19 
 
 (9) 1 MEMBER OF THE STONEY BEACH ASSOCIATION 2 INDIVIDUALS 20 
WHO REPR ESENT A WATERFRONT C OMMUNITY IN THE NORT HERN PART OF ANNE 21 
ARUNDEL COUNTY; 22 
 
 (10) 1 MEMBER OF THE RIVIERA BEACH RESIDENTS COUNCIL; 23 
 
 [(10)] (11) 1 resident of legislative district 31; and 24 
 
 [(11)] (12) 1 resident of legislative district 46. 25 
 
 (c) The Oversight Committee shall: 26 
 
 (1) Monitor the redeposit of Anne Arundel County dredged material and 27 
other dredged material in the Cox Creek area MANAGEMENT OF DREDGE D MATERIAL 28 
AT THE COX CREEK DREDGED MATERIAL CONTAINMENT FACILITY; 29   	SENATE BILL 20 	3 
 
 
 
 (2) (I) Hear and disp ose ADVISE THE MARYLAND PORT 1 
ADMINISTRATION of complaints lodged by individuals affected by the redeposit of Anne 2 
Arundel County dredged material and other dredged material in the Cox Creek area; and 3 
 
 (II) PROVIDE INPUT AND FEE DBACK TO THE MARYLAND PORT 4 
ADMINISTRATION REGARD ING THE MANAGEMENT O F DREDGED MATERIAL A T THE 5 
COX CREEK DREDGED MATERIAL CONTAINMENT FACILITY; AND 6 
 
 (III) MAKE RECOMMENDATIONS TO THE MARYLAND PORT 7 
ADMINISTRATION ON THE POTENTIAL IMPACT THA T ACTIVITIES AT THE 8 
CONTAINMENT FACILITY MAY HAVE ON NEARBY C OMMUNITIES AND NATUR AL 9 
RESOURCES; AND  10 
 
 (3) Appoint a member from the Committee to serve as a liaison to the 11 
Innovative [Use Advisory Council] REUSE COMMITTEE. 12 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 13 
October July 1, 2024.  14
