AN ACT concerning 1 
 
Public Safety – Board of Boiler Rules – Sunset Extension Membership, Sunset 2 
Extension, and Report 3 
 
FOR the purpose of altering the membership of the Board of Boiler Rules; extending the 4 
termination date for the Board of Boiler Rules; requiring the Maryland Department 5 
of Labor to submit a certain report to the Joint Audit and Evaluation Committee on 6 
or before a certain date; and generally relating to the Board of Boiler Rules. 7 
 
BY repealing and reenacting, without amendments, 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19

Article – Public Safety 1 
 
12–901. 2 
 
 (a) In this subtitle the following words have the meanings indicated. 3 
 
 (c) “Board” means the Board of Boiler Rules. 4 
 
12–904. 5 
 
 (b) (1) The Board consists of the following [10] members: 6 
 
 (i) as an ex officio member, the Commissioner; and 7 
 
 (ii) [nine] 10 members appointed by the Governor with the advice of 8 
the Secretary and with the advice and consent of the Senate. 9 
 
 (2) Of the [nine] 10 appointed members of the Board: 10 
 
 (i) one shall be a representative of owners and users of power 11 
boilers; 12 
 
 (ii) one shall be a representative of owners of agricultural, model, or 13 
historical steam engine equipment; 14 
 
 (iii) one shall be a representative of owners and users of pressure 15 
vessels; 16 
 
 (iv) one shall be a representative of manufacturers or assemblers of 17 
boilers or pressure vessels; 18 
 
 (v) one shall be a representative of an insurer authorized to insure 19 
boilers or pressure vessels; 20 
 
 (vi) one shall be a mechanical engineer on the faculty of a recognized 21 
engineering college in the State; 22 
 
 (vii) one shall be a stationary engineer; 23 
 
 (viii) one shall be a professional engineer with boiler or pressure vessel 24 
experience; [and] 25 
 
 (ix) one shall be a consumer member; AND 26

 (X) ONE SHALL BE A REPRE SENTATIVE WITH AT LE AST 10 1 
YEARS OF EXPERIENCE IN CONSTRUCTING, INSTALLING, AND REPAIRING BOILER S 2 
AND PRESSURE VESSELS .  3 
 
12–919. 4 
 
 Subject to the evaluation and reestablishment provisions of the Maryland Program 5 
Evaluation Act, § 12–904 of this subtitle shall terminate on July 1, [2024] 2034 2029. 6 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That, on or before July 1, 2025, the 7 
Department of Labor shall submit a report to the Joint Audit and Evaluation Committee, 8 
in accordance with § 2–1257 of the State Government Article, with information regarding 9 
the Board of Boiler Rules as determined by the Joint Audit and Evaluation Committee.  10 
 
 SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 11 
June 1, 2024. 12
