[Brackets] indicate matter deleted from existing law. *sb0341* SENATE BILL 341 P1 4lr2327 CF 4lr2288 By: Senator McCray Introduced and read first time: January 12, 2024 Assigned to: Education, Energy, and the Environment A BILL ENTITLED AN ACT concerning 1 Commission on African American History and Culture – Museum Name Change 2 FOR the purpose of altering the name of a certain museum operated by the Commission on 3 African American History and Culture in certain provisions of law; and generally 4 relating to the museum operated by the Commission on African American History 5 and Culture. 6 BY repealing and reenacting, with amendments, 7 Article – State Government 8 Section 9–3707 and 9–3708 9 Annotated Code of Maryland 10 (2021 Replacement Volume and 2023 Supplement) 11 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 That the Laws of Maryland read as follows: 13 Article – State Government 14 9–3707. 15 (a) The Commission shall: 16 (1) initiate, direct, and coordinate projects that further the understanding 17 of African American history and culture; 18 (2) receive and administer any available federal, State, or private money 19 to plan and execute projects or educational activities that further the understanding of 20 African American history and culture; 21 2 SENATE BILL 341 (3) operate the [Banneker–Douglass] BANNEKER–DOUGLASS–TUBMAN 1 Museum in Annapolis to house and display photographs, objects, oral history tapes, 2 artifacts, and other materials of African American historic and cultural significance; 3 (4) locate, preserve, and disseminate to the public information about 4 significant buildings and sites relating to African American history and culture; and 5 (5) publish an annual report and any other material that the Commission 6 considers necessary. 7 (b) The Commission may provide operational funding to a museum that 8 specializes in African American history and culture. 9 9–3708. 10 (a) (1) The Commission may seek money from the federal government, 11 foundations, and private sources in addition to State financing. 12 (2) The Commission may accept gifts, grants, donations, bequests, or 13 endowments for any of its purposes. 14 (b) Money received under subsection (a) of this section, income from the operation 15 of the [Banneker–Douglass] BANNEKER–DOUGLASS–TUBMAN Museum, and money 16 from educational materials and activities of the Commission are not subject to § 7–302 of 17 the State Finance and Procurement Article. 18 (c) For each fiscal year, the Governor shall include in the annual budget bill an 19 appropriation of $1,600,000 for the Commission. 20 (d) Money maintained under this section is subject to audit by the State, including 21 the Legislative Auditor. 22 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 23 October 1, 2024. 24
