AN ACT concerning 1 
 
Higher Education – MPowering Joint Steering Council – Funding 2 
 
FOR the purpose of requiring the Governor to include a certain appropriation in the annual 3 
State budget bill for the MPowering Joint Steering Council to use exclusively on the 4 
University of Maryland Institute for Health Computing; and generally relating to 5 
the MPowering Joint Steering Council. 6

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18 
 
Article – Education 19

 (a) In this subtitle the following words have the meanings indicated. 21 
 
 (c) “Council” means the MPowering Joint Steering Council established under § 22 
12–304 of this subtitle. 23

 (a) There is an MPowering Joint Steering Council. 2 
 
 (b) The Council consists of members appointed by the President of the College 3 
Park Campus and the President of the Baltimore Campus. 4 
 
 (c) The Council shall: 5 
 
 (1) Develop guidelines for faculty appointments that are joint between the 6 
College Park Campus and the Baltimore Campus; 7 
 
 (2) Make recommendations to the presidents on joint faculty 8 
appointments; 9 
 
 (3) Make recommendations to the presidents identifying competitor state 10 
peers for the University of Maryland; 11 
 
 (4) Establish a process by which undergraduate and graduate programs 12 
are evaluated to determine whether the students, the University of Maryland, and the 13 
State would benefit from alignment and collaboration and make recommendations to the 14 
presidents; 15 
 
 (5) Carry out the programs and policies established under the MPower 16 
program as directed by the presidents; 17 
 
 (6) Explore opportunities to create registered apprenticeship programs in 18 
nursing and other fields that include integration of high school career and technology 19 
education programs and University of Maryland graduate and undergraduate programs; 20 
and 21 
 
 (7) Perform any other duties assigned by the presidents. 22 
 
 (d) (1) The Governor shall include in the annual State budget for the Council 23 
a General Fund appropriation in the following amounts: 24 
 
 (i) $2,000,000 in fiscal year 2021; 25 
 
 (ii) $4,000,000 in fiscal year 2022; 26 
 
 (iii) $6,000,000 in fiscal year 2023; 27 
 
 (iv) $8,000,000 in fiscal year 2024; and 28 
 
 (v) $10,000,000 in fiscal year 2025 and each fiscal year thereafter. 29

 (2) The Governor shall include in the annual State budget for the 1 
University of Maryland Baltimore County, to further its mission as a research university 2 
and to complement the economic development and research activities of the MPowering 3 
Joint Steering Council, a General Fund appropriation in the following amounts: 4 
 
 (i) $400,000 in fiscal year 2021; 5 
 
 (ii) $800,000 in fiscal year 2022; 6 
 
 (iii) $1,200,000 in fiscal year 2023; 7 
 
 (iv) $1,600,000 in fiscal year 2024; and 8 
 
 (v) $2,000,000 in fiscal year 2025 and each year thereafter. 9 
 
 (3) THE GOVERNOR SHALL INCLUD E IN THE ANNUAL STATE BUDGET 10 
FOR THE COUNCIL TO USE EXCLUS IVELY ON THE UNIVERSITY OF MARYLAND 11 
INSTITUTE FOR HEALTH COMPUTING A GENERAL FUND APPROPRIATION IN THE 12 
FOLLOWING AMOUNTS : 13 
 
 (I) $1,500,000 IN FISCAL YEAR 2026; 14 
 
 (II) $3,000,000 IN FISCAL YEAR 2027; 15 
 
 (III) $4,500,000 IN FISCAL YEAR 2028; AND 16 
 
 (IV) $6,000,000 IN FISCAL YEAR 2029 AND EACH YEAR 17 
THEREAFTER . 18 
 
 (4) The money appropriated under paragraphs (1), (2), and [(2)] (3) of this 19 
subsection is supplemental to and may not take the place of funding that otherwise would 20 
be appropriated for the Council or the University of Maryland Baltimore County. 21 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22 
1, 2024. 23
