BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 That the Laws of Maryland read as follows: 18 Article – Education 19 12–301. 20 2 SENATE BILL 376 (a) In this subtitle the following words have the meanings indicated. 1 (c) “Council” means the MPowering Joint Steering Council established under § 2 12–304 of this subtitle. 3 12–304. 4 (a) There is an MPowering Joint Steering Council. 5 (b) The Council consists of members appointed by the President of the College 6 Park Campus and the President of the Baltimore Campus. 7 (c) The Council shall: 8 (1) Develop guidelines for faculty appointments that are joint between the 9 College Park Campus and the Baltimore Campus; 10 (2) Make recommendations to the presidents on joint faculty 11 appointments; 12 (3) Make recommendations to the presidents identifying competitor state 13 peers for the University of Maryland; 14 (4) Establish a process by which undergraduate and graduate programs 15 are evaluated to determine whether the students, the University of Maryland, and the 16 State would benefit from alignment and collaboration and make recommendations to the 17 presidents; 18 (5) Carry out the programs and policies established under the MPower 19 program as directed by the presidents; 20 (6) Explore opportunities to create registered apprenticeship programs in 21 nursing and other fields that include integration of high school career and technology 22 education programs and University of Maryland graduate and undergraduate programs; 23 and 24 (7) Perform any other duties assigned by the presidents. 25 (d) (1) The Governor shall include in the annual State budget for the Council 26 a General Fund appropriation in the following amounts: 27 (i) $2,000,000 in fiscal year 2021; 28 (ii) $4,000,000 in fiscal year 2022; 29 (iii) $6,000,000 in fiscal year 2023; 30 SENATE BILL 376 3 (iv) $8,000,000 in fiscal year 2024; and 1 (v) $10,000,000 in fiscal year 2025 and each fiscal year thereafter. 2 (2) The Governor shall include in the annual State budget for the 3 University of Maryland Baltimore County, to further its mission as a research university 4 and to complement the economic development and research activities of the MPowering 5 Joint Steering Council, a General Fund appropriation in the following amounts: 6 (i) $400,000 in fiscal year 2021; 7 (ii) $800,000 in fiscal year 2022; 8 (iii) $1,200,000 in fiscal year 2023; 9 (iv) $1,600,000 in fiscal year 2024; and 10 (v) $2,000,000 in fiscal year 2025 and each year thereafter. 11 (3) THE GOVERNOR SHALL INCLUD E IN THE ANNUAL STATE BUDGET 12 FOR THE COUNCIL TO USE EXCLUS IVELY ON THE UNIVERSITY OF MARYLAND 13 INSTITUTE FOR HEALTH COMPUTING A GENERAL FUND APPROPRIATION IN THE 14 FOLLOWING AMOUNTS : 15 (I) $1,500,000 IN FISCAL YEAR 2026; 16 (II) $3,000,000 IN FISCAL YEAR 2027; 17 (III) $4,500,000 IN FISCAL YEAR 2028; AND 18 (IV) $6,000,000 IN FISCAL YEAR 2029 AND EACH YEAR 19 THEREAFTER . 20 (4) The money appropriated under paragraphs (1), (2), and [(2)] (3) of this 21 subsection is supplemental to and may not take the place of funding that otherwise would 22 be appropriated for the Council or the University of Maryland Baltimore County. 23 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 24 1, 2024. 25
