CHAPTER ______ AN ACT concerning 1 Higher Education – University of Maryland School of Medicine and MPowering 2 Joint Steering Council – Funding 3 FOR the purpose of requiring the Governor to include a certain appropriation in the annual 4 State budget bill for the University of Maryland School of Medicine to provide certain 5 clinical care at the University of Maryland Capital Region Medical Center and the 6 MPowering Joint Steering Council to use exclusively on the University of Maryland 7 Institute for Health Computing; and generally relating to the University of Maryland 8 School of Medicine and the MPowering Joint Steering Council. 9 BY repealing and reenacting, with amendments, 10 Article – Education 11 Section 12–120 and 12–304 12 Annotated Code of Maryland 13 (2022 Replacement Volume and 2023 Supplement) 14 2 SENATE BILL 376 BY repealing and reenacting, without amendments, 1 Article – Education 2 Section 12–301(a) and (c) 3 Annotated Code of Maryland 4 (2022 Replacement Volume and 2023 Supplement) 5 BY repealing and reenacting, with amendments, 6 Article – Education 7 Section 12–304 8 Annotated Code of Maryland 9 (2022 Replacement Volume and 2023 Supplement) 10 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11 That the Laws of Maryland read as follows: 12 Article – Education 13 12–120. 14 (a) The University of Maryland School of Medicine shall provide clinical care at 15 the University of Maryland Capital Region Medical Center by assigning to the Center faculty 16 who specialize in identified essential areas. 17 (b) (1) [For fiscal years 2023 through 2025] EACH FISCAL YEAR , the Governor 18 shall include in the annual budget bill an appropriation of at least $5,000,000 to implement 19 the provisions of this section. 20 (2) Funds provided in accordance with this subsection shall supplement 21 and may not supplant any other funding provided to the University of Maryland School of 22 Medicine. 23 12–301. 24 (a) In this subtitle the following words have the meanings indicated. 25 (c) “Council” means the MPowering Joint Steering Council established under § 26 12–304 of this subtitle. 27 12–304. 28 (a) There is an MPowering Joint Steering Council. 29 (b) The Council consists of members appointed by the President of the College 30 Park Campus and the President of the Baltimore Campus. 31 (c) The Council shall: 32 SENATE BILL 376 3 (1) Develop guidelines for faculty appointments that are joint between the 1 College Park Campus and the Baltimore Campus; 2 (2) Make recommendations to the presidents on joint faculty 3 appointments; 4 (3) Make recommendations to the presidents identifying competitor state 5 peers for the University of Maryland; 6 (4) Establish a process by which undergraduate and graduate programs 7 are evaluated to determine whether the students, the University of Maryland, and the 8 State would benefit from alignment and collaboration and make recommendations to the 9 presidents; 10 (5) Carry out the programs and policies established under the MPower 11 program as directed by the presidents; 12 (6) Explore opportunities to create registered apprenticeship programs in 13 nursing and other fields that include integration of high school career and technology 14 education programs and University of Maryland graduate and undergraduate programs; 15 and 16 (7) Perform any other duties assigned by the presidents. 17 (d) (1) The Governor shall include in the annual State budget for the Council 18 a General Fund appropriation in the following amounts: 19 (i) $2,000,000 in fiscal year 2021; 20 (ii) $4,000,000 in fiscal year 2022; 21 (iii) $6,000,000 in fiscal year 2023; 22 (iv) $8,000,000 in fiscal year 2024; and 23 (v) $10,000,000 in fiscal year 2025 and each fiscal year thereafter. 24 (2) The Governor shall include in the annual State budget for the 25 University of Maryland Baltimore County, to further its mission as a research university 26 and to complement the economic development and research activities of the MPowering 27 Joint Steering Council, a General Fund appropriation in the following amounts: 28 (i) $400,000 in fiscal year 2021; 29 (ii) $800,000 in fiscal year 2022; 30 4 SENATE BILL 376 (iii) $1,200,000 in fiscal year 2023; 1 (iv) $1,600,000 in fiscal year 2024; and 2 (v) $2,000,000 in fiscal year 2025 and each year thereafter. 3 (3) THE GOVERNOR SHALL INCLUD E IN THE ANNUAL STATE BUDGET 4 FOR THE COUNCIL TO USE EXCLUS IVELY ON THE UNIVERSITY OF MARYLAND 5 INSTITUTE FOR HEALTH COMPUTING A GENERAL FUND APPROPRIATION IN THE 6 FOLLOWING AMOUNTS : 7 (I) $1,500,000 IN FISCAL YEAR 2026; 8 (II) $3,000,000 IN FISCAL YEAR 2027; 9 (III) $4,500,000 IN FISCAL YEAR 2028; AND 10 (IV) $6,000,000 IN FISCAL YEAR 2029 AND EACH YEAR 11 THEREAFTER . 12 (4) The money appropriated under paragraphs (1), (2), and [(2)] (3) of this 13 subsection is supplemental to and may not take the place of funding that otherwise would 14 be appropriated for the Council or the University of Maryland Baltimore County. 15 SECTION 2.
