BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 That the Laws of Maryland read as follows: 18 Article – Education 19 18–2701. 20 (a) In this subtitle the following words have the meanings indicated. 21 (b) “Eligible individual” means an individual who is: 22 2 SENATE BILL 377 (1) Enrolled in the first or second year at an institution of initial eligibility; 1 and 2 (2) Interested in pursuing a career in the teaching profession. 3 (c) “Fund” means the Teacher Development and Retention Fund established 4 under this subtitle. 5 (d) “Institution of initial eligibility” means [an]: 6 (1) AN institution of higher education in the State where at least 40% of 7 the attendees receive federal Pell Grants; OR 8 (2) A COMMUNITY COLLEGE ES TABLISHED UNDER TITLE 16 OF THIS 9 ARTICLE. 10 (e) “Program” means the Teacher Development and Retention Program 11 established under this subtitle. 12 18–2702. 13 (a) (1) There is a Teacher Development and Retention Program. 14 (2) The Teacher Development and Retention Program is a pilot program 15 designed to incentivize a cohort of students to pursue a career in the teaching profession. 16 (b) (1) The purpose of the Program is to provide support to eligible individuals 17 who ultimately pledge to fulfill a service obligation as a teacher employed full–time in a 18 high–needs school, grade level, or content area in the State in which there is a shortage of 19 teachers, as identified by the Department. 20 (2) The Program shall provide financial support to eligible individuals 21 interested in pursuing a career in the teaching profession, beginning by offering eligible 22 individuals a one–time stipend for participation in an experiential learning opportunity in 23 a classroom and concluding by placing those individuals in high–needs schools, grade 24 levels, or content areas. 25 (c) The Office shall establish eligibility criteria for the Program, including 26 requirements for an applicant to: 27 (1) Be enrolled in the first or second year at an institution of initial 28 eligibility in an associate’s or a bachelor’s degree program; and 29 (2) Before receiving an educator internship stipend under § 18–2703 of this 30 subtitle, pledge to fulfill a service obligation as a teacher employed full–time in a 31 SENATE BILL 377 3 high–needs school, grade level, or content area in which there is a shortage of teachers, as 1 identified by the Department, for a minimum of 2 years. 2 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 3 1, 2024. 4
