FAITH–BASED ORGANIZATIONS . 16 (VII) IF AN ELIGIBLE NEIGHB ORHOOD HAS COMPLETED A RECENT 17 ASSESSMENT SIMILAR TO THE NEEDS ASSESSMENT REQUIRED UNDER THIS SECTION, 18 THE OFFICE MAY REQUIRE TH E ELIGIBLE NEIGHBORH OOD TO ONLY SUBMIT A N 19 ABBREVIATED NEEDS AS SESSMENT THAT ADDRES SES THE REQUIREMENTS OF THIS 20 SECTION. 21 (2) AT THE REQUEST OF THE LEAD PARTNER , THE OFFICE MAY ASSIST 22 THE LEAD PARTNER TO COMPLETE A NEEDS ASS ESSMENT. 23 (3) (I) THE LEAD PARTNER SHAL L SUBMIT THE NEEDS 24 ASSESSMENT TO THE OFFICE FOR APPROVAL . 25 (II) IF APPROVED , AND SUBJECT TO THE A VAILABILITY OF 26 FUNDS, THE OFFICE SHALL PROVIDE A NEIGHBORHOOD IMPLEMENT ATION GRANT, 27 IN AN AMOUNT DETERMI NED BY THE OFFICE, TO THE LEAD PARTNER WHO HAS MET 28 STANDARDS ESTABLISHE D BY THE OFFICE, TO COMPLETE THE ITEM S IN THE 29 ELIGIBLE NEIGHBORHOO D’S NEEDS ASSESSMENT . 30 12 SENATE BILL 482 (H) (F) THE OFFICE MAY CONSULT WI TH ENTITIES THAT IT DEE MS 1 RELEVANT TO SUPPORT ENOUGH PARTNERSHIPS . 2 9–2804. 3 (A) THE OFFICE MAY APPLY FOR , RECEIVE, AND SPEND GRANTS –IN–AID BY 4 THE FEDERAL GOVERNME NT OR ANY OF ITS AGE NCIES, THE PRIVATE SECTOR , OR 5 ANY OTHER FUNDS MADE AVAILABLE TO THE OFFICE FOR USE IN CARRYING OUT 6 THE POWERS AND DUTIE S OF THE SPECIAL SECRETARY OR THE OFFICE. 7 (B) BEGINNING IN FISCAL Y EAR 2025 AND IN EACH FISCAL Y EAR 8 THEREAFTER , THE OFFICE SHALL PREPARE AN ANNUAL REPORT OF THE ENOUGH 9 GRANT PROGRAM THAT I NCLUDES: 10 (1) ACCOUNTING OF FINANCIAL RE CEIPTS AND EXPENDITU RES; AND 11 (2) PROGRESS AND OUTCOME METRICS AS DEFINED B Y THE OFFICE. 12 (C) (1) ON OR BEFORE JUNE 1, 2027, THE OFFICE SHALL CONDUCT AN 13 EVALUATION OF THE ENOUGH GRANT PROGRAM AND RE PORT ITS FINDINGS TO 14 THE GOVERNOR AND , IN ACCORDANCE WITH § 2–1257 OF THIS ARTICLE , THE 15 GENERAL ASSEMBLY SENATE COMMITTEE ON EDUCATION, ENERGY, AND THE 16 ENVIRONMENT, THE HOUSE APPROPRIATIONS COMMITTEE, AND HEALTH AND 17 GOVERNMENT OPERATIONS COMMITTEE, AND THE JOINT COMMITTEE ON 18 CHILDREN, YOUTH, AND FAMILIES. 19 (2) THE REPORT MADE UNDER PARAGRAPH (1) OF THIS SUBSECTION 20 SHALL INCLUDE AN ANA LYSIS OF: 21 (I) THE PROGRESS MADE IN JURI SDICTIONS RECEIVING 22 ENOUGH GRANTS BASED ON THE OUTCOME METRICS PROD UCED BY THE GRANT 23 RECIPIENTS; 24 (II) THE IMPACT OF PROGRA M ACTIVITIES WITH RE SPECT TO 25 REDUCING THE NUMBER OF CHILDREN LIVING I N POVERTY; AND 26 (III) POLICY CHANGES E NACTED AT THE STATE AND LOCAL 27 LEVEL DESIGNED TO EN ABLE BETTER COORDINA TION AND EFFICACY . 28 9–2805. 29 (A) THERE IS AN ENOUGH GRANT FUND. 30 SENATE BILL 482 13 (B) THE PURPOSE OF THE FUND IS TO SUPPORT ENOUGH GRANTS MADE 1 BY THE OFFICE UNDER § 9–2803 OF THIS SUBTITLE. 2 (C) THE SPECIAL SECRETARY SHALL ADMIN ISTER THE FUND. 3 (D) (1) THE FUND IS A SPECIAL , NONLAPSING FUND THAT IS NOT 4 SUBJECT TO § 7–302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE. 5 (2) THE STATE TREASURER SHALL HOLD THE FUND SEPARATELY , 6 AND THE COMPTROLLER SHALL ACCOUNT FOR THE FUND. 7 (E) THE FUND CONSISTS OF : 8 (1) MONEY APPROPRIATED I N THE STATE BUDGET TO THE FUND; 9 (2) INTEREST EARNINGS ; AND 10 (3) ANY OTHER MONEY FROM ANY OTHER SOURCE ACC EPTED FOR 11 THE BENEFIT OF THE FUND. 12 (F) THE FUND MAY BE USED ONLY FOR ENOUGH GRANTS MADE UNDER § 13 9–2803 OF THIS SUBTITLE . 14 (G) (1) THE STATE TREASURER SHALL INVES T THE MONEY OF THE FUND 15 IN THE SAME MANNER A S OTHER STATE MONEY MAY BE IN VESTED. 16 (2) ANY INTEREST EARNINGS OF THE FUND SHALL BE CREDITE D TO 17 THE FUND. 18 (H) EXPENDITURES FROM THE FUND MAY BE MADE ONLY IN ACCORDANCE 19 WITH THE STATE BUDGET . 20 (I) FOR FISCAL YEAR 2026, THE GOVERNOR SHALL INCLUD E IN THE 21 ANNUAL BUDGET BILL A N APPROPRIATION OF AT LEAST $15,000,000 TO THE FUND. 22 (J) AN APPROPRIATION MADE UNDER SUBSEC TION (I) OF THIS SECTION IS 23 SUPPLEMENTAL TO AND NOT INTENDED TO TAKE THE PLACE OF ANY FED ERAL 24 FUNDING RECEIVED FOR PLACE–BASED SUPPORT . 25 SECTION 4. AND BE IT FURTHER ENACTED, That, on or before December 1, 26 2025, the Children’s Cabinet shall submit the State’s 3–year plan for children, youth, and 27 families, in accordance with § 2–1257 of the State Government Article, to the General 28 Assembly. 29 14 SENATE BILL 482 SECTION 5. AND BE IT FURTHER ENACTED, That on or before July 1, 2025, the 1 Governor’s Office for Children shall develop a public centralized database of all State, local, 2 and private resources available for children, youth, and families in the State. 3 SECTION 2. 6.
