Maryland Department of Labor – Report on Apprenticeship Mentoring Ratios 4 
 
FOR the purpose of requiring the Secretary of Labor to adopt regulations establishing a 5 
certain ratio of apprentices to journeypersons for each nontraditional trade 6 
occupation and newly registered occupation Maryland Department of Labor to 7 
submit a report to the General Assembly that analyzes the apprenticeship mentoring 8 
ratio for all nontraditional apprenticeable occupations in the State; and generally 9 
relating to apprenticeship standards and ratios of apprentices to journeypersons a 10 
report on apprenticeship mentoring ratios. 11

 (B) (1) SUBJECT TO PARAGRAPH (2) OF THIS SUBSECTION , THE 7 
SECRETARY SHALL ADOPT REGULATI ONS ESTABLISHING A R ATIO OF THREE 8 
APPRENTICES TO ONE J OURNEYPERSON FOR :  9 
 
 (I) EACH NONTRADITIONAL TRADE OCCUPATION ; AND 10 
 
 (II) EACH NEWLY REGISTERE D OCCUPATION . 11 
 
 (2) PARAGRAPH (1) OF THIS SUBSECTION D OES NOT APPLY WITH 12 
RESPECT TO AN OCCUPATION FOR WH ICH THE COUNCIL OR DIVISION HAS 13 
DETERMINED THAT THE RATIO REQUIRED UNDER PARAGRAPH (1) OF THIS 14 
SUBSECTION POSES A R ISK TO THE SAFETY OF WORKERS IN THE WORKP LACE. 15 
 
 (a) On or before October 1, 2024, the Maryland Department of Labor shall submit 16 
to the General Assembly, in accordance with § 2–1257 of the State Government Article, a 17 
report that analyzes the apprenticeship mentoring ratio for all nontraditional 18 
apprenticeable occupations in the State. 19 
 
 (b) The report shall include: 20 
 
 (1) the total number of apprentices and the number of apprentices by 21 
employer that participated in nontraditional apprenticeships, which are apprenticeship 22 
occupations outside of the building trades, in the immediately preceding fiscal year; 23 
 
 (2) an analysis of, including identification of, all nontraditional 24 
apprenticeship occupations that could operate with a higher than one–to–one mentorship 25 
ratio without posing a risk to the safety of workers in the workplace; 26 
 
 (3) a list of all apprenticeship ratio waiver requests received by the 27 
Maryland Apprenticeship and Training Council in the immediately preceding 5 calendar 28 
years, the respective outcomes for the requests, and the reasons for a denied waiver request; 29 
and 30

 (4) recommended strategies to streamline the expansion of apprenticeship 1 
ratios for all newly registered nontraditional apprenticeship occupations for the purpose of 2 
meeting the goals of the Apprenticeship 2030 Commission.  3 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 4 
October June 1, 2024.  5
