AN ACT concerning 1 
 
Frederick County – Alcoholic Beverages – Weinberg Center/New Spires Arts 2 
Stages Beer, Wine, and Liquor License 3 
 
FOR the purpose of altering the Class C (Weinberg Center) beer, wine, and liquor license 4 
in Frederick County to be the Class C (Weinberg Center/New Spires Arts Stages) 5 
beer, wine, and liquor license; expanding the licensed premises to include the New 6 
Spires Arts Stages; altering the officials who may sign a certain license application; 7 
authorizing the license holder to sell beer, wine, and liquor at an event held by a 8 
certain group that has rented a certain facility; and generally relating to alcoholic 9 
beverages in Frederick County. 10

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 21 
That the Laws of Maryland read as follows: 22  2 	SENATE BILL 563  
 
 
 
Article – Alcoholic Beverages and Cannabis 1 
 
20–102. 2 
 
 This title applies only in Frederick County. 3 
 
20–1015. 4 
 
 (a) There is a Class C (Weinberg Center/NEW SPIRES ARTS STAGES) beer, 5 
wine, and liquor license. 6 
 
 (b) The [president and two other officers] MANAGER of the Weinberg Center for 7 
the Arts OR THE NEW SPIRES ARTS STAGES, OR ANOTHER MUNICIPAL OFFICIAL 8 
DESIGNATED BY THE MAYOR OF THE CITY OF FREDERICK, shall sign the application 9 
for the license. 10 
 
 (c) The Board may issue the license for use by the nonprofit Weinberg Center for 11 
the Arts AT THE CENTER AND AT THE NEW SPIRES ARTS STAGES. 12 
 
 (d) (1) The license authorizes the license holder to sell beer, wine, and liquor 13 
at retail to a customer on the licensed premises. 14 
 
 (2) Beer, wine, and liquor may be consumed anywhere on the licensed 15 
premises. 16 
 
 (e) The license holder may sell beer, wine, and liquor from 1 hour before to 1 hour 17 
after: 18 
 
 (1) a performance; [or] 19 
 
 (2) a fund–raiser that benefits the Weinberg Center for the Arts OR THE 20 
NEW SPIRES ARTS STAGES; OR 21 
 
 (3) AN EVENT HOSTED BY A N OUTSIDE GROUP THAT H AS RENTED 22 
EITHER FACILITY . 23 
 
 (f) The annual license fee is $325. 24 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 25 
1, 2024. 26
