A BILL ENTITLED 
 
AN ACT concerning 1 
 
Department of Juvenile Services – Report on Shootings 2 
(Department of Juvenile Services Transparency Act of 2024) 3 
 
FOR the purpose of requiring the Department of Juvenile Services to report certain 4 
information regarding shootings of and by juveniles under the supervision of the 5 
Department to the Maryland General Assembly; and generally relating to the 6 
Department of Juvenile Services. 7 
 
BY adding to 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14 
 
Article – Human Services 15

 (A) ON OR BEFORE DECEMBER 1, 2024, AND EACH DECEMBER 1 17 
THEREAFTER , THE DEPARTMENT SHA LL REPORT, IN ACCORDANCE WITH § 2–1257 18 
OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY ON: 19 
 
 (1) THE NUMBER OF JUVENI LES UNDER THE DEPARTMENT ’S 20 
SUPERVISION IN THE PRECEDING YEA R WHO: 21 
 
 (I) WERE NONFATALLY SHOT ; 22 
  2 	SENATE BILL 652  
 
 
 (II) SHOT ANOTHER INDIVIDUAL ; OR 1 
 
 (III) WERE VICTIMS OF A HO MICIDE;  2 
 
 (2) THE ACTIONS THAT THE DEPARTMENT TOOK AFTER THE 3 
INCIDENTS DESCRIBED IN ITEM (1) OF THIS SUBSECTION , INCLUDING THE TIMELI NE 4 
OF THE ACTIONS; 5 
 
 (3) THE AGE OF EACH JUVE NILE DESCRIBED IN ITEM (1) OF THIS 6 
SUBSECTION; AND 7 
 
 (4) THE COUNTY OF RESIDENCE OF EACH JUVENILE DESCRI BED IN 8 
ITEM (1) OF THIS SUBSECTION. 9 
 
 (B) THE INITIAL REPORT SUBMITTED UNDER THIS SECTION SHALL 10 
INCLUDE A DESCRIPTIO N OF ANY ESTABLISHED PROCESS THAT THE DEPARTMENT 11 
USES AFTER AN INCIDE NT DESCRIBED IN SUBSECTION (A)(1) OF THIS SECTION 12 
OCCURS. 13 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 14 
October 1, 2024. 15
