Department of Juvenile Services – Report on Shootings 2 
(Department of Juvenile Services Transparency Act of 2024) 3 
 
FOR the purpose of requiring the Department of Juvenile Services to report certain 4 
information regarding shootings of and by juveniles under the supervision of the 5 
Department to the Commission on Juvenile Justice Reform and Emerging and Best 6 
Practices and the Maryland General Assembly; and generally relating to the 7 
Department of Juvenile Services. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15 
 
Article – Human Services 16

 (A) ON OR BEFORE DECEMBER 1, 2024, AND EACH DECEMBER 1 18 
THEREAFTER , THE DEPARTMENT SHALL REPO RT TO THE COMMISSION ON 19 
JUVENILE JUSTICE REFORM AND EMERGING AND BEST PRACTICES AND , IN 20  2 	SENATE BILL 652  
 
 
ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, TO THE 1 
GENERAL ASSEMBLY ON: 2 
 
 (1) THE NUMBER OF JUVENI LES UNDER THE DEPARTMENT ’S 3 
SUPERVISION IN THE P RECEDING YEAR WHO : 4 
 
 (I) WERE NONFATALLY SHOT ; 5 
 
 (II) SHOT ANOTHER INDIVIDU AL; OR 6 
 
 (III) WERE VICTIMS OF A HO MICIDE;  7 
 
 (2) THE ACTIONS THAT THE DEPARTMENT TOOK AFTER THE 8 
INCIDENTS DESCRIBED IN ITEM (1) OF THIS SUBSECTION , INCLUDING THE TIMELI NE 9 
OF THE ACTIONS ; 10 
 
 (3) THE AGE OF EACH JUVE NILE DESCRIBED IN ITEM (1) OF THIS 11 
SUBSECTION; AND 12 
 
 (4) THE COUNTY OF RESIDE NCE OF EACH JUVENILE DESCRIBED IN 13 
ITEM (1) OF THIS SUBSECTION . 14 
 
 (B) THE INITIAL REPORT SU BMITTED UNDER THIS S ECTION SHALL 15 
INCLUDE A DESCRIPTIO N OF ANY ESTABLISHED PROCESS THAT THE DEPARTMENT 16 
USES AFTER AN INCIDENT DE SCRIBED IN SUBSECTIO N (A)(1) OF THIS SECTION 17 
OCCURS. 18 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 19 
October 1, 2024.  20
