Prince George’s County – Student Support – Specialist Networks and Success 2 
Action Plans Student Support and School Facilities and Public Safety 3 
Surcharges and Report – Sunset Extension 4 
(Student Supports and Success Act)  5 
 
FOR the purpose of establishing a Student Support Specialist Network consisting of certain 6 
school–based personnel at each public high school in Prince George’s County; 7 
requiring the Prince George’s County Board of Education to develop a certain 8 
template using certain guidelines; requiring each Student Support Specialist 9 
Network in the county to develop, approve, and implement a certain plan subject to 10 
review and approval by the Prince George’s County Board of Education; and 11 
generally relating to Student Support Specialist Networks and Student Support 12 
Success Action Plans in Prince George’s County extending the date by which Prince 13 
George’s County is required to report certain findings to certain persons; extending 14 
the termination date for certain provisions of law that reduce the school facilities 15  2 	SENATE BILL 654  
 
 
surcharge for certain multifamily housing, exempt certain dwelling units from the 1 
school facilities surcharge, authorize the governing body of Prince George’s County to 2 
reduce the school facilities surcharge up to a certain portion for certain dwelling units, 3 
and require Prince George’s County to conduct a certain review and report its findings 4 
to certain persons on or before a certain date; and generally relating to Prince George’s 5 
County public schools. 6

 (4) SCHOOL–BASED NURSES ; 8 
 
 (5) LICENSED CLINICAL SOC IAL WORKERS; 9

DISSEMINATE A TEMPLA TE FOR A STUDENT SUPPORT SUCCESS ACTION PLAN TO 17 
BE USED BY EACH NETWORK.  18 
 
 (2) THE TEMPLATE FOR A PL	AN DEVELOPED UNDER T	HIS 19 
SUBSECTION SHALL INC LUDE METRICS TO MEASURE AN D CONCRETE STEPS TO 20 
ACHIEVE IMPROVEMENTS IN: 21 
 
 (I) THE NUMBER OF STUDENT S WHO HAVE ACCESS TO 22 
BEHAVIORAL AND MENTA L HEALTH SUPPORTS ; 23 
 
 (II) THE RATIO OF LICENSED CLINICAL SOCIAL WORK ERS, 24

STUDENTS AND STAFF W HO ARE IN CRISIS.  5 
 
 (F) SUBJECT TO SUBSECTION (G) OF THIS SECTION, EACH NETWORK SHALL 6 
COLLECTIVELY DEV ELOP, COMPLETE, AND IMPLEMENT A PLAN UTILIZING THE 7 
APPROVED COUNTY BOAR D TEMPLATE.  8 
 
 (G) (1) BEFORE IMPLEMENTING A PLAN IN ACCORDANCE W ITH 9 
SUBSECTION (F) OF THIS SECTION , EACH NETWORK SHALL SUBMIT THE PLAN TO 10 
THE COUNTY BOARD FOR APPROVAL.  11 
 
 (2) THE DEADLINE FOR SUBM ISSION SHALL BE DETE RMINED BY THE 12 
COUNTY BOARD .  13 
 
 (H) ON OR BEFORE JULY 1, 2025, AND ON OR BEFORE EAC H JULY 1 14 
THEREAFTER , EACH NETWORK SHALL REPORT 	THE RESULTS OF THE 15 
IMPLEMENTATION OF TH E NETWORK’S PLAN TO THE COUNTY BOARD. 16 
 
Article 17 – Prince George’s County 17 
 
10–192.01. 18 
 
 (b–1) (1) The school facilities surcharge under this section shall be reduced by 19 
50% for multi–family housing projects, with a building permit issued on or after April 1, 20 
2019, constructed: 21 
 
 (A) Within an approved transit district overlay zone; or 22 
 
 (B) Where there is no approved transit district overlay zone, within 23 
one–quarter mile of a Metro station or a MARC station. 24 
 
 (2) The school facilities surcharge under this section does not apply to a 25 
dwelling unit that is a studio apartment or an efficiency apartment if the dwelling unit is 26 
located: 27 
 
 (A) Within the Regional Transit Districts and Local Centers (Growth 28 
Policy areas), as defined in the approved Prince George’s County General Plan (Plan 2035), 29 
including in the area of the approved 2010 Central US 1 Corridor Approved Sector Plan and 30 
Sectional Map Amendment; 31 
 
 (B) Within an approved transit district overlay zone; or 32  6 	SENATE BILL 654  
 
 
 
 (C) Where there is no approved transit district overlay zone, within 1 
one–quarter mile of a Metro station or a MARC station. 2 
 
 (3) The governing body of Prince George’s County may reduce the school 3 
facilities surcharge by a percentage not exceeding 50% for dwelling units in multi–family 4 
housing constructed where there is no approved transit district overlay zone, within  5 
one–quarter mile of a Purple Line station. 6 
 
Chapter 351 of the Acts of 2019, as amended by Chapter 585 of the Acts of 2021 7 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That Prince George’s County shall: 8 
 
 (1) review and make recommendations on the impact of the school facilities 9 
surcharge and the public safety surcharge and the need for any changes to the surcharges, 10 
including whether changes to the school facilities surcharge and the public safety surcharge 11 
might have a positive impact on the ability to construct and maintain affordable housing; 12 
and 13 
 
 (2) on or before December 1, [2022] 2026, report its findings to the Prince 14 
George’s County Council, the Prince George’s County School Board, and, in accordance with 15 
§ 2–1246 of the State Government Article, the members of the Prince George’s County 16 
Delegation to the General Assembly. 17 
 
 SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect July 18 
1, 2019. Sections 2 and 3 of this Act shall remain effective for a period of [5] 10 years and, 19 
at the end of June 30, [2024] 2029, Sections 2 and 3 of this Act, with no further action 20 
required by the General Assembly, shall be abrogated and of no further force and effect.  21 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22 
1, 2024. 23
