A BILL ENTITLED 
 
AN ACT concerning 1 
 
Department of Juvenile Services and Maryland Department of Health – 2 
Inpatient Program for Children 3 
 
FOR the purpose of requiring the Department of Juvenile Services and the Maryland 4 
Department of Health to establish a certain inpatient program for children who have 5 
been adjudicated delinquent; and generally relating to an inpatient program for 6 
children who have been adjudicated delinquent. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14 
 
Article – Human Services 15

 (A) THE DEPARTMENT OF JUVENILE SERVICES AND THE MARYLAND 17 
DEPARTMENT OF HEALTH SHALL ESTABLIS H AND JOINTLY MANAGE AN INPATIENT 18 
PROGRAM FOR CHILDREN WHO HAVE BEEN ADJUDI CATED DELINQUENT UNDER 19 
TITLE 3, SUBTITLE 8A OF THE COURTS ARTICLE. 20 
 
 (B) THE PURPOSE OF THE PROGRAM IS TO PROVIDE REHABILITATION , 21 
COMPREHENSIVE CA RE, AND HOLISTIC THERAPIES THAT ADDRESS THE HEALTH, 22 
MENTAL HEALTH , AND SUBSTANCE ABUSE ISSUES OF CHILDREN. 23

 (C) (1) THE PROGRAM SHALL INC ORPORATE A RANGE OF HOLISTIC 1 
THERAPIES TAILORED T O THE INDIVIDUAL NEE DS OF EACH PARTICIPA NT, 2 
INCLUDING COUNSELING , PSYCHIATRIC SERVICES , MEDICAL CARE , AND  3 
EVIDENCE–BASED TREATMENTS FOR SUBSTANCE ABUSE . 4 
 
 (2) A MULTIDISCIPLINARY TE AM THAT INCLUDES MENTAL HEALTH 5 
PROFESSIONALS , MEDICAL PRACTITIONER S, SOCIAL WORKERS , AND SUBSTANCE 6 
ABUSE COUNSELORS SHA LL COLLA BORATE TO DEVELOP AN D IMPLEMENT 7 
PERSONALIZED TREATME NT PLANS FOR EACH PA RTICIPANT. 8 
 
 (3) THE PROGRAM SHALL FOC	US ON REHABILITATION ,  9 
SKILL–BUILDING, AND EDUCATIONAL OPPO RTUNITIES TO EMPOWER PARTICIPANTS 10 
TO REINTEGRATE INTO SOCIETY SUCCESSFULLY . 11 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That the inpatient program 12 
established under § 9–247 of the Human Services Article, as enacted by Section 1 of this 13 
Act, shall be operational not later than December 1, 2024. 14 
 
 SECTION 3. AND BE IT FURTHER ENACTED, Tha t the Governor may provide 15 
funds each year to the Department of Juvenile Services and the Maryland Department of 16 
Health to implement the inpatient program established under § 9–247 of the Human 17 
Services Article, as enacted by Section 1 of this Act. 18 
 
 SECTION 4. AND BE IT FURTHER ENACTED, That this Act is an emergency 19 
measure, is necessary for the immediate preservation of the public health or safety, has 20 
been passed by a yea and nay vote supported by three–fifths of all the members elected to 21 
each of the two Houses of the General Assembly, and shall take effect from the date it is 22 
enacted. 23
