Washington County – Alcoholic Beverages – Multi–Use Sports and Events 2 
Facility Beer, Wine, and Liquor License 3 
 
FOR the purpose of altering the stadium beer and wine license in Washington County to 4 
be a multi–use sports and events facility beer, wine, and liquor license; authorizing 5 
the license holder to sell beer, wine, and liquor for on–premises consumption in the 6 
multi–use sports and events facility; and generally relating to alcoholic beverages in 7 
Washington County. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19 
That the Laws of Maryland read as follows: 20

 This title applies only in Washington County. 2 
 
31–1005.  3 
 
 (a) In this section, “premises” includes the entire [stadium] MULTI–USE SPORTS 4 
AND EVENTS facility [and the stadium parking lots]. 5 
 
 (b) There is a [stadium] MULTI–USE SPORTS AND EVENT S FACILITY beer, 6 
WINE, and [wine] LIQUOR license. 7 
 
 (c) The Board may issue the license to the owner of a professional baseball team 8 
franchise that may be in any form of business organization, including partnership, 9 
corporation, and limited liability company THAT WILL OPERATE AS A MULTI–USE 10 
SPORTS AND EVENTS FA CILITY. 11 
 
 (d) [(1)] The license authorizes the license holder to sell beer, WINE, and [wine] 12 
LIQUOR[: 13 
 
 (i)] for on–premises consumption to individuals present at an event 14 
held in the [stadium] MULTI–USE SPORTS AND EVENT S FACILITY[; and 15 
 
 (ii) in plastic, Styrofoam, or paper containers. 16 
 
 (2) The written approval of the Board is required before beer and wine may 17 
be sold, served, or consumed: 18 
 
 (i) on a parking lot of the stadium; or 19 
 
 (ii) during an event other than a baseball game in which the team of 20 
the license holder is playing]. 21 
 
 (e) The license holder [may sell beer and wine from the time the stadium opens 22 
for the event until the event ends] SHALL REQUIRE ALL EM PLOYEES TO: 23 
 
 (1) COMPLETE AN ALCOHOL AWARENESS TRAINING P ROGRAM; AND 24 
 
 (2) OBTAIN A CROWD CONTR OL TRAINING CERTIFIC ATE. 25 
 
 (f) The license holder may not allow an individual to carry alcoholic beverages 26 
onto or from the licensed premises. 27 
 
 (g) [(1)] The annual license fee is [$2,000] $2,500. 28   	SENATE BILL 853 	3 
 
 
 
 [(2) The fee for a Sunday permit is $250.] 1 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 2
