BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19 That the Laws of Maryland read as follows: 20 Article – State Government 21 9–1E–12. 22 (a) (1) The Commission shall account to the Comptroller for all of the revenue 23 under this subtitle. 24 2 SENATE BILL 903 (2) The proceeds from sports wagering, less the amount retained by the 1 licensee under subsection (b)(1) of this section, shall be under the control of the Comptroller 2 and distributed as provided under subsection (b) of this section. 3 (b) (1) (i) Except as provided in subparagraphs (ii), (iii), and (iv) of this 4 paragraph, all proceeds from sports wagering shall be electronically transferred monthly 5 into the State Lottery Fund established under Subtitle 1 of this title. 6 (ii) A Class A–1 and A–2 sports wagering facility licensee shall 7 retain 85% of the proceeds from sports wagering conducted at the locations described in § 8 9–1E–09(a) of this subtitle. 9 (iii) A Class B–1 and B–2 sports wagering facility licensee shall 10 retain 85% of the proceeds from sports wagering conducted at the location described in the 11 licensee’s application. 12 (iv) [A] SUBJECT TO PARAGRAPH (3) OF THIS SUBSECTION , A 13 mobile sports wagering licensee shall retain 85% of the proceeds from online sports 14 wagering received by the licensee. 15 (2) All proceeds from sports wagering in the State Lottery Fund 16 established under Subtitle 1 of this title shall be distributed on a monthly basis, on a 17 properly approved transmittal prepared by the Commission to the Blueprint for Maryland’s 18 Future Fund established under § 5–206 of the Education Article. 19 (3) EACH YEAR A MOBILE SPORTS WAGERI NG LICENSEE THAT IS PART 20 OF AN OWNERSHIP GRO UP THAT OPERATES A VIDEO LOTTERY FACILI TY IN PRINCE 21 GEORGE’S COUNTY SHALL PAY THE FIRST $3,500,000 OF PROCEEDS RETAINED BY 22 THE MOBILE SPORTS WA GERING LICENSEE UNDE R PARAGRAPH (1)(IV) OF THIS 23 SUBSECTION TO THE COMPTROLLER TO BE DIS TRIBUTED AS LOCAL IMPACT G RANTS 24 TO NONPROFIT ORGANIZATI ONS AND MUNICIPALITI ES LOCATED WITHIN 6 MILES OF 25 THE VIDEO LOTTERY FACILI TY. 26 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 27 1, 2024. 28
