AN ACT concerning 1 
 
Carroll County – Office of Permits and Inspections – Denial of Commercial 2 
Permit or License for Unpaid Assessed Personal Property Taxes 3 
 
FOR the purpose of prohibiting the Carroll County Office of Permits and Inspections from 4 
issuing or renewing a commercial license or permit in the county until if the 5 
applicant submits certain evidence that the applicant has no unpaid assessed 6 
personal property taxes except under certain circumstances; authorizing the Carroll 7 
County Office of Permits and Inspections to issue or renew a certain commercial 8 
license or permit if the applicant submits certain evidence that the applicant has 9 
paid any previously unpaid assessed personal property taxes; and generally relating 10 
to the issuance or renewal of commercial licenses and permits in Carroll County. 11

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18

 (A) THIS SECTION APPLIES ONLY TO CARROLL COUNTY. 1 
 
 (B) (1) NOTWITHSTANDING ANY O THER PROVISION OF LA W AND SUBJECT 2 
TO PARAGRAPH (2) OF THIS SUBSECTION , BEFORE THE CARROLL COUNTY OFFICE 3 
OF PERMITS AND INSPECTIONS MAY ISSUE DENY THE ISSUANCE OR RENEW 4 
RENEWAL OF A COMMERCIAL LICENSE OR PERMIT IN THE COUNTY IF THE 5 
APPLICANT SHALL SUBMIT EVIDENC E TO THE SATISFACTIO N OF THE OFFICE THAT 6 
THERE ARE NO HAS UNPAID ASSESSED PERSONAL PROPERTY TA XES DUE FROM THE 7 
APPLICANT. 8 
 
 (2) THE CARROLL COUNTY OFFICE OF PERMITS AND INSPECTIONS 9 
MAY NOT DENY THE ISS UANCE OR RENEWAL OF A COMMERCIAL LICENSE OR PERMIT 10 
FOR UNPAID ASSESSED PERSONAL PROPERTY TA XES UNDER PARAGRAPH (1) OF 11 
THIS SUBSECTION IF T HE APPLICANT SUBMITS EVIDENCE TO THE SATI SFACTION OF 12 
THE OFFICE THAT THE APPLI CANT HAS DISPUTED TH E AMOUNT OF UNPAID 13 
ASSESSED PERSONAL PRO PERTY TAXES. 14 
 
 (C) THE CARROLL COUNTY OFFICE OF PERMITS AND INSPECTIONS MAY 15 
ISSUE OR RENEW A COMMERCIAL LICENSE OR PERMIT IN THE COUNTY THAT WAS 16 
DENIED UNDER SUBSECT ION (B)(1) OF THIS SECTION IF T HE APPLICANT SUBMITS 17 
EVIDENCE TO THE SATI SFACTION OF THE OFFICE THAT THE APPLI CANT HAS PAID 18 
ANY PREVIOUSLY UNPAI D ASSESSED PERSONAL PROPERTY TAXES . 19 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 20 
October 1, 2024. 21
