AN ACT concerning 1 
 
Carroll County – Alcoholic Beverages Licenses – Alcohol Awareness Training 2 
 
FOR the purpose of requiring an the holder of a Class B or Class D alcoholic beverages 3 
license holder in Carroll County or an individual designated by the license holder 4 
who has completed training in an approved alcohol awareness program to be present 5 
on the licensed premises at certain times when alcoholic beverages may be sold; 6 
providing for certain penalties; requiring at least one license holder to maintain 7 
alcohol awareness program certification while listed on the license; and generally 8 
relating to alcoholic beverages in Carroll County. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 3 
That the Laws of Maryland read as follows: 4 
 
Article – Alcoholic Beverages and Cannabis 5

 (e) A holder of any retail alcoholic beverages license or an employee designated 7 
by the holder shall complete training in an approved alcohol awareness program. 8

 This title applies only in Carroll County. 10 
 
16–1901. 11 
 
 (a) The following sections of Title 4, Subtitle 5 (“Conduct of Local License 12 
Holders”) of Division I of this article apply in the county without exception or variation: 13 
 
 (1) § 4–502 (“Storage of alcoholic beverages”); 14 
 
 (2) § 4–503 (“Solicitations and sales outside of licensed premises”); 15 
 
 (3) [§ 4–505 (“Alcohol awareness program”); 16 
 
 (4)] § 4–506 (“Evidence of purchaser’s age”); 17 
 
 [(5)] (4) § 4–507 (“Retail delivery of alcoholic beverages”); and 18 
 
 [(6)] (5) § 4–508 (“Display of license”). 19 
 
 (b) [Section 4–504] THE FOLLOWING SECTION S OF TITLE 4, SUBTITLE 5 20 
(“CONDUCT OF LOCAL LICENSE HOLDERS”) OF DIVISION I OF THIS ARTICLE APPL Y 21 
IN THE COUNTY: 22 
 
 (1) § 4–504 (“Employment of underage individuals”) [of Division I of this 23 
article applies in the county], subject to § 16–1902 of this subtitle; AND  24 
 
 (2) § 4–505 (“ALCOHOL AWARENESS PRO GRAM”), SUBJECT TO §  25 
16–1904 OF THIS SUBTITLE . 26

 (A) THE HOLDER OF A CLASS B OR CLASS D LICENSE HOLDER OR AN 1 
INDIVIDUAL DESIGNATE D BY THE LICENSE HOL DER WHO IS EMPLOYED IN A 2 
SUPERVISORY CAPACITY SHALL BE: 3 
 
 (1) CERTIFIED BY AN APPR OVED ALCOHOL AWARENE SS PROGRAM ; 4 
AND 5 
 
 (2) PRESENT ON THE LICEN SED PREMISES DURING THE HOURS IN 6 
WHICH ALCOHOLIC BEVE RAGES MAY BE SOLD . 7 
 
 (B) A LICENSE HOLDER WHO V IOLATES THIS SECTION IS SUBJECT TO: 8 
 
 (1) FOR THE FIRST OFFENS E, A $100 FINE; AND 9 
 
 (2) FOR EACH SUBSEQUENT OFFENSE, A FINE NOT EXCEEDING $500 10 
OR A SUSPENSION OR R EVOCATION OF THE LICENSE OR BOTH . 11 
 
 (C) AT LEAST ONE INDIVIDU AL WHO IS LISTED ON THE LICENSE AS A 12 
LICENSE HOLDER SHALL MAINTAIN A CURRENT C ERTIFICATE REFLECTIN G THE 13 
COMPLETION OF AN ALC OHOL AWARENESS PROGR AM WHILE THE INDIVID UAL IS 14 
LISTED ON THE LICENS E. 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 16 
1, 2024.  17
