[Brackets] indicate matter deleted from existing law. *hb1004* HOUSE BILL 1004 J1 5lr2242 CF SB 748 By: Delegate Martinez Introduced and read first time: January 31, 2025 Assigned to: Health and Government Operations A BILL ENTITLED AN ACT concerning 1 Public Health – Alzheimer’s Disease and Related Dementias – Information on 2 Prevalence and Treatment 3 FOR the purpose of requiring the Maryland Department of Health, in partnership with 4 certain entities, to incorporate information regarding treatments approved by the 5 Food and Drug Administration for Alzheimer’s disease and related dementias and to 6 increase understanding and awareness of treatment of Alzheimer’s disease and 7 related dementias into relevant public health outreach programs administered by 8 the Department; requiring the Department to establish and maintain a website that 9 includes certain information on the prevalence and hospitalization rate of 10 Alzheimer’s disease and related dementias; and generally related to Alzheimer’s 11 disease and related dementias. 12 BY repealing and reenacting, with amendments, 13 Article – Health – General 14 Section 18–110 15 Annotated Code of Maryland 16 (2023 Replacement Volume and 2024 Supplement) 17 BY adding to 18 Article – Health – General 19 Section 18–111 20 Annotated Code of Maryland 21 (2023 Replacement Volume and 2024 Supplement) 22 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 23 That the Laws of Maryland read as follows: 24 Article – Health – General 25 18–110. 26 2 HOUSE BILL 1004 The Department, in partnership with the Department of Aging, the Virginia I. Jones 1 Alzheimer’s Disease and Related Disorders Council, and the Greater Maryland Chapter of 2 the Alzheimer’s Association, shall incorporate information into relevant public health 3 outreach programs administered by the Department to: 4 (1) Educate health care providers regarding: 5 (i) The importance of early detection and timely diagnosis of 6 cognitive impairment; 7 (ii) Validated assessment tools for the detection and diagnosis of 8 cognitive impairment; 9 (iii) The value of a Medicare annual wellness visit or other annual 10 physical for an individual at least 65 years old for cognitive health; [and] 11 (iv) The Medicare care planning billing code for individuals with 12 cognitive impairment; and 13 (V) TREATMENTS APPROVED BY THE FOOD AND DRUG 14 ADMINISTRATION FOR ALZHEIMER’S DISEASE AND RELATED DEMENTIA S; AND 15 (2) Increase understanding and awareness of: 16 (i) The early warning signs of Alzheimer’s disease and [other types 17 of dementia] RELATED DEMENTIA S; 18 (ii) The value of early detection [and], diagnosis, AND TREATMENT 19 of Alzheimer’s disease and [other types of dementia] RELATED DEMENTIAS; and 20 (iii) How to reduce the risk of cognitive decline, particularly among 21 individuals in Black and Latino communities who are at greater risk of developing 22 Alzheimer’s disease and [other types of dementia] RELATED DEMENTIAS. 23 18–111. 24 (A) THE DEPARTMENT , IN COLLABORATION WITH THE STATE–DESIGNATED 25 HEALTH INFORMATION E XCHANGE, SHALL ESTABLISH AND MAINTAIN A PUBLICLY 26 ACCESSIBLE WEBSITE T HAT INCLUDES IN A DOWNLOADABLE FO RMAT THE 27 FOLLOWING INFORMATIO N: 28 (1) THE PREVALENCE OF ALZHEIMER’S DISEASE AND RELATE D 29 DEMENTIA S IN THE STATE; 30 HOUSE BILL 1004 3 (2) THE HOSPITALIZATION R ATE RELATED TO ALZHEIMER’S DISEASE 1 AND RELATED DEMENTIA S; AND 2 (3) TO THE EXTENT POSSIBL E, THE PREVALENCE AND 3 HOSPITALIZATION RATE OF ALZHEIMER’S DISEASE AND RELATE D DEMENTIA S 4 DISAGGREGATED BASED ON: 5 (I) AGE, INCLUDING AGE OF DIA GNOSIS; 6 (II) SEX; 7 (III) RACE; 8 (IV) ETHNICITY; AND 9 (V) NUMBER OF C ASES BY COUNTY . 10 (B) THE WEBSITE REQUIRED UNDER SUBSECTION (A) OF THIS SECTION 11 SHALL: 12 (1) INCLUDE THE DATA AVAI LABLE FOR THE IMMEDIATELY 13 PRECEDING 5–YEAR PERIOD ENDING SEPTEMBER 30, 2025; AND 14 (2) BE UPDATED ON OR BEFO RE JANUARY 1 EACH YEAR, BEGINNING 15 IN 2027, TO INCLUDE ANY NEWLY AVAILABLE DATA . 16 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 17 October 1, 2025. 18
