AN ACT concerning 1 
 
Baltimore City – Office of the Sheriff – Neighborhood Services Unit 2 
 
FOR the purpose of establishing the Neighborhood Services Unit within the Office of the 3 
Sheriff of Baltimore City; requiring the Neighborhood Services Unit and the Board 4 
of License Commissioners of Baltimore City to work in partnership to enforce the 5 
alcoholic beverages laws of Baltimore City and to enter into a memorandum of 6 
understanding that specifies the respective roles and responsibilities of the parties 7 
and funding in connection with the partnership; requiring the Neighborhood 8 
Services Unit to perform any other duties as directed by the Sheriff of Baltimore 9 
City; expanding the authorized uses of certain revenue to include the work of the 10 
Neighborhood Services Unit; and generally relating to the Office of the Sheriff of 11 
Baltimore City. 12

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 24 
That the Laws of Maryland read as follows: 25 
 
Article – Alcoholic Beverages and Cannabis 26

 (a) In this title: 28 
 
 (1) except as provided in subsection (e) of this section, the definitions in § 29 
1–101 of this article apply without exception or variation; and 30 
 
 (2) the following words have the meanings indicated. 31 
 
 (b) “Board” means the Board of License Commissioners for Baltimore City. 32 
 
12–209. 33 
 
 The Mayor and City Council shall: 34   	HOUSE BILL 1293 	3 
 
 
 
 (1) pay from the general fund of the City that includes revenue from the 1 
Board the salaries and expenses of the Board and its employees; and 2 
 
 (2) devote the balance of the revenue from the Board to the general purposes 3 
of the City.  4

 (A) IN THIS SECTION, “UNIT” MEANS THE NEIGHBORHOOD SERVICES UNIT 6 
WITHIN THE OFFICE OF THE SHERIFF OF BALTIMORE CITY, AS ESTABLISHED 7 
UNDER § 2–316.1 OF THE COURTS ARTICLE. 8 
 
 (B) THE BOARD SHALL WORK IN P ARTNERSHIP WITH THE UNIT TO 9 
ENFORCE THIS TITLE . 10 
 
 (C) THE BOARD SHALL ENTER INT O A MEMORANDUM OF UN DERSTANDING 11 
WITH THE UNIT THAT SPECIFIES : 12 
 
 (1) THE RESPECTIVE ROLES AND RESPONSIBILITIES OF THE PARTIES 13 
IN CONNECTION WITH T HE PARTNERSHIP DESCR IBED IN SUBSECTION (B) OF THIS 14 
SECTION; AND 15 
 
 (2) IN ACCORDANCE WITH § 12–209 OF THIS TITLE, THE FUNDING 16 
SOURCE FOR THE UNIT . 17

 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 20

 (2) “BOARD” MEANS THE BOARD OF LICENSE COMMISSIONERS OF 22 
BALTIMORE CITY. 23 
 
 (3) “UNIT” MEANS THE NEIGHBORHOOD SERVICES UNIT WITHIN THE 24 
OFFICE OF THE SHERIFF OF BALTIMORE CITY, AS ESTABLISHED UNDER 25 
SUBSECTION (B) OF THIS SECTION. 26 
 
 (B) THERE IS A NEIGHBORHOOD SERVICES UNIT WITHIN THE OFFICE OF 27 
THE SHERIFF OF BALTIMORE CITY. 28 
 
 (C) THE UNIT SHALL:  29

 (1) WORK IN PARTNERSHIP W ITH THE BOARD TO ENFORCE THE 1 
ALCOHOLIC BEVERAGES LAWS OF BALTIMORE CITY UNDER TITLE 12 OF THE 2 
ALCOHOLIC BEVERAGES AND CANNABIS ARTICLE; AND 3 
 
 (2) PERFORM ANY OTHER DUT IES AS DIRECTED BY T HE SHERIFF OF 4 
BALTIMORE CITY. 5 
 
 (D) THE UNIT SHALL ENTER INTO A MEMORANDUM OF UNDE RSTANDING 6 
WITH THE BOARD THAT SPECIFIES THE: 7 
 
 (1) THE RESPECTIVE ROLES AND RESPONSIBILITIES OF THE PARTIES 8 
IN CONNECTION WITH T HE PARTNERSHIP DESCR IBED IN SUBSECTION (C)(1) OF THIS 9 
SECTION; AND 10 
 
 (2) IN ACCORDANCE WITH § 12–209 OF THE ALCOHOLIC BEVERAGES 11 
AND CANNABIS ARTICLE, THE FUNDING SOURCE F OR THE UNIT. 12 
 
7–301. 13 
 
 (c) (1) The filing fees and costs in a civil case are those prescribed by law 14 
subject to modification by law, rule, or administrative regulation. 15 
 
 (2) The Chief Judge of the District Court shall assess a surcharge that: 16 
 
 (i) May not be more than: 17 
 
 1. $43 per summary ejectment case; and 18 
 
 2. $28 per case for all other civil cases; and 19 
 
 (ii) Shall be deposited: 20 
 
 1. For a surcharge assessed under item (i)1 of this 21 
paragraph: 22 
 
 A. 45% into the Statewide Rental Assistance Voucher 23 
Program established under § 4–2902 of the Housing and Community Development Article; 24 
 
 B. 45% into the Maryland Legal Services Corporation Fund 25 
established under § 11–402 of the Human Services Article; and 26 
 
 C. 10% into the Rental Assistance for Community Schools 27 
Families Fund established under § 9.9–104.1 of the Education Article; and 28

 2. For a surcharge assessed under item (i)2 of this 1 
paragraph, into the Maryland Legal Services Corporation Fund established under §  2 
11–402 of the Human Services Article. 3 
 
 (3) (i) In addition to the surcharge assessed under paragraph (2) of this 4 
subsection, the Chief Judge of the District Court shall assess a surcharge that may not be 5 
more than $10 per case for the following cases filed in Baltimore City: 6 
 
 1. Summary ejectment; 7 
 
 2. Tenant holding over; 8 
 
 3. Breach of lease; and 9 
 
 4. Warrant of restitution. 10 
 
 (ii) The revenue generated from the surcharge on filing fees collected 11 
by the District Court in Baltimore City under subparagraph (i) of this paragraph shall be: 12 
 
 1. Remitted quarterly to the Baltimore City Director of 13 
Finance; and 14 
 
 2. Used to fund the enhancement of sheriff benefits [and], 15 
the increase in sheriff personnel to enhance the service of domestic violence orders, AND 16 
THE WORK OF THE NEIGHBORHOOD SERVICES UNIT WITHIN THE OFFICE OF THE 17 
SHERIFF OF BALTIMORE CITY. 18 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 19 
October 1, 2025.  20
