23 (2) EXISTING EFFORTS TO E DUCATE FAMILIES ON T HE IMPACT OF 24 TECHNOLOGY AND SOCIA L MEDIA ON THE MENTA L HEALTH OF YOUTH I N THE 25 STATE; AND 26 (3) GAPS IN THE EXISTING RESOURCES AND EDUCAT ION EFFORTS. 27 (C) THE GUIDE DEVELOPED UNDER THIS SECTION S HALL INCLUDE: 28 (1) AGE–APPROPRIATE INFORMAT ION AND BEST PRACTIC ES THAT: 29 HOUSE BILL 1316 3 (I) ENCOURAG E STUDENTS AND CAREGIV ERS TO UNDERSTAND 1 HOW TECHNOLOGY AND S OCIAL MEDIA CAN BE U SED AND MISUSED BY D EVELOPERS 2 AND USERS; 23 (2) UPDATED EACH YEAR BEFORE THE BEGINNING OF THE SCHOOL 24 YEAR; AND 25 (3) DISTRIBUTED TO: 26 (I) EACH PUBLIC SCHOOL ; AND 27 HOUSE BILL 1316 5 (II) THE PARENT TEACHER ORGANIZATION FOR EACH PUBLIC 1 SCHOOL. 2 7–2205. 3 (A) THE GOVERNOR SHALL INCLUD E IN THE ANNUAL BUDG ET BILL AN 4 APPROPRIATION IN THE FOLLOWING AMO UNTS TO THE CENTER TO FUND THE 5 RESEARCH AND DEVELOP MENT OF THE STUDENT TECHNOLOGY A ND SOCIAL MEDIA 6 RESOURCE GUIDE : 7 (1) FOR FISCAL YEAR 2027, $100,000; AND 8 (2) FOR EACH OF FISCAL YEARS 2028 AND 2029, $125,000. 9 (B) ON OR BEFORE JULY 1, 2027, AND EACH YEAR THEREA FTER, THE 10 CENTER SHALL SUBMIT A REPORT ON THE EXPENDITURE OF FUNDS USED TO 11 CONDUCT RESEARCH ON, DEVELOP, AND UPDATE THE STUDENT TECHNOLO GY AND 12 SOCIAL MEDIA RESOURC E GUIDE REQUIRED UNDER THIS SUBTITLE TO THE 13 GENERAL ASSEMBLY IN ACCORDANC E WITH § 2–1257 OF THE STATE GOVERNMENT 14 ARTICLE. 15 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 16 1, 2025. 17
