AN ACT concerning 1 
 
Transportation – Maryland Transit Administration – Funding  2 
(Transit Safety and Investment Act of 2025) 3 
 
FOR the purpose of requiring the Governor to include, for certain fiscal years, certain 4 
appropriations in the State budget from the Transportation Trust Fund to the 5 
Maryland Transit Administration for certain operating and capital needs of the 6 
Administration; and generally relating to the Maryland Transit Administration. 7 
 
BY repealing and reenacting, with amendments, 8

Special Session) 14 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 15 
That the Laws of Maryland read as follows: 16 
 
Article – Transportation 17 
 
7–205. 18 
 
 (a) In this section, “state of good repair needs” includes the capital needs 19 
identified by the Administration in the assessment required under § 7–309 of this article. 20 
 
 (b) For fiscal year 2020, the Governor shall include in the State budget an 21 
appropriation from the Transportation Trust Fund for the operation of the Administration 22 
that is equal to the appropriation for the operation of the Administration in the fiscal year 23 
2019 State budget as introduced, increased by at least 4.4%. 24

 (c) For fiscal year 2021, the Governor shall include in the State budget an 1 
appropriation from the Transportation Trust Fund for the operation of the Administration 2 
that is equal to the appropriation for the operation of the Administration in the State 3 
budget for the immediately preceding fiscal year, increased by at least 4.4%. 4 
 
 (d) For each of fiscal years 2023 through [2029] 2039, the Governor shall include 5 
in the State budget an appropriation from the Transportation Trust Fund for the operation 6 
of the Administration that may not be less than the fiscal year 2022 appropriation for the 7 
operation of the Administration. 8 
 
 (e) For fiscal year 2022, the Governor shall include in the State budget an 9 
appropriation from the Transportation Trust Fund for the operation of the Administration 10 
that may not be less than the fiscal year 2021 appropriation for the operation of the 11 
Administration. 12 
 
 (f) (1) For each of fiscal years 2020 through 2022, the Governor shall include 13 
in the State budget an appropriation for the capital needs of the Administration of at least 14 
$29,100,000 from the revenues available for the State capital program in the 15 
Transportation Trust Fund. 16 
 
 (2) Subject to paragraph (3) of this subsection, the Governor shall include 17 
in the State budget an appropriation for the state of good repair needs of the Administration 18 
in the following amounts from the revenues available for the State capital program in the 19 
Transportation Trust Fund: 20 
 
 (i) For fiscal year 2023, at least $402,037,183; 21 
 
 (ii) For fiscal year 2024, at least $502,081,501; 22 
 
 (iii) For EACH OF fiscal [year] YEARS 2025 THROUGH 2028, at least 23 
$450,000,000; 24 
 
 (iv) [For fiscal year 2026, at least $450,000,000; 25 
 
 (v) For fiscal year 2027, at least $450,000,000; 26 
 
 (vi) For fiscal year 2028, at least $450,000,000; and 27 
 
 (vii)] For fiscal year 2029, at least $318,558,000; AND 28 
 
 (V) FOR EACH OF FISCAL YEARS 2030 THROUGH 2039, AT LEAST 29 
$550,000,000. 30 
 
 (3) (i) Subject to subparagraph (ii) of this paragraph, an appropriation 31 
required under paragraph (2) of this subsection may be reduced if the total appropriation 32   	HOUSE BILL 1463 	3 
 
 
for state of good repair needs in a prior fiscal year exceeded the amount specified under 1 
paragraph (2) of this subsection for that fiscal year. 2 
 
 (ii) A reduction authorized under subparagraph (i) of this 3 
paragraph: 4 
 
 1. May be applied only to one fiscal year; and 5 
 
 2. May not exceed the difference between the total 6 
appropriation for state of good repair needs for the prior fiscal year and the amount 7 
specified under paragraph (2) of this subsection for that fiscal year. 8 
 
 (4) (i) The appropriation required under paragraph (1) of this 9 
subsection may not supplant any other capital funding otherwise available for the 10 
Administration. 11 
 
 (ii) The appropriations required under paragraph (2) of this 12 
subsection shall be in addition to any funds appropriated for the capital planning, 13 
engineering, right–of–way acquisition, or construction of the Purple Line in Montgomery 14 
County and Prince George’s County. 15 
 
 (g) This Act may not be construed to limit the authority of the Administrator to 16 
use available funds appropriated to the Administration to increase the State investment in 17 
locally operated transit agencies. 18 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 19 
1, 2025. 20
