State Finance and Procurement – Local Cybersecurity Preparedness and 2 
Response Plan and Assessment – Repeal 3 
 
FOR the purpose of repealing a duplicative provision of law requiring certain local 4 
government entities to create or update a cybersecurity preparedness and response 5 
plan and complete a cybersecurity preparedness assessment; and generally relating 6 
to local cybersecurity preparedness and response. 7 
 
BY repealing 8

BY renumbering 13

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19 
That the Laws of Maryland read as follows: 20  2 	HOUSE BILL 209  
 
 
 
Article – State Finance and Procurement 1 
 
[3.5–405. 2 
 
 (a) This section does not apply to municipal governments. 3 
 
 (b) In a manner and frequency established in regulations adopted by the 4 
Department, each county government, local school system, and local health department 5 
shall in consultation with the local emergency manager, create or update a cybersecurity 6 
preparedness and response plan and complete a cybersecurity preparedness assessment.] 7 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 3.5 –406 and  8 
3.5–407 of Article – State Finance and Procurement of the Annotated Code of Maryland be 9 
renumbered to be Section(s) 3.5–405 and 3.5–406, respectively. 10 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 11 
1, 2025. 12
