AN ACT concerning 1 
 
Motor Vehicles – Specially Designed Vintage Reproduction Registration Plates 2 
 
FOR the purpose of repealing the time limitation within which the Motor Vehicle 3 
Administration is required to make available specially designe d vintage 4 
reproduction registration plates; requiring the Administration to charge certain fees 5 
for the initial issuance and renewal of specially designed vintage reproduction 6 
registration plates; and generally relating to specially designed vintage reproduction 7 
registration plates. 8 
 
BY repealing and reenacting, with amendments, 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15 
 
Article – Transportation 16 
 
13–619.3. 17 
 
 (a) The Administration shall develop and make available for qualifying vehicles 18 
a specially designed vintage reproduction registration plate. 19 
 
 (b) The owner of a vehicle, or a lessee of the vehicle under a lease not intended as 20 
security, or a director, an officer, an employee, or a partner of a business entity that owns 21 
the vehicle considered eligible by the Administration may apply to the Administration for 22 
a registration plate under this section if the vehicle is included in one of the following 23 
classes: 24 
  2 	HOUSE BILL 313  
 
 
 (1) A Class A (passenger) vehicle; 1 
 
 (2) A Class E (truck) vehicle with a manufacturer’s rated capacity of 1 ton 2 
or less; 3 
 
 (3) A Class L (historic) vehicle; 4 
 
 (4) A Class M (multipurpose) vehicle; or 5 
 
 (5) A Class N (street rod) vehicle. 6 
 
 (c) (1) In addition to the annual registration fee otherwise required under this 7 
title, an owner of a vehicle assigned a registration plate under this section shall pay [when 8 
initially issued the registration plate and each time the registration plate is renewed: 9 
 
 (1) A fee set by the Administration to recover the Administration’s costs 10 
under this section; and 11 
 
 (2) A fee set by the Administration to be credited to the Gasoline and Motor 12 
Vehicle Revenue Account for distribution under § 8–403 or § 8–404 of this article]: 13 
 
 (I) $100 WHEN INITIALLY ISSUE D THE REGISTRATION P LATE; 14 
AND 15 
 
 (II) $25 EACH TIME THE REGIST RATION PLATE IS RENE WED. 16 
 
 (2) FEES COLLECTED UNDER THIS SUBSECTION SHALL BE : 17 
 
 (I) USED TO RECOVER THE ADMINISTRATION ’S COSTS UNDER 18 
THIS SECTION; AND 19 
 
 (II) CREDITED TO THE GASOLINE AND MOTOR VEHICLE 20 
REVENUE ACCOUNT FOR DISTRIBUT ION UNDER § 8–403 OR § 8–404 OF THIS 21 
ARTICLE. 22 
 
 (d) The special registration plate issued under this section shall[: 23 
 
 (1) Be available for sale for 1 year from the date of initial issuance; and 24 
 
 (2) Resemble] RESEMBLE the black lettering on yellow background 25 
registration plate issued by the State for display on a motor vehicle in 1910. 26 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 27 
October 1, 2025. 28
