AN ACT concerning 1 
 
Wicomico County – Vehicle Laws – Prohibition on Roadway Solicitations 2 
 
FOR the purpose of prohibiting a person in Wicomico County from standing in a roadway, 3 
median divider, or intersection to solicit in an aggressive manner money or donations 4 
from the occupant of a vehicle; and generally relating to roadway solicitations in 5 
Wicomico County. 6 
 
BY repealing and reenacting, with amendments, adding to 7 
 Article – Transportation 8 
 Section 21–507(c) 21–507.1 9 
 Annotated Code of Maryland 10 
 (2020 Replacement Volume and 2024 Supplement) 11 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 
That the Laws of Maryland read as follows: 13

 (c) In Calvert County, Carroll County, Charles County, Harford County, [and] 16 
Washington County, AND WICOMICO COUNTY, a person may not stand in a roadway, 17 
median divider, or intersection to solicit money or donations of any kind from the occupant 18

 (A) IN THIS SECTION, “AGGRESSIVE MANNER ” MEANS: 2 
 
 (1) INTENTIONALLY BLOCKIN G OR INTERFERING WIT H THE SAFE OR 3 
FREE PASSAGE OF A PEDESTR IAN OR VEHICLE BY AN Y MEANS, INCLUDING BY 4 
UNREASONABLY CAUSING A PEDESTRIAN OR DRIV ER TO TAKE EVASIVE A CTION TO 5 
AVOID PHYSICAL CONTA CT; OR 6 
 
 (2) USING VIOLENT OR THRE ATENING GESTURES TOW ARD AN 7 
INDIVIDUAL. 8 
 
 (B) IN WICOMICO COUNTY, A PERSON MAY NOT STAND IN A ROADWAY , 9 
MEDIAN DIVIDER , OR INTERSECTION TO S OLICIT IN AN AGGRESS IVE MANNER 10 
MONEY OR DONATIONS O F ANY KIND FROM AN O CCUPANT OF A VEHICLE .  11 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 12
