AN ACT concerning 1 
 
State Lottery Fund – Laurel Race Course – Local Impact Aid 2 
 
FOR the purpose of requiring the Comptroller, each fiscal year, to distribute from the State 3 
Lottery Fund a certain amount of supplemental local impact aid to Anne Arundel 4 
County, Howard County, and the City of Laurel from the proceeds of a certain lottery 5 
game; and generally relating to the State Lottery Fund and supplemental local 6 
impact aid for Anne Arundel County, Howard County, and the City of Laurel. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 23 
That the Laws of Maryland read as follows: 24

 (d) (1) If 140 or more days of live racing in a year are held at Laurel Race 2 
Course, the Comptroller shall pay: 3 
 
 (i) for each day of live racing, $2,000 to Anne Arundel County, $500 4 
to Howard County, and $300 to the City of Laurel; and 5 
 
 (ii) for each additional day of intertrack betting without live racing 6 
held, $1,000 to Anne Arundel County, $250 to Howard County, and $150 to the City of 7 
Laurel. 8 
 
 (2) If fewer than 140 days of live racing in a year are held at Laurel Race 9 
Course, the Comptroller shall pay: 10 
 
 (i) for each day of live racing or each day of intertrack betting 11 
without live racing held, up to a maximum payment for 140 days, $2,000 to Anne Arundel 12 
County, $500 to Howard County, and $300 to the City of Laurel; and 13 
 
 (ii) for each additional day of intertrack betting without live racing 14 
held, $1,000 to Anne Arundel County, $250 to Howard County, and $150 to the City of 15 
Laurel. 16

 (b) (1) By the end of the month following collection, the Comptroller shall 19 
deposit, cause to be deposited, or pay: 20 
 
 (xiii) after June 30, 2024, a supplemental local impact grant of 21 
$3,000,000 each fiscal year to the County Executive and County Council of Prince George’s 22 
County from the money that remains in the State Lottery Fund from the proceeds of all 23 
lotteries after the distributions under subsection (a) of this section and items (i) through 24 
(xii) of this paragraph to be distributed in Prince George’s County in accordance with §  25 
9–1A–31 of this title; [and] 26 
 
 (XIV) SUBJECT TO PARAGRAPH (3) OF THIS SUBSECTION AFTER 27 
JUNE 30, 2025, SUPPLEMENT AL LOCAL IMPACT AID OF $500,000 EACH FISCAL YEAR 28 
FROM THE PROCEEDS OF THE RACETRAX LOTTERY GAME TO ANNE ARUNDEL 29 
COUNTY, HOWARD COUNTY, AND THE CITY OF LAUREL IN PROPORTION TO EACH 30 
JURISDICTION’S SHARE OF THE MONEY REQUIRE D TO BE PAID UNDER § 11–404(D) 31 
OF THE BUSINESS REGULATION ARTICLE TO BE USED IN ACCORD ANCE WITH 32 
PARAGRAPH (4) OF THIS SUBSECTION ; AND 33

 [(xiv)] (XV) into the General Fund of the State the money that remains 1 
in the State Lottery Fund from the proceeds of all lotteries after the distributions under 2 
subsection (a) of this section and items (i) through [(xiii)] (XIV) of this paragraph. 3 
 
 (3) THE COMPTROLLER MAY NOT P AY THE SUPPLEMENTAL LOCAL 4 
IMPACT AID REQUIRED UNDER PARAGRAPH (1)(XIV) OF THIS SUBSECTION F OR ANY 5 
FISCAL YEAR FOLLOWIN G THE FISCAL YEAR THAT: 6 
 
 (I) LAUREL RACE COURSE IS NO LONGER U SED FOR LIVE 7 
RACING OR TRAINING ; OR 8 
 
 (II) BACKSTRETCH WORKERS EMPLOYED AT LAUREL RACE 9 
COURSE ARE NO LONGER LIVING ON THE LAUREL RACE COURSE PROPERTY . 10 
 
 (4) (I) ANNE ARUNDEL COUNTY, HOWARD COUNTY, AND THE 11 
CITY OF LAUREL SHALL USE THE SUPPLEMENTAL LOCAL IMPACT AID REQUIRED 12 
UNDER PARAGRAPH (1)(XIV) OF THIS SUBSECTION T O PROVIDE PROGRAMS AND 13 
SERVICES TO THE COMMUNITIES S URROUNDING LAUREL RACE COURSE 14 
INCLUDING: 15 
 
 1. HEALTH AND MENTAL HE ALTH SERVICES ; 16 
 
 2. INDIVIDUAL AND FAMIL Y COUNSELING ; 17 
 
 3. DRUG AND ALCOHOL ADD	ICTION AWARENESS , 18 
SUPPORT, AND TREATMENT ; 19 
 
 4. SOCIAL SERVICES ; 20 
 
 5. NUTRITION AND WELLNE SS PROGRAMS ; AND 21 
 
 6. TRANSPORTATION , IF NECESSARY , TO OFF–SITE 22 
MEDICAL AND WELLNESS SERVICES. 23 
 
 (II) 1. ANNE ARUNDEL COUNTY MAY USE THE 24 
SUPPLEMENTAL LOCAL IMPACT AID UNDER PAR AGRAPH (1)(XIV) OF THIS 25 
SUBSECTION ONLY TO PROVIDE GRANT FUNDING FOR THE PURPOSES IDE NTIFIED 26 
UNDER SUBPARAGRAPH (I) OF THIS PARAGRAPH TO NONPROFIT ORGANIZ ATIONS: 27 
 
 A. WITH A HISTORY OF WORKING WITH BACKSTRETCH 28 
WORKERS EMPLOYED AT LAUREL RACE COURSE; AND 29

 B. THAT EMPLOY SPANISH–SPEAKING PROGRAM STA FF 1 
OR PROVIDE TRANSLATI ON SERVICES FOR NONN ATIVE ENGLISH SPEAKERS. 2 
 
 2. A NONPROFIT ORGANIZATION THAT RECEIVES GRANT 3 
FUNDING UNDER THIS SUBPARAGR APH MAY USE THE FUNDING ONLY TO PROVIDE 4 
PROGRAMS AND SERVICES AT LAUREL RACE COURSE OR WITHIN 1 MILE OF LAUREL 5 
RACE COURSE TO BACKSTRETCH WORKERS EMPLOYED AT LAUREL RACE COURSE 6 
OR RESIDENTS LIVING IN THE 20724 POSTAL ZIP CODE. 7 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shal l take effect July 8 
1, 2025. 9
