State Lottery Fund – Laurel Race Course – Local Impact Aid 2 
 
FOR the purpose of requiring the Comptroller, each fiscal year, for certain fiscal years, to 3 
distribute from the State Lottery Fund a certain amount of supplemental local 4 
impact aid to Anne Arundel County, Howard County, and the City of Laurel from 5 
the proceeds of a certain lottery game; and generally relating to the State Lottery 6 
Fund and supplemental local impact aid for Anne Arundel County, Howard County, 7 
and the City of Laurel. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 2 
That the Laws of Maryland read as follows: 3 
 
Article – Business Regulation 4 
 
11–404. 5 
 
 (d) (1) If 140 or more days of live racing in a year are held at Laurel Race 6 
Course, the Comptroller shall pay: 7 
 
 (i) for each day of live racing, $2,000 to Anne Arundel County, $500 8 
to Howard County, and $300 to the City of Laurel; and 9 
 
 (ii) for each additional day of intertrack betting without live racing 10 
held, $1,000 to Anne Arundel County, $250 to Howard County, and $150 to the City of 11 
Laurel. 12 
 
 (2) If fewer than 140 days of live racing in a year are held at Laurel Race 13 
Course, the Comptroller shall pay: 14 
 
 (i) for each day of live racing or each day of intertrack betting 15 
without live racing held, up to a maximum payment for 140 days, $2,000 to Anne Arundel 16 
County, $500 to Howard County, and $300 to the City of Laurel; and 17 
 
 (ii) for each additional day of intertrack betting without live racing 18 
held, $1,000 to Anne Arundel County, $250 to Howard County, and $150 to the City of 19 
Laurel. 20

 (b) (1) By the end of the month following collection, the Comptroller shall 23 
deposit, cause to be deposited, or pay: 24 
 
 (xiii) after June 30, 2024, a supplemental local impact grant of 25 
$3,000,000 each fiscal year to the County Executive and County Council of Prince George’s 26 
County from the money that remains in the State Lottery Fund from the proceeds of all 27 
lotteries after the distributions under subsection (a) of this section and items (i) through 28 
(xii) of this paragraph to be distributed in Prince George’s County in accordance with §  29 
9–1A–31 of this title; [and] 30 
 
 (XIV) SUBJECT TO PARAGRAPH (3) OF THIS SUBSECTION A FTER 31 
JUNE 30, 2025, SUPPLEMENTAL LOCAL I MPACT AID OF $500,000 $250,000 EACH 32 
FISCAL YEAR FROM THE PROCEEDS OF THE RACETRAX LOTTERY GAME TO ANNE 33   	HOUSE BILL 337 	3 
 
 
ARUNDEL COUNTY, HOWARD COUNTY, AND THE CITY OF LAUREL IN PROPORTION 1 
TO EACH JURISDICTION ’S SHARE OF THE MONEY REQUIRED TO BE PAID UNDER §  2 
11–404(D) OF THE BUSINESS REGULATION ARTICLE TO BE USED IN ACCORDANCE 3 
WITH PARAGRAPH (4) OF THIS SUBSECTION; AND 4 
 
 [(xiv)] (XV) into the General Fund of the State the money that remains 5 
in the State Lottery Fund from the proceeds of all lotteries after the distributions under 6 
subsection (a) of this section and items (i) through [(xiii)] (XIV) of this paragraph. 7 
 
 (3) THE COMPTROLLER MAY NOT P AY THE SUPPLEMENTAL LOCAL 8 
IMPACT AID REQUIRED UNDER PARAGRAPH (1)(XIV) OF THIS SUBSECTION F OR ANY 9 
FISCAL YEAR FOLLOWIN G THE FISCAL YEAR TH AT: 10 
 
 (I) LAUREL RACE COURSE IS NO LONGER U SED FOR LIVE 11 
RACING OR TRA INING; OR 12 
 
 (II) BACKSTRETCH WORKERS EMPLOYED AT LAUREL RACE 13 
COURSE ARE NO LONGER LIVING ON THE LAUREL RACE COURSE PROPERTY . 14 
 
 (4) (I) ANNE ARUNDEL COUNTY, HOWARD COUNTY, AND THE 15 
CITY OF LAUREL SHALL USE THE SUPPLEMENTAL LOCAL I MPACT AID REQUIRED 16 
UNDER PARAGRAPH (1)(XIV) OF THIS SUBSECTION T O PROVIDE PROGRAMS A ND 17 
SERVICES TO THE COMM UNITIES SURROUNDING LAUREL RACE COURSE 18 
INCLUDING: 19 
 
 1. HEALTH AND MENTAL HE ALTH SERVICES ; 20 
 
 2. INDIVIDUAL AND FAMIL Y COUNSELING ; 21 
 
 3. DRUG AND ALCOHOL ADD	ICTION AWARENESS , 22 
SUPPORT, AND TREATMENT ; 23 
 
 4. SOCIAL SERVICES ; 24 
 
 5. NUTRITION AND WELLNE SS PROGRAMS ; AND 25 
 
 6. TRANSPORTATION , IF NECESSARY , TO OFF–SITE 26 
MEDICAL AND WELLNESS SERVICES. 27 
 
 (II) 1. ANNE ARUNDEL COUNTY MAY USE THE 28 
SUPPLEMENTAL LOCAL I MPACT AID UNDER PARAGRAPH (1)(XIV) OF THIS 29 
SUBSECTION ONLY TO P ROVIDE GRANT FUNDING FOR THE PURPOSES IDE NTIFIED 30 
UNDER SUBPARAGRAPH (I) OF THIS PARAGRAPH TO NONPROFIT ORGANIZATI ONS: 31

DEVELOPED AND ADMINI STERED BY THE LAUREL RACE COURSE IMPACT ADVISORY 8 
COMMITTEE TO PROVIDE GRANT FUNDING TO NON PROFIT ORGANIZATIONS UNDER 9 
THIS SUBPARAGRAPH . 10 
 
 3. A NONPROFIT ORGANIZATI ON THAT RECEIVES GRANT 11 
FUNDING UNDER THIS S UBPARAGRAPH MAY USE THE FUNDING ONLY TO PROVIDE 12 
PROGRAMS AND SERVICE S AT LAUREL RACE COURSE OR WITHIN 1 MILE OF LAUREL 13 
RACE COURSE TO BACKSTRETCH WORKERS EMPLOYED AT LAUREL RACE COURSE 14 
OR RESIDENTS LIVING IN THE 20724 POSTAL ZIP CODE. 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 16 
1, 2025. It shall remain effective for a period of 2 years and, at the end of June 30, 2027, 17 
this Act, with no further action required by the General Assembly, shall be abrogated and 18 
of no further force and effect. 19
