AN ACT concerning 1 
 
Election Law – Election Judges – Compensation 2 
 
FOR the purpose of requiring a local board of elections to pay an election judge 3 
compensation for completing a certain course of instruction only after the election 4 
judge actually serves an election day or early voting day; authorizing a public school 5 
student in the State to both earn hours toward the service–learning graduation 6 
requirement and receive election judge compensation for service as an election judge; 7 
and generally relating to election judges. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15 
 
Article – Election Law 16 
 
10–205. 17 
 
 (a) (1) In this section the following words have the meanings indicated. 18 
  2 	HOUSE BILL 586  
 
 
 (2) “Compensation” includes stipends for transportation, training, and 1 
bonus payments. 2 
 
 (3) “Returning election judge” means an election judge who has served a 3 
term of office for the immediately preceding statewide election. 4 
 
 (b) (1) (i) The county governing body shall provide sufficient funding to 5 
meet the minimum compensation levels required under this section. 6 
 
 (ii) Within the limits authorized by the county governing body, a 7 
local board may fix the compensation of election judges above the minimum compensation 8 
levels required under this section. 9 
 
 (2) A local board shall pay an election judge for: 10 
 
 (i) SUBJECT TO PARAGRAPH (4)(II) OF THIS SUBSECTION , each 11 
course of instruction required under § 10–206(g)(1) of this subtitle that the election judge 12 
completes; and 13 
 
 (ii) each election day and each early voting day that the election 14 
judge actually serves. 15 
 
 (3) (i) For each election judge who is not a returning election judge, the 16 
compensation for each election day and each early voting day actually served shall be at 17 
least $250 per day. 18 
 
 (ii) For each returning election judge, the compensation for each 19 
election day and each early voting day actually served shall be at least $100 more per day 20 
than the compensation provided to an election judge who is not a returning election judge. 21 
 
 (4) (I) The compensation for each completed course of instruction 22 
required under § 10–206(g)(1) of this subtitle shall be at least $50. 23 
 
 (II) A LOCAL BOARD SHALL PA Y AN ELECTION JUDGE THE 24 
COMPENSATION REQUIRE D UNDER PARAGRAPH (2)(I) OF THIS SUBSECTION O NLY 25 
AFTER THE ELECTION J UDGE ACTUALLY SERVES AN ELECTION DAY OR E ARLY 26 
VOTING DAY.  27 
 
 (c) The State Board shall reimburse each local board for $50 of the additional 28 
compensation required under subsection (b)(3)(ii) of this section that is paid to each 29 
returning election judge. 30 
 
 (D) FOR SERVICE AS AN ELE CTION JUDGE, A PUBLIC SCHOOL STUD ENT IN 31 
THE STATE MAY BOTH :  32

 (1) EARN HOURS TOWARD TH E SERVICE–LEARNING REQUIREMENT 1 
FOR GRADUATION UNDER COMAR 13A.03.02.05; AND  2 
 
 (2) RECEIVE THE ELECTION JUDGE COMPENSATION U NDER THIS 3 
SECTION. 4 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 5 
October 1, 2025. 6
