Public School Construction and Renovation – Solar Canopies for School 2 
Parking Lots – Underground Infrastructure  3 
School Buildings – Solar Technologies – Parking Lot Solar Canopies 4 
 
FOR the purpose of requiring that certain construction projects or major renovation 5 
projects of public school buildings be designed, engineered, and constructed in a 6 
manner so that school parking lots are equipped with the appropriate underground 7 
infrastructure necessary to support solar canopy installation; and generally relating 8 
to public school construction and renovations including parking lot solar canopies in 9 
the evaluation of the use of solar technologies required for the construction or major 10 
renovation of school buildings; and generally relating to school buildings and solar 11 
technology. 12

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1 
That the Laws of Maryland read as follows: 2

 FOR EACH CONSTRUCTION PROJECT OR MAJOR REN OVATION PROJECT OF A 5 
PUBLIC SCHOOL BUILDI NG PROPOSED AFTER DECEMBER 31, 2025, THAT INCLUDES 6 
THE CONSTRUCTION OR RENO VATION OF A SCHOOL P ARKING LOT, THE STATE 7 
SHALL REQUIRE THAT T HE PROJECT BE DESIGN ED, ENGINEERED , AND 8 
CONSTRUCTED IN A MAN NER SO THAT THE PARK ING LOT IS EQUIPPED WITH THE 9 
APPROPRIATE UNDERGRO UND INFRASTRUCTURE N ECESSARY TO SUPPORT SOLAR 10 
CANOPY INSTALLATION . 11

 (a) The Interagency Commission shall adopt regulations that require the design 13 
development documents for the construction or major renovation of school buildings 14 
submitted by a county board to the Interagency Commission to include: 15 
 
 (1) An evaluation of the use of solar technologies, including photovoltaic or 16 
solar water heating AND PARKING LOT SOLA R CANOPIES, based on life cycle costs; and 17 
 
 (2) If an evaluation determines that solar technologies are not appropriate 18 
for a construction or major renovation project, a report that explains why the use of the 19 
technology is not appropriate. 20 
 
 (b) On or before December 31 of each year, the Interagency Commission shall 21 
submit a report on the number of public school construction and major renovation projects 22 
in each jurisdiction that use solar technologies to the Governor and, in accordance with § 23 
2–1257 of the State Government Article, the General Assembly.  24 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 25 
1, 2025.  26
