AN ACT concerning 1
Maryland Transportation Authority – Video Toll Facilities – Study on Image 2
Capture of License Plates 3
FOR the purpose of requiring the Maryland Transportation Authority to conduct a study 4
on the feasibility of capturing the image of only the rear license plate of a vehicle at 5
video toll facilities in the State; and generally relating to video toll facilities in the 6
State. 7
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAN D, 8
That: 9
(a) The Maryland Transportation Authority shall conduct a study on the 10
feasibility of capturing the image of only the rear license plate of a vehicle, rather than 11
images of both the front and rear license plates, at video toll facilities in the State. 12
(b) The study required under subsection (a) of this section shall identify: 13
(1) any system and equipment upgrades necessary to reliably capture the 14
image of the rear license plate of a vehicle at a video toll facility; and 15
(2) any potential impacts that may occur as the result of capturing the 16
image of only the rear license plate of a vehicle rather than both the front and rear license 17
plates. 18
(c) On or before December 1, 2025, the Authority shall report its findings and 19
recommendations to the Governor and, in accordance with § 2 –1257 of the State 20
Government Article, the General Assembly. 21
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22
1, 2025. 23
