Department of Juvenile Services – Report on Youth Service Bureaus 2 
 
FOR the purpose of requiring the Department of Juvenile Services to submit a report 3 
regarding youth service bureaus on or before a certain date each year; and generally 4 
relating to the Department of Juvenile Services and youth service bureaus. 5 
 
BY repealing and reenacting, without amendments, 6 
 Article – Human Services 7 
Section 9–101(a) and (b) 8 
 Annotated Code of Maryland 9 
 (2019 Replacement Volume and 2024 Supplement) 10 
 
BY adding to 11 
 Article – Human Services 12 
Section 9–224 13 
 Annotated Code of Maryland 14 
 (2019 Replacement Volume and 2024 Supplement) 15 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL AS SEMBLY OF MARYLAND, 16 
That the Laws of Maryland read as follows: 17

 (a) In this title the following words have the meanings indicated. 1 
 
 (b) “Department” means the Department of Juvenile Services. 2 
 
9–224. 3 
 
 ON OR BEFORE OCTOBER 1, 2025, AND EACH OCTOBER 1 THEREAFTER , THE 4 
DEPARTMENT SHALL REPORT TO THE SENATE JUDICIAL PROCEEDING S 5 
COMMITTEE AND THE HOUSE JUDICIARY COMMITTEE, IN ACCORDANCE WITH §  6 
2–1257 OF THE STATE GOVERNMENT ARTICLE, ON: 7 
 
 (1) EFFORTS BY THE DEPARTMENT TO PROMOTE PREDELINQUENT 8 
PROGRAMS, INCLUDING YOUTH SERV ICE BUREAUS; 9 
 
 (2) EFFORTS BY THE DEPARTMENT TO COLLABORATE WITH AND 10 
PROVIDE TECHNICAL AS SISTANCE TO LOCAL GOVERNMENTS REGARDING THE 11 
ESTABLISHMENT , USE, AND FUNDING OF YOUTH SERVICE BUREAU S; 12 
 
 (3) AN ASSESSMENT OF THE PROGRAMS AND ACTIVIT IES CONDUCTED 13 
BY YOUTH SERVICE BUREAU S; AND 14 
 
 (4) ANY OTHER EFFORTS TO PREVENT Y OUTH OFFENSES . 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 16 
1, 2025. 17
