AN ACT concerning 1 
 
Procurement – Public Work Contracts – Data Dashboard  2 
(Maryland Public Works and Apprenticeship Transparency Act)  3 
Workgroup on the Creation of a Data Dashboard for Public Work Contracts and 4 
Apprentices – Establishment 5 
 
FOR the purpose of requiring the Commissioner of Labor and Industry to develop and 6 
maintain a data dashboard that includes certain information relating to contractors, 7 
subcontractors, employees, and apprentices working under public work contracts; 8 
requiring each contractor who is contracted under a public work contract to provide 9 
certain information to the Commissioner; requiring the Commissioner to update the 10 
data dashboard on a certain basis, post the data dashboard on the Maryland 11 
Department of Labor website, and maintain a certain cache; and generally relating 12 
to public work contracts establishing the Workgroup on the Creation of a Data 13 
Dashboard for Public Work Contracts and Apprentices to study the most efficient 14 
and cost–effective method to create a publicly available data dashboard that 15 
disaggregates information regarding public work contracts with the State and 16 
apprentices working under the public work contracts; and generally relating to the 17 
Workgroup on the Creation of a Data Dashboard for Public Work Contracts and 18 
Apprentices. 19

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 5 
That the Laws of Maryland read as follows: 6 
 
 (a) There is a Workgroup on the Creation of a Data Dashboard for Public Work 7 
Contracts and Apprentices. 8 
 
 (b) The Workgroup consists of the following members: 9 
 
 (1) three members of the Senate of Maryland, appointed by the President 10 
of the Senate; 11 
 
 (2) three members of the House of Delegates, appointed by the Speaker of 12 
the House; 13 
 
 (3) the Secretary of Labor, or the Secretary’s designee;  14 
 
 (4) the Commissioner of Labor and Industry, or the Commissioner’s 15 
designee; and 16 
 
 (5) the following members, appointed by the Governor: 17 
 
 (i) one representative of the Baltimore–DC Building Trades 18 
Council, selected by the President of the Council; 19 
 
 (ii) one representative of the Mid–Atlantic Pipe Trades Association; 20 
and 21 
 
 (iii) one representative who is an attorney and a member of 22 
Steamfitters Union Local 602. 23 
 
 (c) The President of the Senate and the Speaker of the House shall designate the 24 
co–chairs of the Workgroup. 25 
 
 (d) The Commissioner of Labor and Industry shall provide staff for the 26 
Workgroup. 27 
 
 (e) A member of the Workgroup: 28 
 
 (1) may not receive compensation as a member of the Workgroup; but 29 
 
 (2) is entitled to reimbursement for expenses under the Standard State 30 
Travel Regulations, as provided in the State budget. 31   	HOUSE BILL 850 	3 
 
 
 
 (f) At the first meeting of the Workgroup that occurs on or after July 1, 2025, the 1 
Workgroup shall vote to adopt a code of conduct providing for the acceptable conduct of 2 
Workgroup members. 3 
 
 (g) The Workgroup shall: 4 
 
 (1) study the most efficient and cost–effective method to create a publicly 5 
available data dashboard that disaggregates information regarding public work contracts 6 
with the State, including information on: 7 
 
 (i) the name of each contractor and subcontractor working under a 8 
public work contract; 9 
 
 (ii) wages, including overtime wages, and benefits paid to each 10 
employee of a contractor or subcontractor working under a public work contract;  11 
 
 (iii) the job classification of each employee employed by a contractor 12 
or subcontractor working under a public work contract; 13 
 
 (iv) apprentices working under each contractor and subcontractor for 14 
public works contracts, including: 15 
 
 1. the number of apprentices employed; 16 
 
 2. demographic information for each apprentice; 17 
 
 3. the date each apprentice registered with the Maryland 18 
Department of Labor; 19 
 
 4. the trade practiced by each apprentice; and 20 
 
 5. the certification status of each apprentice; and 21 
 
 (v) each apprenticeship program sponsored by each contractor or 22 
subcontractor working under a public work contract; and 23 
 
 (2) make recommendations regarding: 24 
 
 (i) where the data dashboard shall be located; 25 
 
 (ii) necessary costs associated with the development and 26 
maintenance of the data dashboard; and 27 
 
 (iii) time frames during which the data dashboard can be developed 28 
and implemented and the frequency with which the information in the data dashboard can 29

 (h) On or before January 7, 2027, the Workgroup shall report its findings and 1 
recommendations to the Governor and, in accordance with § 2 –1257 of the State 2 
Government Article, the General Assembly.  3

 (2) THE FOLLOWING INFORM ATION REGARDING THE EMPLOYEES OF 11 
EACH CONTRACTOR AND SUBCONTRACTOR WORKIN G UNDER THE PUBLIC W ORK 12 
CONTRACT: 13 
 
 (I) THE PREVAILING WAGE RATES PAID BY EACH C ONTRACTOR 14 
OR SUBCONTRACTOR ; 15 
 
 (II) THE NUMBER OF EMPLOYEES EMPLOYED BY EACH 16 
CONTRACTOR OR SUBCON TRACTOR; 17 
 
 (III) THE REGULAR WAGES AN D OVERTIME WAGES PAI D BY THE 18 
CONTRACTOR OR SUBCON TRACTOR; 19 
 
 (IV) ANY FRINGE BENEFITS PROVIDED TO EMPLOYEE S BY THE 20 
CONTRACTOR OR SUBCON TRACTOR;  21 
 
 (V) THE JOB CLASSIFICATION O F EACH EMPLOYEE EMPL OYED 22 
BY THE CONTRACTOR OR SUBCONTRACTOR ; AND 23 
 
 (VI) ANY ADDITIONAL INFOR MATION DETERMINED NE CESSARY 24 
BY THE COMMISSIONER ; AND 25 
 
 (3) (I) THE NUMBER OF APPREN TICES WORKING FOR EA CH 26 
CONTRACTOR OR SUBCON TRACTOR; 27 
 
 (II) THE TRADE PRACTICED BY EACH APPRENTICE W ORKING 28 
FOR EACH CONTRACTOR OR SUBCONTRACTOR ; 29

 (B) EACH CONTRACTOR WHO I S CONTRACTED UNDER A PUBLIC WORK 9 
CONTRACT SHALL PROVI DE THE COMMISSIONER WITH THE INFORMATION LISTED 10 
UNDER SUBSECTION (A) OF THIS SECTION ONCE A WEEK. 11 
 
 (C) THE COMMISSIONER SHALL : 12 
 
 (1) UPDATE THE DATA DASH BOARD DEVELOPED UNDE R SUBSECTION 13 
(A) OF THIS SECTION AT L EAST ONCE A MONTH ;  14 
 
 (2) POST THE MOST RECENT LY UPDATED DATA DASH BOARD 15 
PROMINENTLY ON THE MARYLAND DEPARTMENT OF LABOR WEBSITE ; AND 16 
 
 (3) MAINTAIN A CACHE CON TAINING THE INFORMAT ION POSTED ON 17 
THE DATA DASHBOARD F OR AT LEAST THE IMME DIATELY PRECEDING 24 MONTHS. 18 
 
 (D) THE COMMISSIONER MAY ADOP T REGULATIONS TO CAR RY OUT THIS 19 
SECTION. 20 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 21 
October 1, 2025. 22 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 23 
1, 2025. It shall remain effective for a period of 1 year and 7 months and, at the end of 24 
January 31, 2027, this Act, with no further action required by the General Assembly, shall 25 
be abrogated and of no further force and effect.  26
