A BILL ENTITLED 
 
AN ACT concerning 1 
 
Heating, Ventilation, Air–Conditioning, and Refrigeration Contractors – License 2 
Restoration 3 
 
FOR the purpose of extending the time period during which an individual who has held a 4 
heating, ventilation, air–conditioning, and refrigeration contractor license may apply 5 
for license restoration after expiration; and generally relating to heating, ventilation, 6 
air–conditioning, and refrigeration contractors. 7 
 
BY repealing and reenacting, without amendments, 8 
 Article – Business Regulation 9 
Section 9A–101(a), (b), and (l) 10 
 Annotated Code of Maryland 11

BY repealing and reenacting, with amendments, 13

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19 
 
Article – Business Regulation 20 
 
9A–101. 21 
 
 (a) In this title the following words have the meanings indicated. 22 
  2 	HOUSE BILL 92  
 
 
 (b) “Board” means the State Board of Heating, Ventilation, Air–Conditioning, and 1 
Refrigeration Contractors. 2 
 
 (l) (1) “License” means, unless the context requires otherwise, a license issued 3 
by the Board to provide or to assist in providing heating, ventilation, air–conditioning, or 4 
refrigeration services. 5 
 
 (2) “License” includes, unless the context requires otherwise: 6 
 
 (i) a master license; 7 
 
 (ii) a master restricted license; 8 
 
 (iii) a limited license; 9 
 
 (iv) a journeyman license; 10 
 
 (v) a journeyman restricted license; and 11 
 
 (vi) an apprentice license. 12

 (e) (1) If application for restoration is made within [90 days of] 4 YEARS 14 
AFTER expiration of a license, the license may be restored [only] on payment of [a] THE 15 
REQUIRED renewal OR REINSTATEMENT fee. 16 
 
 (2) If application for restoration is not made within the [90–day] 4–YEAR 17 
period, the Board may require compliance with the process for initial applications as if the 18 
applicant had never been licensed. 19 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 20 
October 1, 2025. 21
