AN ACT concerning 1 
 
Motor Vehicle Registration – Fee Exemption – Unemployable Disabled Veterans 2 
 
FOR the purpose of establishing that a vehicle owned by an unemployable disabled veteran 3 
is exempt from vehicle registration fees; and generally relating to vehicle registration 4 
fee exemptions. 5

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1 
That the Laws of Maryland read as follows: 2 
 
Article – Transportation 3 
 
13–903. 4 
 
 (a) The following vehicles are exempt from the registration fees specified in this 5 
subtitle: 6 
 
 (8) A vehicle owned by, or leased to, and personally used by a veteran who: 7 
 
 (i) As designated or classified by the U.S. Department of Veterans 8 
Affairs, has lost the use of a hand, arm, or leg, or is totally disabled; or 9 
 
 (ii) Has a permanent impairment of both eyes so that: 10 
 
 1. The central visual acuity is 20/200 or less in the better eye, 11 
with corrective glasses; or 12 
 
 2. There is a field defect in which the peripheral field has 13 
contracted to such an extent that the widest diameter of visual field subtends an angular 14 
distance no greater than 20 degrees in the better eye; 15 
 
 (9) A vehicle owned and personally used by an individual who is the 16 
surviving spouse of a deceased disabled veteran, as defined under § 7–208 of the  17 
Tax – Property Article; [and] 18 
 
 (10) A Type I or Type II school vehicle owned and operated by a religious 19 
organization; AND 20 
 
 (11) NOT MORE THAN ONE VEH ICLE OWNED BY , OR LEASED TO , AND 21 
PERSONALLY USED BY A VETERAN WHO IS UNEMP LOYABLE DUE TO A 22 
SERVICE–CONNECTED DISABILITY . 23 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 24 
October 1, 2025. 25
