A BILL ENTITLED 
 
AN ACT concerning 1 
 
Department of State Police – Residency Requirements 2 
 
FOR the purpose of altering the residency requirements for police employees of the 3 
Department of State Police; and generally relating to residency requirements of 4 
employees of the Department of State Police. 5 
 
BY repealing and reenacting, with amendments, 6 
 Article – Public Safety 7 
Section 2–402 8 
 Annotated Code of Maryland 9 
 (2022 Replacement Volume and 2024 Supplement) 10 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11 
That the Laws of Maryland read as follows: 12 
 
Article – Public Safety 13 
 
2–402. 14 
 
 (a) (1) In accordance with the State budget, the Secretary shall appoint the 15 
employees that the Secretary considers necessary for the efficient administration of the 16 
Department. 17 
 
 (2) The Secretary shall make each appointment from a list of eligible 18 
candidates in accordance with the State Personnel and Pensions Article. 19 
 
 (b) Each CIVILIAN appointee to the Department shall: 20 
 
 (1) be a resident of the State on the date of appointment; and 21

 (2) have the character, education, and other qualifications established by 1 
the Secretary under this title. 2 
 
 (C) EACH POLICE APPOINTEE TO THE DEPARTMENT SHALL : 3 
 
 (1) BE A RESIDENT OF THE STATE OR RESIDE WITHI N 25 MILES 4 
OUTSIDE ITS BORDERS ON THE DAT E OF APPOINTMENT AND FOR THE DURATION OF 5 
THE APPOINTEE ’S EMPLOYMENT ; AND 6 
 
 (2) HAVE THE CHARACTER , EDUCATION, AND OTHER 7 
QUALIFICATIONS ESTAB LISHED BY THE SECRETARY UNDER THIS TITLE. 8 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 9 
October 1, 2025. 10
