A BILL ENTITLED 
 
AN ACT concerning 1 
 
Baltimore City – Speed Monitoring Systems – Maximum Penalty Increase 2 
 
FOR the purpose of increasing the maximum civil penalty that may be assessed for a 3 
violation recorded by a speed monitoring system located in Baltimore City; and 4 
generally relating to penalties for violations recorded by speed monitoring systems 5 
in Baltimore City. 6 
 
BY repealing and reenacting, with amendments, 7 
 Article – Transportation 8 
Section 21–809(c) 9 
 Annotated Code of Maryland 10

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 
That the Laws of Maryland read as follows: 13

 (c) (1) Unless the driver of the motor vehicle received a citation from a police 16 
officer at the time of the violation, the owner or, in accordance with subsection (f)(4) of this 17 
section, the driver of a motor vehicle is subject to a civil penalty if the motor vehicle is 18 
recorded by a speed monitoring system while being operated in violation of this subtitle. 19 
 
 (2) (I) [A] EXCEPT AS PROVIDED IN SUBPARAGRAPH (II) OF THIS 20 
PARAGRAPH , A civil penalty under this subsection may not exceed $40. 21

 (II) FOR A VIOLATION RECOR DED BY A SPEED MONIT ORING 1 
SYSTEM LOC ATED IN BALTIMORE CITY, A CIVIL PENALTY UNDE R THIS SUBSECTION 2 
MAY NOT EXCEED $60. 3 
 
 (3) For purposes of this section, the District Court shall prescribe: 4 
 
 (i) A uniform citation form consistent with subsection (d)(1) of this 5 
section and § 7–302 of the Courts Article; and 6 
 
 (ii) A civil penalty, which shall be indicated on the citation, to be paid 7 
by persons who choose to prepay the civil penalty without appearing in District Court. 8 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effec t 9 
October 1, 2025. 10
