BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 15 That the Laws of Maryland read as follows: 16 Article – Education 17 13–107. 18 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 19 INDICATED. 20 (2) “PROGRAM” OR “TERPSEXCEED PROGRAM” MEANS THE 21 UNIVERSITY OF MARYLAND, COLLEGE PARK CAMPUS TERPSEXCEED 22 (EXPERIENCING COLLEGE THROUGH EDUCATION AND EMPLOYMENT DISCOVERY) 23 PROGRAM. 24 2 SENATE BILL 603 (3) “UNIVERSITY” MEANS THE UNIVERSITY OF MARYLAND, 1 COLLEGE PARK CAMPUS. 2 (B) FOR FISCAL YEAR 2027 AND EACH FISCAL YEAR THEREAFTER , THE 3 GOVERNOR MAY INCLUDE IN THE ANNUAL BUDGET BILL AN APPROPRIATIO N OF 4 $350,000 FOR THE TERPSEXCEED PROGRAM AT THE UNIVERSITY. 5 (C) (1) THE FUNDING PROVIDED UNDER SUBSECTION (B) OF THIS 6 SECTION MAY SERVE AS A SUSTAINABLE FUNDIN G SOURCE FOR THE MAN AGEMENT 7 OF THE TERPSEXCEED PROGRAM TO PROVIDE ED UCATIONAL AND EMPLOY MENT 8 OPPORTUNITIES TO STU DENTS WITH INTELLECT UAL DISABILITIES AND TO ENABLE 9 THE PROGRAM’S FUTURE EXPANSION . 10 (2) THE FUNDING PROVIDED UNDER SUBSECTION (B) OF THIS 11 SECTION MAY BE USED FOR: 12 (I) ADVISING AND COUNSELI NG STUDENTS IN THE PROGRAM 13 TO ASSIST WITH SCHED ULING AND REGISTRATI ON FOR CLASSES , OUTREACH TO 14 PROFESSORS , DESIGNING COURSE MOD IFICATIONS, PROVIDING IN–CLASS SUPPORT 15 AND ACCOMMODATIONS , AND OFFERING MENTOR TUTORING; 16 (II) ADVISING AND COUNSELI NG STUDENTS IN THE PROGRAM 17 TO ASSIST WITH CALEN DAR MANAGEMENT ; 18 (III) ADVISING AND COUNSELI NG STUDENTS IN THE PROGRAM 19 TO FACILITATE STUDEN T CLUB AND ACTIVITY CHOICES; 20 (IV) TRAINING AND COMMUNIC ATING WITH RESIDENT 21 ASSISTANTS AND RESID ENT DIRECTORS IN THE PROGRAM; 22 (V) OFFERING COURSES IN P EER MENTORSHIP IN TH E 23 PROGRAM; 24 (VI) ADVISING PEER MENTORS IN THE PROGRAM; 25 (VII) OFFERING COURSES IN C AREER DEVELOPMENT IN THE 26 PROGRAM; 27 (VIII) DEVELOPING INTERNSHIP AND JOB OPPORTUNITIE S ON 28 AND OFF CAMPUS , GATHERING SUPERVISOR FEEDBACK, AND PROVIDING DIRECT 29 EMPLOYMENT SUPPORT , INCLUDING GOAL SETTI NG AND CAREER PLANNI NG FOR 30 EACH STUDENT IN THE PROGRAM; 31 SENATE BILL 603 3 (IX) CONNECTING STUDENTS I N THE PROGRAM WITH STATE 1 AGENCIES THAT SUPPOR T INDIVIDUALS WITH D ISABILITIES; 2 (X) MANAGING THE USE OF S ELF–DIRECTED WAIVER BUDG ETS 3 FOR ON–CAMPUS SUPPORTS IN T HE PROGRAM; 4 (XI) MANAGING FINANCIAL AI D SYSTEMS FOR THE PROGRAM; 5 (XII) SHARING RESOURCES NEE DED FOR POST –PROGRAM 6 SUPPORT; AND 7 (XIII) FACILITATING A CROSS –AGENCY, INTEGRATED RESOURCE 8 TEAM FOR EACH STUDEN T IN THE PROGRAM AND ANY OTHER CUSTOMIZED 9 PROGRAMMING OR DIREC T COUNSELING THAT SU PPORTS THE WELL –BEING OF 10 EACH STUDENT IN THE PROGRAM AND FOSTERS S PECIFIC OPPORTUNITIE S FOR 11 SELF–DETERMINATION . 12 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 13 1, 2025. 14
