AN ACT concerning 1 
 
Frederick County – Sheriff – Salary 2 
 
FOR the purpose of altering the annual salary of the Sheriff of Frederick County to be equal 3 
to the salary of a Department of State Police lieutenant colonel, at the highest 4 
available step for a lieutenant colonel under the Department of State Police pay plan 5 
a certain amount for a certain calendar year; altering the annual salary of the Sheriff 6 
of Frederick County to be a certain percentage of the salary of the State’s Attorney 7 
for Frederick County for certain subsequent calendar years; and generally relating 8 
to the salary of the Sheriff of Frederick County. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 20 
That the Laws of Maryland read as follows: 21

 (a) This section applies only in Frederick County. 3 
 
 (b) (1) The SALARY FOR THE Sheriff of Frederick County [shall receive an 4 
annual salary of [$125,000] IS EQUAL TO THE SALA RY OF A DEPARTMENT OF STATE 5 
POLICE LIEUTENANT COL ONEL, AT THE HIGHEST AVAIL ABLE STEP FOR A 6 
LIEUTENANT COLONEL U NDER THE DEPARTMENT OF STATE POLICE PAY PLAN IN 7 
EFFECT ON THE DAY PR IOR TO THE DAY THAT THE SHERIFF BEGINS A TERM OF 8 
OFFICE: 9 
 
 (I) $187,313 FOR CALENDAR YEAR 2025; AND 10 
 
 (II) 82.5% OF THE STATE’S ATTORNEY FOR FREDERICK 11 
COUNTY’S ANNUAL SALARY INCL UDING ANY INCREMENTS AND SALARY 12 
ADJUSTMENTS AUTHORIZ ED UNDER § 15–411(B)(2) OF THE CRIMINAL PROCEDURE 13 
ARTICLE FOR CALENDAR YEAR 2026 AND EACH SUBSEQUENT CALENDAR YEAR . 14 
 
 (2) ANY CHANGE IN THE SAL ARY PAID UNDER THE DEPARTMENT OF 15 
STATE POLICE PAY PLAN TO THE STATE’S ATTORNEY FOR FREDERICK COUNTY 16 
DURING THE TERM OF O FFICE OF THE SHERIFF MAY NOT APPLY TO THE INCUMBENT 17 
SHERIFF DURING THE SHERIFF’S CURRENT TERM OF OFFICE, BUT THE CHANGED 18 
RATE SHALL TAKE EFFE CT AT THE BEGINNING OF THE NEXT FOLLOWIN G TERM OF 19 
OFFICE. 20 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That, in accordance with Article 21 
III, § 35 of the Maryland Constitution, this Act may not be construed to extend or apply to 22 
the salary or compensation of the Sheriff of Frederick County while serving in a term of 23 
office beginning before the effective date of this Act, but the provisions of this Act 24 
concerning the salary or compensation of the Sheriff of Frederick County shall take effect 25 
at the beginning of the next following term of office. This limitation does not apply to an 26 
individual appointed or elected after the effective date of this Act to fill out an unexpired 27 
term. 28 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 29 
October 1, 2025.  30
